Project: SOUTHWEST CROSSING @ BEE CREEK (SP) — 04 -241
Because there are issues with the proposed site plan that may affect the layout of the
project, staff could only make a preliminary review of the plan. At this time, it is not
considered a complete submittal. The following comments are intended to help clarify
what is needed to make a full review of the plan possible.
MISCELLANEOUS
1. Access driveway on FM 2154 (Wellborn Road) shall be shared, as indicated, with
the Schick Addition.
2. Unless existing, proposed driveway to the north (160') does not meet TxDOT's
"Regulations for Access Driveways to State Highways ". Access regulations are
primarily based on posted speed limits and distances between proposed & adjacent
access points. For posted speed limits of 45 MPH a spacing of 360' between
driveways is required.

PLANNING
1. Please clearly identify the extent of this project and the phasing of this project. All
lots of the building plot should be noted. This will determine how drive aisles,
setbacks, and off -site improvements are treated.
The following is how Section 7.1.G. of the UDO addresses "building plot ":
Building Plot
1. Building plot refers to all of the land within an area defined by the
Administrator that consists of one or more platted lots for a single
development. Such determination shall be made at the platting stage or
at the time of site plan.
2. In the event that two or more lots are under single ownership and the
existing structure does not meet the required yard setback, both lots shall
be construed as the building plot.
3. The Administrator shall determine the building plot using the following
criteria:
a. Contiguous properties that consist of less than two acres and have one
or fewer frontages on a street classified as a collector or higher on the
current Thoroughfare Plan will be consolidated and defined as one
building plot for the purposes of signage;
b. Contiguous properties that develop according to a common plan or
design for similar or compatible uses, which singularly or in phases, is
treated as such for site plan review purposes including signage; or
c. Contiguous properties that as determined by the Administrator need to
be consolidated for ease of access, reduction of the proliferation of

signage along the public right -of -way, or other public health, safety, or
general welfare reasons.
2. From the driveway onto Southwest Parkway, the distance to opposite and adjacent
driveways needs to be identified.
3. Required driveway throat depths need to be met.
4. Zoning and property ownership needs to be identified.
5. Fire hydrants can not be located in drive aisles.
6. Two -way traffic circulation should be accommodated around the northernmost
Phase 1 Building C. All buildings are labeled "Building C ".
7. Required buffer plantings have to be planted in the buffer yard.
8. The landscape plan needs to be phased with the site plan.

ENGINEERING
1. Site Plan cannot be approved until Final Plat is filed. Provide Water Design Report.
2. Minimum width of a fire lane is 20 feet. The fire lanes off Wellborn Road are less
than the minimum.
3. Make sure 5' ROW that was dedicated with the Plat has been taken in to account
with the Site Plan.
4. Show floodplain limits on the Site Plan.
5. The removal of the existing easements will have to be through the abandonment
process which is approved by City Council.
6. It appears that Lot 5R is under different ownership from the rest of the site. Consent
for improvements from this landowner and associated shared access and parking
easements will be required for Site Plan approval.
7. Private utilities (stormwater) cannot be located within a PUE. The northeast end of
the storm pipe appears to be loactred within the proposed PUE for the relocated
electric line.
8. Erosion control measured need to include detention pond and inlets.
9. Provide service line sizes and slopes. Private sewer service to meet building code.
10. Provide water and sewer demands.
11. Show location of domestic and irrigation meters. They are required to be locted
within and easement or ROW.
12. Fire hydrants shall not be located closer than 9 feet from any wastewater main or
appurtenance.
13. Show detention pond oultlet.
14. Bottom of detention pond requires sloping and trickle channel.
15. Please refer to the Drainage Policy and Design Manual for all requirements for
complete Drainage Report submittal.
16. How are you ensuring that the discharge makes it to the drainage creek? Will any
downstream grading be required?
17. Provide detention pond routing (elevation in the pond resulting from the associated
inflow and outflow) as part of drainage report.

18. There are a number of unfinished sentences in the Drainage Report.
19. The Drainage Report should show that the post development flow does not exceed
the predevelopment flow for all required storm events, not that storage required
does not exceed storage provided.
20. Demonstrate that the proposed detention pond will not be encroaching in the
floodway.
21. Per the Drainage Ordinance regarding detention facilities, you need to design for all
sequence of storms up to the maximum (25 year).

