Item: Discussion and possible action approving the purchase of real property
needed for the City Centre Project located on the Earl Rudder Freeway (SH 6) and
Krenek Tap Road and authorizing the Mayor to execute the Real Estate Contract
and related documents to effect the conveyance.
Item Summary: Staff is recommending that the contract be approved.
The property is two tracts totaling 95.42 acres (more or less) and is located on the
west side of the Earl Rudder Freeway (State Highway 6 Bypass) and the southeast
side of Krenek Tap Road in central College Station. The property shares
boundaries with Central Park, OTIS and the Public Works facility. It will be bisected
by the extension of Dartmouth Drive (proposed roadway from Krenek Tap to
Harvey Mitchell Parkway (FM 2818)).
City Centre Project to include: public buildings, open spaces, public art and trails,
connecting with adjacent City owned property.

Item Background: The City Center Ad Hoc Committee, along with City staff,
recommend that the proposed City Centre Project and a new City Hall be located
on the property that lies between Texas Avenue and the Earl Rudder Freeway; and
Krenek Tap Road and Harvey Mitchell Parkway.
The City currently owns much of the land in this area including Central Park, the
properties on which the OTIS, Police, Public Works, and the new Court facilities are
located, the tract at the corner of Texas Avenue and Krenek Tap, the Cemetery,
Bee Creek Park, and the Arboretum.
Budgetary and Financial Summary: The purchase price for the property is
$2,844,000.00. Additional expenses related to the transaction are estimated to be
an amount that does not exceed $7,000.00. Following is the source of funding for
this purchase:
• $1,521,000.00 of General Obligation Bond Funds from the 1998 Bond
Authorization .
• $1,200,000.00 from Greenways Funds, also from the 1998 Bond
Authorization.
• $130,000.00 of investment income from General Government Capital Project
Funds
Staff Recommendation: Staff recommends that Council approve the purchase
and authorize the Mayor to sign the Real Estate Contract and related documents.
Relationship to Strategic Plan: This item carries out Vision Statement #1 -
Core Services in the Council's Strategic Plan -We will provide high quality
customer focused basic city services at a reasonable cost.

Miscellaneous Information
Dartmouth Drive Extension: The City will be constructing Dartmouth Drive -from Krenek
Tap to Harvey Mitchell Parkway (FM 2818). It will bisect the property. If the City decides not
to purchase the 95 acres, we will need to purchase the street right-of-way from the Kapchinskis
for $85,268.70.
The City wi ll be unable to assess the Kapchinskis for the roadway, as this right has been waived
when they dedicated the original right-of-way.
If the City decides to purchase the property after the street is installed, there will be a very high
premium due to the enhancement of the street.
