As this property is in the Krenek Tap Corridor Overlay, the architectural design of all building facades facing Krenek Tap Road have to meet the requirements of Section 5.8.C.2 of the UDO. Please submit the architectural elevations and description of materials to be used on facades. 2. The property owner named on the site plan (Dean Ranch Properties, Ltd.) should match that on the application. 3. Please provide more information on the gates (e.g., swing path, entry system). Also, there should be gate along the fenceline by Building 2 for pedestrians to move from the internal sidewalk system to the public sidewalks. The swing path of the security gate should not meet with the sidewalk. 4. Please describe the material(s) used for the perimeter fencing. The dumpster near the Community Center may need to be screened, depending on the perimeter fencing and location of plantings. 5. Please clarify that all edges of the dumpster pads will be curbed. 6. Provide a general note that all roof and ground- mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right - of -way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. Reviewed by: Molly Hitchcock Date: November 11, 2004 ENGINEERING General note. It appears the water system does not meet Unified Design Guidelines. See related items below. 2. Please change Note 2 to read, "...with the current BCS Unified Design Details and Technical Specifications ". 3. Dead -end mains are not permitted. The plans show 2 dead -end mains. Looping of mains is required per the Unified Design Guidelines. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. Page 2 of 4 4. Hydrant spacing requirement is 600 -ft for this project per the Fire Code. The spacing provided exceeds this spacing. It appears at least one additional hydrant is required. 5. Numerous carports intrude into the PUE. Structures can not be placed in a PUE. 6. Private utility lines can not be placed in a PUE. 7. Please add note, all private sewer lines must comply with City Plumbing Code. 8. Please recheck flows for meter sizing. The fixture unit method shows a 3 -in water meter for 50 units. As we noted earlier, this seems too conservative yet the meters shown seem too small. 9. A 12 -in waterline was provided to this site during the Dartmouth street construction project. This line should be used in lieu of any additional road bore under the public street. 10. If a bus stop/ canopy is planned in the near future, please consider fence location at this time. 11.An erosion control plan and TPDES NOI is required for full development permit. 12. See Temporary Blanket Easement comment below. 13. Per TCEQ §290.44(c) the maximum number of connections on a 2 -in line is 10, 2.5- in is 25, 3 -in is 50. A 2 -in line is provided and a 1 and 1.5 -in meter. Does this sound reasonable? 14. Comments on Drainage Report and Water/ Sewer Analysis will be returned separately. Developer installs 3. first 10'. City installs remainder. 4. Developer provides concrete transformer pad(s) per city specs and design. 5. College Station Utilities will provide developer an electric system design plan for the installation of conduit and transformer pads. 6. Developer provides temporary blanket easement for construction purposes. 7. (Needed before electric infrastructure can be energized.) 8. Developer provides easements for electric infrastructure as installed for electric lines to have temporary blanket easement released. 9. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. 3. All Dumpster enclosures need to be rotated 8 -10 degrees clockwise. We need a shallower angle on no more than 37 degrees. Page 4 of 4 STAFF REVIEW COMMENTS NO. 2 Project: TERRACE PINES (PP - 04 -250) PLANNNING In regards to sheet A -2: 1. Dumpster pads require 12' x 12' of clear space. Please insure that the areas are deep enough so that the dumpsters do not encroach into the fire lane. 2. Wheelstops may not be used in 18' parking spaces. At a minimum, they may be placed 18 feet from the back of a parking space when there is a two foot overhang available. 3. Does the detail for the fence read Y2" pickets at 4" off center or 2" pickets at 4" off center? Landscaping /Streetscaping 4. 1 count 55 crepe myrtles instead of 61, and 32 existing live oaks instead of 34. Although the points are not necessary, the planting schedule should align with the landscaping plan. 5. To receive barricaded points for existing trees, barricades must be placed one foot from the trunk for each caliper inch. Please indicate the required ratio under "Special Notes for Protection of Existing Trees ". 6. There is concern that some of the trees to receive protected points will not be able to be barricaded at 1" per 1' because of their proximity to proposed drive aisles, sidewalks, and buildings. While they may be protected to the extent possible, you may wish to reconsider claiming these as "protected" trees. Staff will examine the barricades before clearing and grading and during construction. 7. Streetscape requirements for Dartmouth are 4530 points and 24 trees. The points have already been covered by the existing plan, as have 12 trees. Twelve more canopy trees are necessary (or non - canopy trees substituted at 1 canopy: 2 non - canopy). Will you be submitting a TCEQ NOI or contractor? 3. 1 take it that the plan is to close the valve on 6 -in hydrant line, remove existing fire hydrant, install a tee and replace the hydrant? Should this be stated on the plans? Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2 of 3 STAFF REVIEW COMMENTS No. 4 Project: TERRACE PINES APARTMENT HOMES (SP) - 04- 00500250 Because of the reasons listed below, I was unable to make a full review of the proposal. I will make a full review of the landscape plan when it has been corrected and resubmitted. PLANNING 1. All the elements of the landscape plan need to be shown on one plan. All calculations, shrubbery, and trees are to be on one plan. As presented, the landscaping and point calculations on the two plans conflict. 2. None of the existing trees on Dartmouth may count as barricaded. Upon inspection at 8:40 this morning, the two trees in the corner were not properly barricaded, nor could they be because of their proximity to Building 17, and the tree by Building 19 had no barricade and a bobcat was grading around it. The notes for "Streetscape Canopy Tree Requirements" at the bottom of the plan should be removed. 3. Please show light pole locations along the right -of -way. 4. There is one existing tree behind Building 17 that is too far from Dartmouth to be counted for streetscaping. Please provide an additional tree along Dartmouth to meet this requirement. 5. In the Landscape Plan Legend and Point Calculation, please identify that the existing canopy trees without barricades are a minimum of 4 inches in caliper. 6. On the landscape plan, identify the caliper size of all existing trees being claimed for points. 7. There are 27 existing canopy trees without barricades being claimed and only 21 identified on the plan. Please correct. 8. In the notation for Grass, please remove references to limiting work to the site. Any area disturbed by the construction of this project (whether on site or on a neighboring property) must be cleaned, regraded, and have established grass before a C.O. can be issued. 9. Please include a barricade plan on the landscaping plan. This can be done graphically or through the following note: Barricade for indicated trees to be constructed with a minimum 48" high orange plastic construction netting and secured to steel T- posts. Barricade to be placed in a circle around indicated trees a radial distance of 1' for every 1" caliper of tree. Barricade must be in place prior to any development activity as well as throughout the construction process. 10. For clarification, in the Points Per Project Area, please identify that the site area identified is the total site area minus the City's landscape easements. 11. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. 12.
