SUBJECT: HORSE HAVEN PH 3 (FP) - Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and resubmit the following information. Once all comments have been
addressed and the Right-of-Way and easement abandonments have been processed
and approved by the City Council, your project will be scheduled for the next available
Planning and Zoning Commission meeting.
Two (2) copies of the revised final plat and construction documents
Upon receipt of the required documents for the Planning & Zoning meeting and
approval of the R.O.W. and easement abandonments has been granted, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed your project will not be scheduled for a Planning &
Zoning Commission meeting. Your project may be placed on a future agenda once all
the revisions have been made and the appropriate fees paid. If you have any questions

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of rigid conduit for riser poles. Developer installs first 10'
City installs remainder.
3. Developer installs pull boxes, secondary pedestal and transformer pads per city
specs and design.(pull boxes, secondary pedestal and transformer pads
provided by the city).
4. Developer provides easements for electric infrastructure as installed for electric
lines (including street lights).
5. Developer will need to provide a temporary blanket easement on property to
cover existing electric lines. (This is needed so existing easements can be
abandon before the lines are moved or relocated.) Once project is complete and
/or final plat is filed temporary blanket easement will be released. Overhead
electric lines cannot be removed until underground conduit is installed by
developer.
6. College Station Utilities will provide an electric design plan to the developer for
the installation of conduit and for necessary easement to be added to final plat.

Staff reviewed the above-mentioned preliminary plat as requested. The following page
is a list of staff review comments detailing items that need to be addressed. If all
comments have been addressed and the information submitted by Monday, August 23,
10:00 a.m., your project will be placed on the next available Planning and Zoning
Commission meeting scheduled for September 2, 7:00 p.m. in the City Hall Council
Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised preliminary plat; and,
One (1) Mylar original of the revised preliminary plat.

ENGINEERING
1. Please show the boundary of the R-1 zoning district.
2. Please call the eastern portion of the property (behind Lots 19-28) "Proposed
Greenway" and call out the acreage. Please also label the greenway to the south
(behind lots 46-51) this same way.
3. Please show property to the north of Phase 2 as "Proposed Phase 3."
4. Lots 9&10 may need to be included in Phase 3. A manhole on the sewer and a
temporary turn around on the street will be required with the platting of these two
lots. In addition, it appears a fire hydrant is needed to supply coverage, depending
on where the hydrant is relocated to the east.
5. Please be aware that the current easements shown on the property encumbers the
buildable area of several lots and will need to be abandoned by the City before a
Final Plat can be approved. Please fill out Abandonment Application.
6. Please show location where the fire hydrant is to be relocated (currently at the end
of the Horse Haven Lane cul-de-sac).
7. Please show the location of the existing private access easement to the Kolbe tract.
Please label as "to be abandoned" if this is the case.
8. Please show the oil well site boundary and label as "Reserve Tract."
9. The existing 20' PUE that begins on lot 7 is also a drainage easement. Please
label.
10. Please label the property to the west of Appomattox Drive as a "Reserve Tract" This
tract can not be final platted in the current configuration.
11. The Parks Board required that access be provided to Switch Station Road in order
to allow residents access to Windwood Park. Please add a note to the Plat that this
will be accomplished by either Phase 3 of this development or by the extension of
Appomattox Drive, which ever comes first.
12. Please show existing water line that crosses Horse Haven Drive per construction
plans.

1. A temporary turnaround is required at the end of Horse Shoe Drive. Please show
on the Preliminary Plat.
2. The 6" proposed sewer line along Horse Shoe Drive must end in a manhole, per
TCEQ requirements. Please show on the Preliminary Plat.
3. Please be aware that the abandonment process must be underway before Final
Plat.
4. A water report is required to show that water is designed per City regulations. Line
sizes shown on plat are preliminary.
5. A sewer report is required with the Final Plat submittal. Line sizes and capacities
are determined at that time.
6. It appears that a drainage easement may be necessary for the storm sewer outfall
to Wolf Pen Creek.
