SUBJECT: POPEYE'S RESTAURANT (SP)- Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments
and submit the following information for further staff review:
One (1) 11 x17 grading and erosion control plan
One (1) revised site and landscaping plan.
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are required
prior to the issuance of a building permit. If there are comments that you are not addressing
with the revised site plan, please attach a letter explaining the details. If you have any
questions or need additional information, please call me or Josh Norton at 979.764.3570.

4 Please include all required information in the title block. Such information includes:

note that this lot is included in a building plot for combined signage. The building plot V�
includes Lots 1 -6 of Block One of the Graham Corner Plaza plat.
3. Please scale site plan to largest standard engineering scale possible on sheet.
�4. Please include all planning related items on one site plan, including parking, setbacks,
ownersmip and current zoning of parcel and all abutting parcels, etc. Please refer to
attached checklist for minimum site plan requirements.
5 Please measure building setbacks from the property line. The building setback on the
eastern property line is not measured correctly.
Please indicate if there is 100 -year floodplain and floodway on or adjacent to the proposed
project site, or provide note if there is none with confirming FEMA/FIRM map number.
7/ Please label existing sidewalks and right -of -way width.
9: Please dimension drive aisles and driveway throat length from Graham Road.
9° Please indicate whether the drive aisles are one way or two ways.

Please make sure all easements are measured correctly. The public utility easement along J
the southern property line is not measured correctly.
13 Please show proposed and existing fire hydrants.
Please remove the fire lane around the building. Per Fire Marshall Steve Smith, this site is
not required to have a fire lane, but is required to have a sign at the driveway. The northern
,drive aisle, along Graham Rd., will serve as the "fire lane."
1o'. The interior clearance (inside the screen) dimensions needs to be a minimum 12'x12' pad.
16. Staff recommends the driveway off of the access easement be moved further away from
Graham Road to improve on -site circulation.
11. Provide a general note that all roof and ground- mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right -of -way or
residential district within 150' of the subject lot, measured from a point five feet above
grade. Such screening shall be coordinated with the building architecture and scale to
maintain a unified appearance.

4. , Please provide the caliper- inches of the canopy trees in the Plant Legend.
-: This site is required 1,554 landscape points. The Plant Legend indicates only 1,490
landscape points. Please adjust accordingly.
3' Please be aware that you must submit a landscape irrigation plan and receive approval or
provide a note stating how irrigation system requirement will be met prior to issuance of
Certificate of Occupancy.
4. Bicolor Iris (Moraea bicolor) is not on our approved landscape list. Please choose an
approved shrub or provide hardiness information and a picture of the Bicolor Iris.
5. Please reflect the correct number of Indian Hawthorne shrubs. The Plant Legend indicates
52 shrubs, but staff counted 53.
6: Please screen the side of the parking stalls from the right -of -way along Graham Road.
T. Please be aware that Graham Road is a collector and therefore needs a canopy tree every
-` 32' rather than every 25' as indicated on the landscape plan. Please adjust accordingly.
9. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the
parking lot setback, rights -of -way, and adjacent property disturbed during construction.

ENGINEERING
1. Provide water and sewer demands.
2. Label existing water and sewer main sizes.
3. Verify locations of water and sewer mains as our records indicate you have shown them
incorrectly.
4. Label location and size of domestic and irrigation water meters. Meters should be fed
off single tap of main.
5. Meters must be located within an easement.
6. Label any required back flow preventers for water system.
7. Label domestic water service line size and material type (Type K Copper).
8. Label sanitary sewer service line size (6 "), slope (1 %), and material type (SDR 26 ASTM
D3034). A clean -out is required every 100 -ft.
9. Upon submitting development permit application and fees, submit fire flow report and
drainage report.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer pours transformer pad(s) per city specs and design.
3. Developer installs pull boxes as per city specs and design.(pull boxes provided by the
city).
4. Developer provides digital AutoCAD 2000 version of plat and /or site plan email to
gmartinez cD_cstx.gov
5. Developer provides load data for project.
6. Developer provides temporary blanket easement for construction purposes.
7. Developer provides easements for electric infrastructure as installed for electric lines.

to the City, will constitute a completely new review.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.
