Texas Avenue Br-yan, Texas 77803 -2760 Re: Signal at FM 60 and University Town Center Dear Mr. Wood: i am in receipt of your letter to Mr. Brymer regarding the above traffic signal. Thank you for Your willingness to consider this signal and the time you have taken to communicate with us at our recent meeting and in correspondence. Having read the letter, l would like to make sure that l understand the provisions and conditions that have been placed on this potential signal location. 1 have outlined my understanding below in a series of points correlating to those made in your letter. If any of lily points are incorrect, or partially incorrect, please let me know in writing at your earliest convenience. Mr. Scamardo has a number of clients who are relying on this information andwe need to be sure we correctly communicate the position. TxDOT will permit the installation of the signal, as proposed by the developer and City, at the existing driveway and median opening between Tarrow and Lincoln, given the following ewiditions are met: a. The drivewwv for this development at Tarrow East must be designed, and built, as the main driveway for the development and will be served by a modified signal arrangement at Tal ow East. b. This signal at the existing driveway into University Town Center between "farrow and Lincoln must meet the MUTCD eight hour or four hour volume warrants from actual generated traffic (not just projected), or the Crash Experience warrant. The signal. may be designed and constructed but the heads must be covered or left on flash until actual traffic meets warrants. d. Coordination of the signals along FM 60 from Texas Avenue to SH 6 will be maintained for progression by the City of College Station, includnig the installation of any required interconnect and re- timing of the system. e. It is noted that comments were submitted by TxDOT concerning these improvements for the August 20 & September 7 Site Development Meetings. Additionally, several meetings were held at this office & at the District Headquarters to discuss traffic concerns along University Drive for this site. Attached is a copy of a letter sent to Mr. Tom Brymer, City Manager, outlining various requirements needed in order to install / activate a proposed Traffic Signal Light to be located approximately 0.2 mile east of the East Tarrow Street intersection at an existing driveway. With regards to the conditions indicated in this letter please review the proposed Driveway Permit Site #1 to insure the overall plan dimensions & traffic movements desired will accommodate the required improvements. Also, the location of proposed Driveway Permit Site #2 , although not meeting the required spacing, will be satisfactory with the following recommendations: 1) Recommend a right -turn deceleration lane @ the existing driveway where the proposed Traffic Signal Light is to be installed; 2) Recommend a right -in, right -out designated entrance @ Driveway Permit Site # 2 with a painted island divider and a one -way sign to be placed in the University Drive median @ this location. Box 9960 College Station, Texas 77840 SIGNAL AT FM 60 AND UNIVERSITY TOWN CENTER Dear Mr. Brymer: Thank you for taking the time to meet with me to discuss your concerns about the request to install a traffic signal at the intersection of FM 60 and the University Town Center development. The Municipal Maintenance Agreement between TxDOT and the City of College Station requires TxDOT's written approval for any traffic control device which would affect or influence the use of State maintained highways. After careful review of the site and the surrounding facilities, and the past discussions about this location, TxDOT will permit the installation of a traffic signal tinder curtain conditions. The signal can �e but not turned operational until the following contingencies are met: • The developer must fully design and build the driveway at the modified signalized intersection at East Tarrow to be used as the main driveway. • The intersection will need to meet either Warrant 1: Eight -Hour Vehicular Volume, 1 Warrant 2: Four -Hour Vehicular Volume or Warrant 7: Crash Experience. • j The coordination of the signals along FM 60 from Texas Avenue to the SH 6 frontage ` !) roads will need to be maintained to provide a favorable progression platoon for vehicles 1 d to travel and minimize the number of stops in the system. 1 The proposed signal will be allowed to be installed; however, the signal heads must be covered r' turned on flashing only until these conditions are met. If the signal is turned on without meeting these criteria, we will.instruct the City to comply with these instructions or the signal will be removed from service by State forces. As you know, University Drive (FM 60) is a state owned facility and thus, the Texas Department of Transportation (TxDOT) makes the final decision regarding issues along their roadways. I have contacted TxDOT regarding the signalization of the median opening in front of the proposed University Town Center development as well as the proposed signal modifications at the driveway on University Drive aligned with Tarrow Street East. TxDOT h as indi that they do not object to a on University Drive owever, to ensure 1 wi th Tarrow Stri ;ast, creating a 4- negatively ass section allowi; impacted, the driveway minor arterial two lanes entering th development and at least two t o es and one left -turn lane exiting tie development. TxDOT and the City of College Station will require the developer to pay for the traffic signal modifications for this approach. Additionally, TxDOT and the City of College Station must review and approve the design before the city will allow construction to begin. Regarding the proposed signal l� n on University Drive between Tarrow Street East and Spring Loop, TxDOT will not grant permission for another signal to be installed between these two signa lze intersections. In order to keep signals operating efficiently, ' TxDOT has begun requiring a signal spacing of Y2 mile, and installing a signal between these two intersections will violate this spacing requirement. Additionally,: TxDOT will not allow the installation of a traffic signal when the signal warrants are�satisfied based on projec ted traffic volumes; signals should be warranted based on exit traffic ume n vold/or crash experience. Revision - Cement stabilization extends 12" beyond pipe joints of sanitary sewer lines, and associate waterline has been noted to center joint over crossing. 4. Clarification - Headwall has been redesigned to be a flush headwall, and it will no longer cross the existing sanitary sewer line. 5.
