AGENDA ITEM NO. 1: Call to Order.
Acting Chairperson Evans called the meeting to order at 2: 59 p.m.
AGENDA ITEM NO. 2: Hear Visitors.
Micah Bingaman with Aggieland Cycling located at 1705 Valley View Dr stated she would be
observing the meeting.
Robert Rose spoke regarding bicycle safety concerns within the City. He stated he would be
asking Council to propose a safe passing ordinance. He also spoke regarding low speed traffic
loops, vision zero and a veloway.
AGENDA ITEM NO. 3 Consideration, possible action, and discussion to approve
meeting Absences.
Board Member Jansen motioned to approve the meeting absences of Linda Harvell on January
22, 2019. The motion w::is seconded by Board Member Johnson and was approved (5-0).
AGENDA ITEM NO. 4: Consideration, possible action, and discussion to approved
meeting minutes.
Board Member Hall motioned to approve the meeting minutes from November 12, 2018. The
motion was seconded by Board Member Johnson and was approved (5-0).
Agenda item number five was heard prior to agenda item number two.
AGENDA ITEM NO. 5: Presentation and discussion regarding an update on the
following items:
• TAMU Bicycle Share Program
Ron Steedly from Texas A&M University gave an update regarding the Bicycle Share Program.
Joe Brummer, the general manager of the local Veoride program, introduced himself to the
board.
There was general discussion amongst the board regarding the Bicycle Share Program.
AGENDA ITEM NO. 6: Presentation, possible action, and discussion regarding sidewalk
projects and priorities
Senior Program Manager Venessa Garza gave a presentation regarding sidewalk projects and
priorities . Ms. Garza gave the Board a list of sidewalk projects with their priority scores that
resulted from the Bicycle, Pedestrian, and Greenways Master Plan Update.
There was continued discussion from the previous meeting amongst the Board regarding the
sidewalk projects and their priority to choose a top list of projects for funding consideration .
The board chose the following as their top list of projects (not in priority order):
Holleman Drive -Tower Park Apartments to Anderson Street
Park Place -Anderson Street to COCS water tower
Welsh Avenue -Southwest Parkway to FM 2818
University Oaks Boulevard -George Bush Drive East to existing sidewalk on northwest side
Trigger Street -Dexter Drive South to Gunsmith Street
George Bush Drive East -Dominik Drive to University Oaks Boulevard
Walton Drive -Foster Avenue to Puryear Drive
Dexter Drive South -Gabbard Park to Llano Place
Welsh Avenue -Holleman Drive to Swiss Court on west side
University Oaks Boulevard -Stallings Drive to Olympia Way
Timber Street -Park Place to Oakwood Intermediate School
Foster Avenue -Lincoln Avenue to Francis Drive
Nueces Drive -FM 2818 to existing sidewalk on west side

Board Member Jansen would like to have Robert Rose give a presentation regarding cycling safety
within the City.

Sidewalk project priorities
Item: Presentation, possible action, and discussion regarding a recommendation on sidewalk project priorities .
Background: This item is before the Board to review and update stand -alone sidewalk project priorities and was
introduced at the October Board meeting. The Bicycle , Pedestrian and Greenways Master Plan includes nighty
nine (99) sidewalk miles that are> proposed in the City limits and the extra -territorial jurisdiction (ETJ). Fifteen (15)
miles are identified as stand-alone projects in areas that are already established . Eighty -four (84) miles will be
constructed with a road project when a road is extended or widened. Proposed stand-alone sidewalk projects will
t ypically only be added to one side of the road where it is most feas i ble unless it is a major roadway (thoroughfare).
As discussed in October, stand-alone sidewalk projects are prioritized initially based on a GIS spatial model and
methodology. Priorities are further refined based on previous input from the Board as well as location . Sidewalks
proposed along road corridors that already have a sidewalk on the other side are given a lower priority unless
there isn 't a complete connection on one side of the road between pedestrian crossings or there is a worn path
that identifies pedestrian activity in that location.
The proposed sidewalk projects are then reviewed by the Board to determine the top projects (10-15) for staff to
use in selecting projects to fund as different funding opportunities arise . Funding sources may include local
funding (certificates of obligation , sidewalk zones, etc.) and/or federal funding .
Attached is the list of stand -alone sidewalk projects with a proposed priority order and a Map Book . The list of
projects also includes Map Book page numbers for reference , the priority score from the GIS model , previous
Board priorities identified, the street name , general location, the length of the proposed segment in miles , and
additional information and comments from previous Board input.

