Item: Public hearing, discussion, and possible action on a Replat of Lot 1 in the
Willow Run Subdivision, Phase 1 consisting of 4 lots on 29.5 acres located off
Headwater Lane and I &GN Road in the City's Extraterritorial Jurisdiction (ETJ).

Staff Recommendations: Staff recommends approval of the Replat with Staff
Review Comments No. 2.
This item is for the consideration of a Replat of Lot 1 of the Willow Run
Subdivision, Phase One in the City's ETJ. The applicant is subdividing the
existing 29.5 -acre lot into 4 lots. Lots 1 -A, 1 -C and 1 -D will take access from
Headwater Lane by way of a private access easement through Lot 1 -A. Lot 1 -B
will take access from I &GN Road via a shared access easement with the
property adjacent to the Replat. This Replat meets the minimum requirements
for ETJ subdivisions.
Comprehensive Plan Considerations: The Replat is in compliance with the
Thoroughfare Plan, which designates I &GN Road as a major collector.

Staff reviewed the above - mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments
have been addressed and the following information submitted by Monday, September 6,
2004, 10:00 a.m., your project will be placed on the next available Planning and Zoning
Commission meeting scheduled for Thursday, September 16, 2004, 7:00 p.m. in the
City Hall Council Chambers, 1101 Texas Avenue.
Two (2) copies of the revised final plat;
One (1) copy of the digital file of the final plat on diskette or e-mail to
nmanhart@cstx.gotir and
The Mylar original of the revised final plat with the owner and County
Judge's signatures (will be required after the County's approval).
Upon receipt of the required documents for the Planning & Zoning meeting, your project

STAFF REVIEW COMMENTS NO. 1
Project: WILLOW RUN (FP) - 04- 00500192
ENGINEERING
1. Please provide copy of any and all deed restrictions applicable to this lot to comply
with LGC §212.
2. Please establish minimum floor elevations for homesites and accessibility.
3. Replats require a public hearing. Plats requiring a public hearing do not qualify as
Minor Plats. Please remove "Approval of City Planner" and change to Planning
and Zoning Commission.
4. Per Shawndra Greene (BTU) BTU has an electrical line on Lot 1 as shown on the
original plat. Please show and reference the easement for this line by volume and
page number on the replat. Alternatively, please grant and show a 10 foot wide
BTU electrical easement centered on the existing line.

Regarding the location of the original Lot One:
a. The lot has a large deep creek cutting the property in half. The creek has
not been study for FEMA floodplain. This only means that we do not know if
the creek is a 100 -year (1% chance) floodplain. We do know that when it
rains there is concern for flooding and flash flooding in that water basin and
the areas around the creek. We also know that there are problems with
drainage along I &GN Road causing problems with driveway access to Lot
One. With this information a FEMA floodplain study might be necessary for
the safety of the landowners.
b. The land connecting to this lot above is a large mobile home park, Sunset
Ridge, which is connected to the original mobile home park, Rolling Ridge.
All the storm water drainage of both parks will dump into the creek that flows
through Lot One. With this creek already being a problem for the lot, the
inundation of the water now unstoppable because of clearing, asphalt and
housing of the new development will cause more of a problem for any house
or septic system built in the area down stream (i.e. Lot One.) Without a
formal water flow study, we can only guess the creeks new water level.
2. Regarding the re -plat of Lot One (Access and Flood Prone Lot):
a. Lott -A: This is the only lot with viable access off Headwater Lane.
b. Lott -B: This lot will have access from I &GN Road through a 100'x100'
shared easement with Lot Two of Willow Run, Phs 1. The plat does not
show the drainage along I &GN Road or the large pond / low spot that will
need to be noted on the plat. These waterways will interfere with the
building process on this lot.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

c. Lott -C & D: These lots have flag lot style entry that crosses the deep creek
twice. And the informal private access easement off Headwater Lane
crosses the creek again. This will impede 911 /Emergency access and
construction trucking to this lot. Also not noted on the plat is the sharp
slopes or breaks required by the health department. The on -site sewage
facilities minimum set backs require 25 feet from sharp slopes and breaks in
land. Also 50 feet from a creek centerline, which is not mentioned on the
plat but is covered in the 50 foot Side Building Line.
d. I have not heard from the Health Department on this plat.
e. The 30' private access easement for Lots C & D will be the main access to
the lot. This access will have to abide by county regulation for purposes of
emergency access. Therefore, the access easement if private will have to
be Privately Maintained Publicly Dedicated Unpaved Street_ or _Privately
Maintained Private Paved Street_ as per Article VI, Subdivision and
Development Regulations.
3. Other additional notes:
a. Article V, Sec C, Par 8 intersect with established streets.... Continuation
without offset
b. Par 9. no street shall have an abrupt offset, "jog ", or sharp turn...
c. Par 21 drainage courses... easement.. minimum width of 20'. (Also a note for
drainage maintenance by owners)
d. Par 22. In areas subject to flooding where information has not been
developed... caution to prospective purchasers to make personal inquires as
to flooding hazards must appear on Final Plat.....
These are only a few notes concerning Lot One Re -plat. More information about the lot
may come about with further review.
