SUBJECT: SPRING CREEK GARDENS (PP) - Preliminary Plat
Staff reviewed the above-mentioned preliminary plat as requested but had to
discontinue the review due to an incomplete submittal. The following page is a
preliminary list of staff review comments detailing items that need to be addressed.
Please address the comments and submit the following information to be scheduled for
a future Planning & Zoning Commission meeting:
One (1) copy of the revised preliminary plat.
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed, your project will be pulled from the scheduled
Planning & Zoning Commission agenda. Your project may be placed on a future
agenda once all the revisions have been made and the appropriate fees paid. If you
have any questions or need additional information, please call Spencer Thompson or

STAFF REVIEW COMMENTS NO. 1
Project: SPRING CREEK GARDENS (PP) - 04-210
ENGINEERING/ PLANNING
1. The adjacent C-1 property is required to be included in this Preliminary Plat as part
of the "parent tract". The title block may name the tracts and acreages separately.
You may wish to include it below what is currently shown.
2. This project is required to show floodplain and BFE's. Please use existing FEMA
information as basis.
3. How will drainage from the residential area be addressed? It appears to be by direct
discharge to the adjacent creek. Does this direct discharge increase floodplain
downstream? This tributary bypasses the downstream detention pond.
4. Who is to own and maintain the greenbelt/ drainage channel?
5. As shown, this Development is dependant on the sewer line to be constructed by
the City. In order to Final Plat Phase 1, construction drawings for the sewer line
must be approved and the project let.
6. In regard to the round median, please demonstrate with final drawings that the
median and roadway are designed for the correct design speed.
7. The subject property is in the City's 97-01 Sewer Impact fee Area. Impact Fees are
due per ordinance.

ELECTRIC
1. Developer is responsible for the installation of conduit per city spec and design.
2. Developer is responsible for the installation of street lighting per city specs and
design.
3. Developer is responsible for providing easement for all electric infrastructure as
installed, including street light services.
4. College Station Utilities will provide developer a master electric plan showing
necessary electric infrastructure to provide service to property.
5. Contact Tony Michalsky at 979-764-3438 for a copy of master plan and to discuss
and electric issues.

PLANNING
1. Please identify the 20-ft. PUE in Spring Creek Townhomes that abuts the subject
property.
2. Spring Creek Townhomes is zoned PDD.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review. 2 of 3
3. The concept plan showed landscaping in Common Areas A&B and along both sides
of Spring Garden Drive. Please identify the HOA as the entity responsible for
maintenance.

SANITATION
The lot widths measure less than 50 feet. The LIDO states: Single-family
developments with a lot width of less than 50', not served by approved, accessible
alleys, shall provide the required pad and screening for one eight-yard dumpster per
sixteen dwelling units. This project will require a minimum of three 12 foot by 12 foot
enclosures.

PLANNING
If streetscaping is provided along Spring Garden Drive, please identify the party(ies)
responsible for their maintenance and, when necessary, replacement. If the trees
are not going to be planted or if no entity is going to be assigned responsibility for
their upkeep, the concept plan needs to be revised and reconsidered by the DRB.

Response to Staff Review Comments No. 1
Spring Creek Gardens
Engineering:
1. The adjacent C-1 property has been included with the plat and shown as a single
reserve tract.
2. The information requested (floodplain & BFE's) are shown. This tract is outside
the limits of the FEMA study. The drainage report to be submitted with the Final
Plat and construction drawings for this project will show the calculated 100-year
floodplain limits.
3. If the drainage study shows an increase in the peak discharge, a detention
structure will be constructed in the existing channel and on the adjacent reserve
tract.
4. The owner of the reserve tract will own and maintain the greenbelt/drainage
channel.
5. Your comment regarding the City-constructed sewer line has been noted.
6. The street pavement along the round median has been revised to meet City
requirements.
7. A note has been added regarding the Sewer Impact Fees.
Planning:
1. This easement has been labeled.
2. The zoning for Spring Creek Townhomes has been corrected.
3. A note has been added stating the HOA as the entity responsible for Common
Area maintenance.
Sanitation:
1. A note has been added to the plat stating that the solid waste service will be by
individual containers.