Shared -use path project priorities

Background: This item is before the Board to review and update stand -alone shared -use path project
priorities and was introduc~d at the October Board meeting . The Bicycle, Pedestrian and Greenways
Master Plan includes seventy-three (73) miles of shared-use paths that are proposed in the City limits and
the extra -territorial jurisdiction (ETJ). Sixty {60) miles are identified as stand -alone projects . Thirteen (13)
miles will be constructed with road projects .
As discussed in October, stand-alone shared -use path projects are prioritized initially based on a GIS
spatial model and methodology. Priorities are further refined and moved higher or lower on the l ist based
on several factors. Projects are moved higher on the list: 1) if portions of a share-use path have already
been constructed and there are remaining phases to complete; 2) if planning efforts have begun such as
the completion of a preliminary engineering report; or 3) if funding has been identified based on criteria
set by the funding source available. Projects are moved lower on the list : 1) if facilities exist that can serve
the needs of both bicyclists and pedestrians in the interim; 2) if the property is undeveloped and
easements for the shared-use path are needed; or 3) if the project is in the ETJ .

develop a list of priorities based on factors referenced below. For each facility type, each factor was given a level of

Board Member Denton motioned to approve the meeting absences from November 6 , 2017.
The motion was seconded by Board Member Johnson and was approved (4 -0).

meeting minutes.

AGENDA ITEM NO. 5: Public hearing, presentation, possible action, and discussion
regarding an ordinance amending Appendix A, "Unified Development Ordinance,"
Article 7, "General Development Standards", Section 7.2.J, "Bicycle Facilities", and
Section 7 .3.J, "Alternative Parking Plans", related to Bicycle Parking Requirements.

Sen ior Planner Alaina Helton presented this item to the board.

Ms. Helton presented the changes that were made to the ordinance. The ordinance changes
were first brought to the Board on September 5 th , 2017. She explained the current UDO
requirements and what the Board recommendations were for changes. She also explained the
direction she rece ived from the Plann i ng and Zoning Commission and the City Council.
The Board held a general discussion regarding the proposed changes to the ordinance .
Board Member Johnson asked if there were any of the Boards recommendations that were not
in the changes .
Ms. Helton explained that there were two recommendations not in the ord i nance changes.
These recommendations were bicycle parking for churches and additional bicycle parking for
mixed use development.
Board Member Evans asked for clarification regarding the credit for developers.
Ms. Helton explained what the reductions in parking requirements would do.
Cha i rman Harvell asked what brought up changes to this ordinance to the Planning and Zoning
Commission.
Ms. Helton explained that the changes were brought up during a City Council workshop
meeti ng .
Board Member Johnson asked for clarification on mixed use districts.
Ms . Helton stated that a mixed use district is a zoning district that a developer can select when
rezon i ng a property to a planned development district. It is a combination of residential and
commercial use or commercial and multi-family use.
Board Member Evans asked what is different about the bicycle corrals from what the developers
are doing now.
Ms. Helton stated that the bicycle corrals allow bicycle parking to be located in parking areas as
long as there is adequate buffering . It gives the developers more flexibility on where to locate
the bicycle parking.
Board Member Coopersmith motioned to approve the proposed changes to the ordinance. The
motion was seconded by Board Member Johnson and was approved (5-0).
AGENDA ITEM NO. 6: Presentation, possible action, and discussion regarding the
Bicycle, Pedestrian, and Greenways Master Plan Update.
Sen i or Program Manager Garza presented this item to the board . Ms. Garza presented the
board with new map books and explained the changes that were made. Ms. Garza stated that
public comments regard i ng the Bicycle, Pedestrian & Greenways Master Plan on the city website
will close on February 18, 2018.

Background: This item is before the Board to review and update new sidewalk proj ect priorit ies for FY18 .
Sidewalk projects are currently prioritized based on the methodology used during the creation of the
Bicycle , Pedestrian , and Greenways Master Plan (BPGMP) using a model Geographic Information Systems
(GIS) and the factors used were updated by the Board in July 2013 as referenced in the table below .

Since the adoption of the BPGMP, additional components have been introduced to how new sidewalk
projects are prioritized . They include Americans with Disabilities Act (ADA) project requests and projects
identified in Council adopted Neighborhood Plans.
Sidewalk proje cts and priorities are reviewed every year for submission in the annual Capital Improvement
Program process as unfunded projects for consideration . Staff is requesting a review to update the

Bicycle, Pedestrian , and Greenways Master Plan Project Priorities Methodology
Item: Presentation, possible action, and discussion regarding a recommendation on the Bicycle ,
Pedestrian, and Greenways Master Plan Project Priorities Methodology.
Background: This item is before the Board to review and potentially modify the methodology used for
prioritiz i ng sidewalks, bike lanes, bike routes, and multi-use paths projects in relation to the update to the
Bicycle , Pedestrian, and Greenways Master Plan . Geographic Information Systems (GIS) is used to
construct a model per facility type to objectively develop a list of priorit ies based on various criteria . Each
model includes a matrix of scores that designate suitability and then a weight based on the level of
importance .
Staff will review the methodology with the Board to finalize for the prioritization process . This item was
before the Board in October of 2016 and was revised . At that meeting, the Board also discussed breaking
up population density furthe r into existing and proposed and staff will be seeking direction on how to
weight them separately . Additional discussion included breaking up crash data further into major and
minor crashes and staff will be seeking agreement on this as well as how to weight these criteria . Below

