In accordance with the Texas Local Government Code, Section 43.028 requires the governing body (City Council) to accept or refuse the petition after the 5` but before the 30` day following the petition's submittal. As such, this matter has been scheduled for the November 23` City Council meeting. The petition and required exhibits are attached for your reference. Both lots (Jones and Futrell) are under contract and a rezoning request for C -1, General Commercial is scheduled to be reviewed by both the Planning & Zoning Commission and City Council in December. The proposed use is a mini - storage facility with an on -site residence /office as an accessory use. Box 9960 College Station, Texas 77842 Phone 979.764.3570 / Fax 979.764.3496 MEMORANDUM DATE: November 10, 2004 TO: City Council Members THROUGH: Joey Dunn, Director of Planning & Development Services FROM: Trey Fletcher, Senior Planner SUBJECT: F &B Road Annexation Petition Upon receiving the petition for annexation, staff notified various departments of the request soliciting their respective comments. The following is a summary of the comments received. Glenn Brown — City Manager's Office 1) This property is adjacent to property that would be part of the Aggie Field of Honor (AFOH), if it becomes a reality. The proposal is for the Field of Honor to take access off of F &B Road, so it is my understanding that the annexation area would be adjacent to the main entrance for the AFOH. Negotiations are ongoing with A &M and a private property owner at this time to purchase the land for the AFOH. 2) Also, will there be any capital infrastructure cost associated with this annexation that COCS will be responsible for, and if so, how much? Item 2: I am not aware of any capital infrastructure investment required by the City. Infrastructure (water) as I understand would be extended by the developer. Wastewater would be on site. F &B Road is in good /poor condition. It is shown as a Major Collector on the City's Thoroughfare Plan. Maintenance responsibilities are part City and part County, depending what stretch is of interest. Over time, I think it's very likely that this 'donut' between CS and Bryan would be annexed. Should the AFOH materialize, is it the intention of the City to annex the land? Harvey Cara — Legal No response thus far Home of Texas A &M University Ed Feldman — CSPD No response thus far. David Giordano — CSFD This is ok with us. Should not create any significant issues. Jeff Kersten — Budget No response thus far. David Massey — College Station Utilities BTU will need to be contacted for electric service to this tract of land. It is not in College Station's service territory for retail electric service. Edwin Savage — College Station Utilities The proposed annexation is in our water CCN and could meet fire flows if the line at the NW corner of 2818 and F &B is extended to the property. There is no service west of 2818, so they would be required to install an On -Site Sewage Facility. Otherwise, we have no issues with the annexation request. John Woody — College Station Utilities No response thus far. Mark Smith — Public Works No response thus far. Pete Caler — Public Works Sanitation has no issues with the annexation petition. We can initiate services within 48 hours for each customer once they establish an account with Utility Customer Services. Please feel free to contact me if you have any questions. Thanks. Olivia Burnside — OTIS Franchise has no issues with this proposal. Since most of one piece is already in the City limits and the next is only feet away we have no issue with meter reading once metered service is provided. Just so you know a major pipeline (Citgo according to what we have in the GIS from the County records) runs through the parcel that is mostly out of the City limits at this time. Also when you look at the city limits for both cities this is really a "hole" in the fabric. Additional Comments: I contacted Mr. Richard Vance, Brazos County Road & Bridge, to advise of annexation petition today. He did not express any concerns relative to the annexation request. Water line extension may be located in County right -of -way or an easement adjacent to F &B Road when completed by the developer. Home of Texas A &M University