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
5. provided by the city).
6. Developer provides digital AutoCAD 2000 version of plat and /or site plan.

12. Once we receive the AutoCad site plan we will do an electric plan and provide it
to the developer for the installation of conduit and transformer pads.

only make a preliminary review of the plan. At this time, it is not considered a complete
submittal.
With the next submittal, the discrepancies regarding phasing and parking have to be
addressed. How some non - residential architectural standards are reviewed depends
on these items.
The following comments are intended to help clarify what is needed to make a full
review of the plan possible.
PLANNING
1. On sheet C1.0 Existing Conditions, the plat information does not reflect what exists
or what has been proposed.
2. Please list the developer and developer's contact information on the site plan.
3. On the site plan, please identify the site area.
4. Please call out the scale on the site plan.
5. Please identify the zoning of the area proposed for development.
6. The residential zoning to the north is R -1. Please clarify this on the site plan as it
affects the buffer requirements for this project.
7. Please identify the square feet of each building and describe the use.
8. The building setbacks shown on the site plan are incorrect.
9. Please clearly identify the property line on the site plan.
10. The base map for the site and landscaping plans need to be identical.
11. On the site and landscaping plans, please identify the phases of all the
buildings /pad sites and areas and insure they are identical on both plans.
12. Please call out the spacing of driveway access to show the projects meets the
requirements of the UDO Section 7.3.C.3 Spacing of Driveway Access.
13. The edge of all paved areas must be curbed. Please clarify that there will be
curbing around the future pad sites.
14. Please provide curbing detail.
15. Will there be a drive -thru on the northern side of the northernmost unidentified
building on the site plan? If so, more information on the traffic circulation is needed.
If not, the median may need to be larger.
16. Bicycle parking is required to be included in all non - residential projects.
17. Please refer to the chart in the UDO Section 7.2.0 Dimensions and Access for the
required dimensions related to angled parking.
18. Only 117 parking spaces are shown on the site plan. Please update the parking
analysis to reflect this and remove phase two information unless all aspects of
phase two will be considered with this plan.
19. Please ensure all meters are located in a Public Utility Easement.
20. Please identify transformer location(s) and the method(s) used to screen it.
21. The drives to service solid waste are required to be built to fire lane standards.
Please identify this on the site plan. Also, identify the fire lane access to /from
Wellborn.

22. On the site plan, the existing fire hydrants need to be shown as "to be removed" and
their new locations shown.
23.The site and landscaping plans are showing different buffer wall lengths. Please
reconcile the discrepancy.
24. The buffer ordinance requires the wall to be built within one foot of the property line
shared with R -1. Unless the applicant would like to request the alternate location
(please submit the extenuating circumstances), please move the proposed wall.
25. The buffer yard extends 15 feet from the R -1 property line. Please include the
required buffer plantings in this yard.
26. Landscaping can only be approved for a future phase if the layout of the future
phase is approved with the site plan (see comments #10 and 11).
27. On the landscape plan, please show the linear feet distances used for streetscaping
along the rights -of -way. I am calculating numbers larger than what were used.
28. On the landscape plan, please identify the minimum acceptable caliper of the non -
canopy trees.
29. Please describe the solid waste enclosures.
30. NOTE: Please be aware that outdoor lighting standards exist in the UDO Section
7.10 Outdoor Lighting Standards. These requirements will have to be met for a
Certificate of Occupancy.
31. NOTE: Signage is approved through a separate process. Its placement and size will
be reviewed when someone applies for a sign permit.
Elevations
These need not be approved before the site plan but will be required to be approved
before building permit. Thank you for your submittal of these in January. I have
delayed their review until they could be reviewed with revised civils.
Elevations will be needed of all sides of these buildings.
Please call out dimensions and percentages on the elevations so compliance can
be determined with the following non - residential architectural standards:
For the front facades:
• 2 design elements for every 45 feet (UDO Section 7.9.C)
• Not more than 66% of a roof line be at the same elevation (to be considered a
different elevation, there has to be a change of at least 2 feet) (Section 7.9.C)
• At least 25% of the fagade be brick, stone, etc. (Section 7.9.D.3)