Venessa, as I recall, at our last meeting, we discussed the fact that you have already prioritized the sidewalk
projects and many of the hike & bike projects using a set list of criteria and GIS. There's no need for you to
revise your prioritization process to match the matrix in the template referenced below. Simply remove the
existing matrix and insert your matrix and give a brief explanati_on of >tOUr prioritization process , the criteria
usecland how GIS was used to develop tlie scores. Also, keep in mind that we only have $300,000 remaining in
our budget for sidewalks, so although you may have prioritized list of 100 sidewalk projects, we will probably
only be able to afford to design & construct 3-5, so there's no need to create a workbook for more than 3-5
different projects.
Please let me know the PM's in PW can help you with the cost estimates. Jeff Haeber has been developing a
database of bid tabulations over the past year or so. Please let me or Donald know if you have any questions

Sidewalks and bike lanes discussion
David, Mark, and Chuck,
Again, thank you for taking the time to meet earlier in the week to talk about the process of identifying, prioritizing, and delivering
sidewalk and bike lane/routes in the City. I just wanted to follow-up with my notes from the meeting to make sure I didn't miss
anything or mis-state anything .
Sidewalks
Project ideas are originated from the Bike, Ped Greenways Plan, Neighborhood Plans, ADA Transition Plan, Safe Routes to School
projects, mainte nan ce and operations staff, citizen requests, etc.
Onc e project ideas are originated they will be forwarded to Venessa who will prepare CIP project sheets for each -note this will
includ e new CIP projects and also projects to be funded through the "mother fund".
Venessa will (in the development of the project sheets) take the first stab at prioritizing projects and then the CIP review
process/committee will finalize the prioritization on an annual basis. Criteria for ranking these projects will need to be tweaked a
bit to recognize the uniqueness of these types of projects (such as requests affecting a citizen with a disability getting a higher
priority).
Projects will be delivered through two methods :
CIP will generally deliver projects that involve "engineering" such as SR2S projects, major new sidewalks, etc.
PW will general ly deliver projects (through its standing flatwork contract) that are more "fill in the gaps" or repair/replace projects
not involving "engineering"
PW will be leading the effort on compiling our current ADA efforts into the deve lopment of a transition plan. Once complete this
will include a series of projects to be considered (along with the neighborhood plans, Bike, Ped, Greenways plan, etc).
Venessa will provide a sidewalk inventory map at some point in the near future (much of this was completed as part of BPG plan)-
this inventory will identify the lo cation of existing sidewalks and at some po int the condition of those sidewalks (this will also be
tweaked as we do neighborhood plans).
In general, funds have been committed for FYll (Lincoln Street sidewa lk and "mother fund"). However, a prioritized project list
will still need to be developed by Venessa (using a version of the above process) for the expenditure of the "mother fund" in FYll.
Bike Lanes/Routes
Bike lanes and routes are striped and signed with CIP projects in accordance with th e Bike, Ped, Greenways Plan.
Bike lanes and rou tes are striped and signed with street rehab/repair where existing and in accordance with the Bike, Ped,
Greenways Plan.
We need to verify that developers are delivering streets (striping and signage) in accordance with the Bike, Ped, Greenways Plan
and if not required by Ordinance to do so then amend the Ordinance/practices.
Generally, there is no funding identified to provide new bike lanes/routes outside of the above identified methods. This means that
in general for new bike lanes/routes to be striped/signed new or reallocated funding will need to be id entified . Bob will be working
with Mark and Ven essa to address this with the FYl 1 budget.
Venessa will provide a bike lane/route inventory (much of this was completed with the BPG plan). Conditions of the lanes and
routes will be included at some point and will be tweaked through the development of the neighborhood plans.

