The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, September 6, 2004, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for September 16, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised preliminary plat; and, One (1) Mylar original of the revised preliminary plat. One (1) copy of the digital file of the preliminary plat on diskette or e-mail to nmanhart @cstx.gov Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Attachments: Staff review comments cc: Joe Shultz, via fax 764.7759 Case file #04 -215 Home of Texas A &M University STAFF REVIEW COMMENTS NO. 1 Project: SPRING CREEK TOWNHOMES (MPP) - 04 -215 ENGINEERING 1. Please note, this project has been reviewed several times as it pertains to the Subdivision Regulations. Phase 1 is existing. The remainder of the subdivision is required to meet City engineering standards that have been implemented since the inception of the project. This concerns water and wastewater design criteria, fire flow requirements, water and sewer reports, etc. Therefore, utility line sizes are susceptible to change based on meeting City design requirements. 2. Please note, when Phase 4 comes in to Final Plat, all effects of fill in floodplain must show less than 1 -ft rise in BFE. Lots in floodplain must have Minimum Finished Floor established on plat. If you wish to remove this area from floodplain, you must process a LOMR -F or, if applicable, finalize Crowley CLOMR /LOMR. 3. Since the property directly to the north has been obtained, does the culvert under the existing gravel road "go away "? 4. As restated from last Preliminary Plat, Arrington Road is proposed to encroach into the approved pond area. When the roadway is constructed it must be demonstrated that the pond still meets design requirements. 5. OP requests are based on the difference between what a development needs for its own use(s) and what is required to meet ordinance or City's request. Please see OP section in Sub Regs. 6. Please note, Block 4, Lots 20 -32 are more than 12 attached townhouse units" in a row. With Lot 32 being so large, does one lot need to be larger somewhere in between to allow building separation? Reviewed by: Spencer Thompson Date: September 1, 2004 ELECTRIC 1. Developer is responsible for the installation of conduit per city spec and design. 2. Developer is responsible for the installation of street lighting per city specs and design. 3. Developer is responsible for providing easement for all electric infrastructure as installed, including street light services. 4. College Station Utilities will provide developer a master electric plan showing necessary electric infrastructure to provide service to property. 5. Reviewed by: Tony Michalsky Date: 8 -27 -04 NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2 of 3 PLANNING 1. As stated in Note #13, the maximum number of attached townhouse units is 12. On this preliminary plat, the additional lot widths needed for every 12 townhouses should be taken into consideration. 2. The Spring Creek Gardens tract is zoned PDD. Please change plat. Reviewed by: Molly Hitchcock Date: August 30, 2004 SANITATION 1. The lot widths measure less than 50 feet. The UDO states: Single- family developments with a lot width of less than 50', not served by approved, accessible alleys, shall provide the required pad and screening for one eight -yard dumpster per sixteen dwelling units. This project will require a minimum of nine 12 foot by 12 foot enclosures. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 3 of 3 STAFF REVIEW COMMENTS NO. 2 Project: SPRING CREEK TOWNHOMES (MPP) - 04- 00500215 ENGINEERING 1. The City Council has approved a Needs Resolution for Public Utility easements that affect this plat. These easements are required by Council in order to construct the sewer line from Lift Station #1 to the Spring Creek Sewer Line. The actual line size may differ from that shown on the plat. 2. According to the plat, Phase 4 is dependant on the aforementioned sewer line. The sewer line will need to be constructed before the phase can be platted. 3. All lots in the floodplain are required to meet FEMA and City ordinances regarding development and structures in Special Flood Hazard Areas. Until a LOMR is issued, the existing FEMA floodplain is in effect. BFEs on these lots are required to be shown on the Final Plat. Any fill in the fringe must comply with Technical Bulletin 10 -01 and documented as such. 4. Oversize Participation requests require a Development Agreement to be approved by Council. 5. Utilities are not approved "as shown" for this project. All utilities are to be designed in compliance with the Subdivision Regulations and the Unified Design Guidelines. Reviewed by: Spencer Thompson Date: October 19, 2004 Response to Staff Review Comments No. 1 Spring Creek Townhomes Engineering: 1. A note has been added to the plat stating that the water & sewer designs will meet current City standards. 2. The Crowley LOMR is underway. 3. The culvert in question has already been removed. 4. Your concerns will be addressed with the Crowley LOMR & Drainage Study. 5. If applicable, any oversized participation requests will be made with Final Plats. 6. The townhouse design has "end" units which allow for the building separation using the lot width shown. Planning: 1. Please refer to Response #6 above. 2. Zoning for Spring Creek Gardens has been shown as PDD. Sanitation: 1. Phase 1 of the Townhomes have individual trash containers for sanitation collection service, and this is proposed for the entire townhouse development. General Note: Due to the connection of Whispering Creek to the Spring Creek Gardens Tract, Lot 32, Block 4 must be developed with Lots 30 & 31 in Phase 1 in order for there to be the minimum of 3 attached units. We have proposed a Phase I that can be platted prior to Phase 4 and allow this lot to be developed with the Phase 1 lots.
