Deven,
Below are the remaining items needed to issue the construction plans and development permit
(excluding sewer):
1. Provide the remaining development permit fee ($3619.68 - provided $600.00) $3019.68.
2. Provide two more sets (in addition to the submitted 2 sets) of construction plans for
stamping, which will return one set to the contractor. (COB will be stamping separate sewer
plans.)
3. Provide 11x17 erosion control plan.
4. A temporary blanket easement is needed for relocating electric line. Fyi, the electric line
will be located in the 10 PUE east of the sewer easement.
The development permit when ready must be signed at our office by the contractor Please let the
contractor know that they will need to bring a copy of the NOI when they come in to sign the
permit. If you need sets before a contractor is engaged, we can release additional sets stamped
"not for construction ".
It is understood that the provided plans, reports, and surety will satisfy the platting
requirements for Phase 23. Surety was provided to COCS for the entire public infrastructure
including sewer for $398,893.00. Updated site demands may require revisions to the subject
infrastructure.

1i. Confirm City of Bryan has approved sewer plans and report.

unique usage and proposed building square footage.
3. Streetlight poles to be installed just beyond sidewalk ( -9 ft off curb).
Related additional items for the development permit issuance:
Provide the remaining Development Permit fee which is based on 1% of the

(This will only return one set to the contractor. Additional sets can be
submitted for stamping if desired. City of Bryan will also need additional

• Lastly, the Development Permit when ready (after these items above and P &Z
approval of Final Plat) must be signed at our office by the contractor.
Please let the contractor know that he will need to bring a copy of the NOI

signed prior to commencement of construction. Once the permit is signed, the
contractor will be given 3 sets of the stamped approved plans. If you need
sets before a contractor is engaged, we can release sets stamped "not for

All,
There are several moving parts I thought warranted a rough understanding how they relate to
various stages of approvals. Let us know if there are questions or comments. These lists are not
intended to be exhaustive, but to provide (major) requirements applicable to each. Enumerated
items still need to be completed /provided. Hope this helps for actions needed over the next few
weeks.
Construction Plans:
I. Construction Plans approved by both Cities
2. Provide Permit Fees
a. CS: Street, Water, Drainage, Misc
b. COB: Sanitary
3. Provide Temporary Blanket Easement (held until Elec final design and easements dedicated)

Abandonment (Easement 3572/194 for existing Electric Line)
• I received the Suddenlink consent from Joe.
• With your direction we will advertise and continue to attempt to make the March 14 Council
Meeting, however in the event that this item is not able to be finalized, the applicant
will be required pay the additional advertising costs ( -$50).
• Though this still needs to be vetted through Legal, staff is recommending the abandonment
ordinance be conditioned upon a temporary easement be reserved for the entire easement to
be abandoned, so that the existing line can remain in place continuing to serve the street
lights on HSC Pkwy - until such time that the public replacement primary along BioMedical
Way is constructed. (This condition is suggested in addition to temporary blanket for the
entire site as timing could become an issue.) (This existing line also may be desirable
for temporary building power in initial phases of site construction.)
• Note that this is not a complete set of review comments, I am simply trying to expedite
critical items.
Related to Final Plat Ph 23
• College Station staff supports the proposed easements adjacent and east of BioMedical Way
ROW to be 10 ft Sanitary, and 10 ft PUE as discussed and roughly sketched in the attached
exhibit. As also discussed, the Sanitary Easement would be by separate instrument and have
similar utility crossing language as drafted in related easements. The final plat of Ph 23
would dedicate the 10 ft PUE and note the 10 ft Sanitary Easement is by separate instrument
- which the volume and page could be filled in prior to filing.

The Suddenlink consent (Exhibit #3) was not included within the Application. I am corresponding
with CS Electric on their understanding of electric relocation requirements and status. Was it

Review of Sanitary Sewer Construction Plans & Sewer Report
Dear Mr. Schultz:
We have reviewed the Sanitary Sewer Construction Plans, and Utility Report submitted March 23, 2013 for the
above referenced project. The following are comments:
Sewer Construction Plans
1. All previous comments addressed
Sewer Reports ( Previous comments not yet addressed — I assume these will come in once demand data is
available for Lot 2 Project)
2. Please provide service area delineation for the sewer line.
3. Attached are the demand estimates from the Lift Station Design Report, which match your report.
4. Why are the same generic planning numbers from the Lift Station Report being used for the sewer report?
Are actual demand numbers from the proposed buildings not available to be used to verify the generic land
use numbers from the Lift Station Report?
Cost Estimate
5. Please submit 2 copies of the latest cost estimate.
From your cover letter it is understood that these plans are being submitted in order to file the Plat and that you
are still waiting on demand and sizing information for the Phase 23, Lot 2 Project. This information may result
in the need to modify these construction plans and if that is the case the revisions will be submitted at a later
date.
Please let me know if you would like to meet to discuss these comments in further detail. Please submit 5 sets
of plans with these revisions for approval, 4 sets will be kept by the City plus a minimum 1 set to be onsite at all
times.
FYI: Within 30 days of acceptance, we require as -built mylar copies or a clear digital TIFF copy of the public
infrastructure improvements prepared by the design engineer and certified by both the contractor and engineer.
FYI - An inspection and review fee (0.5% of infrastructure value) will need to be paid prior to the plans being
released for construction.
