Comprehensive Plan and Unified Development Ordinance Annual Review

Agenda Caption: Presentation, discussion and possible action regarding the annual
review of the Comprehensive Plan and Unified Development Ordinance.
Recommendation (s): Provide feedback regarding key issues and proposed changes to
the Comprehensive Plan and UDO.
Summary: Section 1.8 of the Unified Development Ordinance (UDO) stipulates that the City
Council shall review the Comprehensive Plan and the UDO annually. The UDO was initially
adopted in June, 2003. The first annual review of the Comprehensive Plan and UDO was
completed in September, 2004. Staff has begun to compile proposed amendments to the
plan and ordinance and seeks guidance from City Council.
Key issues needing direction from Council include:
• Making the application process easier for wireless telecommunication facilities that are
seeking to colocate on an existing tower or building,
• Addressing student campaign signage,
• Addressing PODS (Portable On Demand Storage),
• Revisiting "Redevelopment" in the Comprehensive Plan and implementation policies in
the UDO, and
• Pursuing single family and duplex regulations to limit monotony.
Planning & Development Services will be seeking public input through the City's website,
public meetings, guest speaking, and other venues as appropriate. The annual review and
proposed changes will be presented to the Planning & Zoning Commission and City Council
in July for consideration.