PLANNING
1. On the site plan, it is not necessary to call out the size of the platted lots, but it is
necessary to call out the size of the area under development (i.e., all of Phase I without
the pad site areas of Phase 11, without the area of Phase III).
2. Please remove plat calls that have no meaning on the site and landscape plans.
3. In regards to Note #7, R -1 residential also abuts part of Phase I to the north. Please
clarify this on the site plan as it affects the buffer requirements for the project.
4. Please show the C -1 zoning of the corner property.
5. Please complete note # 9 on the site plan.
6. The building setback line from Wellborn scales to 20 feet. It should be 25. The building
setback from Southwest Parkway is 15 feet. The building setback from the northern
properties is 7.5 feet. Please reflect these setbacks.
7. Reconcile the phase designations along the eastern property line.
8. Please identify the distance of the driveway(s) to the east along Southwest Parkway or
state that they are at least 300 feet away.
9. So it will not be used for parking, remove the stub -out behind the single dumpster.
10. Because of the hydrant at the existing driveway on Southwest Parkway, FIRE has stated
that a fire lane is needed at the shared driveway, across to the relocated hydrant, and
out to Wellborn. A lane is not needed from the easternmost Southwest Parkway
driveway. Please be aware that Sanitation will still need their routes around Building B
to be built to fire lane standards.
11. Please provide a sidewalk along Southwest Parkway.
12. Dumpster enclosures must be at least 12 feet deep. Please show this for the double
enclosure. Also, identify if the double enclosure will receive the same treatment as the
single.
13. The buffer applies to the shared property line to the edge of Phase I. Please show the
buffer wall and plantings extended to this line.
14. The buffer yard extends 15 feet from the R -1 property line. Please include the required
buffer plantings in this yard.
15. For ease and to encourage their use, bicycle racks are required to be separated from
the landscaped planter boxes by 3 feet.
16. 1 only count 33 cedar elms and 31 wax myrtles. Please verify.
17. Please note on the landscape plan that all shrubs used along Southwest Parkway
(parking screening) will be a minimum of 3 feet in height.
18. Please identify Phase II pad sites on the landscape plan.
19. NOTE: Walls over 6 feet tall must obtain a building permit.
20. NOTE: Before building permits can be issued, it must be shown that the structures will
meet the requirements of UDO 7.9.0 Building Mass and Design, 7.9.D Building
Materials, and 7.9.E Building Colors.

23. Two different 100 -yr flood elevations are mentioned in your drainage report. Please rectify.

25. Water Design Report - Are you saying that all buildings will be sprinkled? Please re-
evaluate the Report. You can do each building separately and may not have to sprinkle.
Keep in mind that the 1750 flow does not have to come from one hydrant.

5. In regards to the buffer plantings, only canopy and non - canopy trees are required when a
wall is incorporated. Shrubs may be substituted for non - canopies. While the project may
provide more plantings than required, it is not necessary to provide the number of shrubs
shown. If the desire is to substitute 3 non - canopy trees with shrubs, the calculation is made
as follows:
1 non - canopy tree for every 15 feet => 3 non - canopy trees times 15 feet = 45 feet
1 shrub for every 3 feet => 45 feet divided by 3 feet = 15 shrubs.
Therefore, 15 shrubs may be used in place of 3 non - canopy trees.

.2' for Reach 146. Please explain. They both say no detention at the top.
Why do you show the proposed improvements on the existing conditions Sheet C1.0?

1. For 90- degree parking, the one -way aisle will have to be at least 23 feet wide. The
aisle does not have this clearance with the drive -thru median. Angled parking only
requires 12 -15 feet drive aisles.

SANITATION
1. The angle of the double dumpster enclosure will have to be adjusted so that

the property, and down between the buildings until it meets up with the fire lane will
have to be constructed to fire lane standards.

In October 2004, the College Station City Council passed an ordinance amending the
Unified Development Ordinance to include higher standards of non - residential
architectural (NRA) standards. While the Southwest Crossing site plan application was
first turned into City offices before the ordinance took effect, a complete submittal has
not been garnered and therefore has not vested.
The current site plan proposal is considered incomplete at this time because it does not
have all the information necessary to review the site plan in light of the NRA standards.
To help with the new architectural requirements, I have included a copy of the
ordinance. In addition, the submittal can not be considered complete without a
landscape plan and information for the pad site that will be part of Phase I. If the pad
site will not be built out at this time, it may be left as a grass /landscape area and all
references to a pad site removed.
