The Koppe Bridge Road right-of-way width (60') has been noted on the plat. The plat proposes a 5' wide right-of-way dedication to the county from this tract. 2. The plat has been tied to a City of College Station monument. 3. Note 4 has been revised as requested. 4. The sanitary sewer system will be owned and maintained by Wellborn Special Utility District, a public utility, therefore the sanitary sewer system will be a public system. Brazos County 1. Note 17 has been added to address the maintenance responsibility of these items. 2. Note`l8 has been added to address this item. 3. 10' wide utility easements on the sides and back of each lot have not been added. These are not required by the Brazos County Subdivision Regulations or by the City of College Station Subdivision Ordinance. Additional easements for utility companies can be provided on the final plats or by separate instrument as required by the utility companies. 4. A drainage study and grading plan will be provided with each phase to show the limits of the 100-year storm event water surface. 5. The 150' buffer zone for the sewer treatment plant can encroach onto rights-of- way and lots, but not structures. 6. The grading plan and drainage study will show the proposed grades and 100-year storm event water surface limits. If the 100-year storm limits encroach onto a lot, a minimum finished floor elevation of at least 1 foot above the 100-year water surface will be shown for the lot on the final plat. BTU: 1. Tie plat to a City of College Station monument or known platted point. 3. Streets and storm sewer system will be designed to City of College Station Standards. Revise Note 4. 4. On streets having curbs and gutters the County will have no maintenance responsibility back of curb. In this case, to include no maintenance of water, sewer, storm sewer, sidewalks, drainage and detention areas. The county will need to know who the responsible party will be for these and denote on Plat. 2. All utilities placed under the street will be encased by an approved material by county engineer. 3. Add 10' wide utility easements on side and back of lots. 4. Drainage common areas will back water on lots as they appear now. 5. Can 150' buffer zone for sewer plant encroach on right-of-way? 6. Regarding note 6, the developer will bear the total cost for relocation of existing facilities. Easements that currently burden the land will have to go through BTU's easement release process. Please contact Randy Trimble at (979) 821-5728 to begin this process. No easements will be released until all relocates are complete and new easements have been executed to cover the relocated facilities. 2. Regarding note 12, there will be the need for some a few side lot line easements. Those may be obtained by separate instrument or by plat, depending on how the project unfolds and how and when the individual blocks are platted. The subject property is generally located on the south side of Koppe Bridge Road just west of the Wellborn Community. (04-00500249) Applicant: Chris Menger, Agent for Main Street Homes-CS, LTD Staff Recommendations: Staff recommends conditional approval with staff review comments #2 from Brazos County. Item Summary: This property is located on Koppe Bridge Road just west of Wellborn Community. The owner plans to subdivide the 74.742-acre parcel into 338 lots. All of the lots will be 0.15 acres. Koppe Bridge Road is a Minor Collector on the City's Thoroughfare Plan. Additional right-of-way for Koppe Bridge Road is proposed for dedication on this Plat. This Preliminary Plat meets the minimum requirements for ETJ subdivisions. Water will be provided by Wellborn Special Utility District (SUD). A wastewater treatment plant has been permitted by the Texas Commission on Environmental Quality (TCEQ) and will also be operated and maintained by Wellborn SUD. Street construction within the subdivision will be to City standards and will include curb and gutter. This allows for reduced lot width compared to the minimum requirement for a rural designed road.