Thank you for taking the time to contact City of College Station officials to express your interest in how
we can improve the condition of our streets, in particular, Luther Street West . Our City Manager has
requested that we i n the Street and Drainage Maintenance Division answer your concerns on behalf of
the Mayor Berry .
We are fortunate that new roads are being developed, existing thoroughfares are being w idened and
improved, and street and drainage infrastructure is being constantly maintained to insure a safe and
long lasting transportation system. Some of the roads are managed and maintained by the State of
Texas through the Texas Department of Transportation . Texas Avenue, Harvey Road , George Bush Drive .
and University are just a few of the TxDOT maintained streets. The University maintains streets within
the TAMU campus . And the City of College Station is responsible for maintaining and improving local
streets and drainage facilities . There are major capital projects that require extensive design ,
engineering, ROW acquisition and contract management. There are also the daily maintenance efforts
of repa i ring asphalt base failures, preventing water incursion , clearing drainage systems, mowing ROW,
maintaining sidewalks and repairing potholes . The Street and Drainage Division provides 24 hour
response to assist the Police and Fire Departments in traffic management resulting from traffic
accidents, events and other emergencies.
The timing of roadwork is challenging because of many factors. One major hurdle is that there is always
so much to be done and it needs to be done as efficiently as possible. There are constraints from
weather, availabil ity of materials, coordinating with local contractors, and , traffic congestion . We try to
schedule major projects during the summer and other seasons when the student population is at a
lower level.
Luther Street West is definitely one of our priorities for the coming year. Development and increased
traffic loads have contributed to the base failures experienced on the road . It has been identified as
priority #1 for our overlay program for the coming budget year . It has also been identified for
improvements related to pedestrian and bike rider safety. I will forward your concerns to Venessa
Garza, Greenway Program Manager, who is developing a prioritized list of walkway and bikeway needs .

can improve safety, maintain our street and drainage infrastructure and be good stewards of City of

Chuck and Celia,
Marshall talked to Ms. Noe on October 20 about sidewalk concrns. Ms. Noe understands that the addition of a
sidewalk will be placed on a master list of future capital projects. But she also wanted it noted that since there
is not a sidewalk there are traffic/pedestrian issues because of parking on both sides of the street on Caudill. I
am copying Troy for study of parking issues.

Ms. Noe contacted the CMO this afternoon in regards to her concerns with there not being a sidewalk on Caudill
Street, she indicated many years ago a sidewalk was put in from South Knoll the corner of Caudill/Gunsmith.
With parking on both sides and no sidewalk several chi ldren ride their bikes in the middle of the street on their
way to school.
She would like this looked into for the safety of the children.

neighbors, submit a proposal --whatever would be most useful.
Just to give you a bit more information that might be relevant, a key reason I'm the one contacting you (out of
all the residents) is because my husband is a paraplegic and uses a manual wheelchair. He's very active, and
enjoys walking our dog around the high school. But as you can imagine, getting to the high school is
challenging on the road, both because it is a rougher and more difficult surface for a wheelchair to roll on , and
more importantly because he's concerned about the t raffic. Being in a wheelchair, he's low to the ground and
not always easily visible.
In addition, we as well as several other families on the block have infants or toddlers, and several of us push
strollers down the street. However, aga in, it feels very insecure to push a stroller on this road or let our kids
ride their tricycles. So having a sidewalk would greatly improve the safety and security of a number of
residents--both young and old, able -bodied and disabled. It would even allow my husband to bring my
daughter on the dog walks with him. Right now, exclu sively because of the absence of a sidewalk, he does not
feel secure doing so in the wheelchair.

During the creation of the Bicycle, Pedestrian, and Greenways Master Plan that was adopted in
January 2010, Guadalupe Dr. was identified as needing a sidewalk.
There were actually over 100 miles of sidewalk that were identified and the plan prioritized them
into short (1-10 years), near (11-20 years), and long term (beyond 20 years). Guadalupe Drive
falls in the near term category. Staff, however, will take your request into consideration as we
reevaluate priorities. Also, funding available to get us closer to this project comes from the 2008
Bond Referendum, which allocated $300,000 for sidewalks for the next 6-7 years. Staff is
working to find other funding sources including grants, etc. to meet the needs identified.

Dear Ms. Garza,
I am not sure if you are the right person to speak with, but I am writing to inquire the proper
procedure to request a sidewalk installment on a residential street. I live on Guadalupe Dr. in
College Station. It is the only major through-street in the immediate area that allows access to
A&M Consolidated High School and adjacent Hwy 2818. As a result, we get fairly heavy traffic,
particularly in the mornings and afternoons.

During these periods, several young people are regularly walking to/from school. The high
school students walk here, but also younger students who walk to South Knoll elementary. The
cross-country team also trains along this street every morning, running on the street along wjth
the cars. And several local residents who go for a walk/run in the morning or evening come
down this street since it is a through-street.
There is no sidewalk on Guadalupe Dr. but several of the residents feel there should be, before a
tragic accident occurs. Because, although there is a speed limit posted and a speed-dip in the
middle of the road, young students nevertheless regularly travel faster than they should down
this road. While we can't provide police monitoring 24-hours a day, we can at least provide a
safe surface for the citizens to walk.
Several of us feel it is just a matter of time before a tragic accident occurs. We will wish we had
spoken up and requested the sidewalk sooner, especially if it hurts one of our loved ones.
Therefore, I thought I would do so now.
