OK, so I have this straight -
IF we do this simulataneously:
We take in the petition app.
Then we can take a zoning to P &Z and get a rec. after a public hearing. Then we proceed with the peition
and annexation to CC as a public hearing on the zoning part, since the annexation part does not reqyure a
public hearing.
We should do this all within 30 days to meet statutory deadline.

believe could do petition, see if Council will annex, then go to P &Z, or go to P &Z for consideration after
petition is filed. believe P &Z can recommend zoning, if Council agrees to annex. could do sequentially or

You remember we talked about Jeim Jett's annexation petition over on F &B? I want to clarify the process
with you. According to the UDO, "Any territory hereafter annexed to the COCS, not otherwise classified at
the time of annexation, shall be classified by applying the A -O district."
the questions is, considering the 30 day peition requirment, can the annexation petition go to Council and
they consider C -1 zoning?
OR
Does the petition go to P &Z for their consideration of the zoning part first (even though property would still
be outside city limits)?

Franchise has no issues with this proposal. Since most of one piece is already in the City limits and the
next is only feet away we have no issue with meter reading once metered service is provided.
Just so you know a major pipeline (Citgo according to what we have in the GIS from the County records)
runs through the parcel that is mostly out of the City limits at this time. Also when you look at the city limits
for both cities this is really a "hole" in the fabric.

Couple of thoughts:
1) This property is adjacent to property that would be part of the Aggie Field of Honor (AFOH). In fact, the
proposal is the Field of Honor would take access off of F &B Road, so this would be the main entrance to
the AFOH. With that said there is no assurance this project will ever happen, but we are in negotiations
with A &M and a private property owner at this time to purchase the land for the AFOH.
2)In case the AFOH becomes a reality, I would be concerned with type of screening, etc. the mini storage
development have. If you want to see the exact boundaries of the Field of Honor, Mark McAulliffe has a
diagram in his office showing the proposed boundaries.
3) Also, will there be any capital infrastructure cost associated with this annexation that COCS will be
responsible for, and if so, how much?

The proposed annexation is in our water CCN and could meet fire flows if the line at the NW corner of
2818 and F &B is extended to the property. There is no service west of 2818, so they would be required to
install an On -Site Sewage Facility. Otherwise, we have no issues with the annexation request.

territory for retail electric service.
