The following is the preliminary list of items needed to complete the submittal so that staff may conduct a thorough review. Please submit the following information by 10 a.m. on any Monday for review that week: The Preliminary Plat application will need to be accepted for review before this Final Plat application can be forwarded for review. Complete the 2 nd page of the application by providing the number of lots, acreage, etc. Provide a paid tax certificate for the tract. Please be aware that if this application is not completed before Monday, January 30, 2012, it will expire and a new application and fees will be necessary to continue the platting process. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, February 13, 2012, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for, Thursday, March 1, 2012, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Please show and label the city limit line in the vicinity map. 2. Please show the Temporary Access Route that goes through Lot 10 Block 4. 3. The 10' PUE between Lot 1 Block 5 and Lot 10 Block 14 should be labeled as 10' ROW. Please revise and show dimensions. 4. Please remove Note 2 and add 3 residential lots to the title block. 5. Please provide the volume and page number of the 10' PUEs located on each lot. 6. Please update the Certificate of Ownership and Dedication by adding the second sentence: "All such dedications shall be in fee simple unless expressly provided otherwise." Reviewed by: Morgan Hester, Staff Planner Date: January 30, 2012 ENGINEERING COMMENTS NO. 1 1. The proposed 10 foot right of way can be dedicated as a strip of common area if preferred. The common area would allow for more neighborhood purview on how the strip is maintained, landscaped, etc. 2. The proposed 10 foot right of way or common area strip should include a 4 foot wide sidewalk to allow pedestrian connectivity with the adjacent future phase. 3. Per the preliminary plat there should be an emergency access route through Lot 10. It appears this emergency access was required to serve the future adjacent phase. Please illustrate a 24 foot wide "temporary emergency access route between Lot 10 and Lot 1. By placing the emergency access between the lots it will not prevent the construction of homes on either lot. The purpose of the emergency access and when it can be removed can be explained in the notes, as to avoid a future amending plat. 4. Please provide a note on the plat stating the water service provider. 5. Please provide fire flow letter. 6. Upon construction and prior to the filing of the mylar, please submit an engineer signed fire flow report. 7. Please provide a short drainage letter referencing the previous drainage report and analysis which included this particular street extension and lots. 8. Does the subdivision currently have street lights? If so, please coordinate with BTU pertaining to street light on the proposed cul -de -sac. 9. Please verify that BTU and Wellborn water do not have any additional comments concerning the plat or construction documents. 10. Please provide street sign detail, layout and table of block ranges. Please coordinate this directly with Troy Rother (979- 764- 3838). 11. Please submit Letter of Acknowledgement. 12. Please provide BCS details when submitting for construction approval. 13. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979 - 764 -6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000 to make sure it applies to your situation. 2. Adhere to the requirements of the general permit ( TXR150000 ). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit (TXR150000 4. Sign and post a construction site notice 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent (NOI), notice of termination (NOT), or fee is required under this option —as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2013.
