State range: Atascosa, Bastrop, Bee, Bexar, Brazos, Brooks, Burleson., Caldwell, Dewitt, Frio, Guadalupe, Karnes, San Patricio and Wilson counties, where it occurs in open areas on sandy substrates (Smith., 197 4 ; Smith, 1976). Global range: Long considered endemic to Texas, but recently reported from Eddy County, ew Mexico (Sivinski & Lightfoot, 1992). State range : Widespread., occurring in several natural regions in the eastern half of the state, with records from Aransas, Bell , Bexar, Brazos, Burleson., Caldwell Calhoun., Comal, Denton., Dewitt, Fayette, Goliad., Gonzales, Grimes, Hamilton., Jackson., Kinney , Kleberg, Lee , Llano, Madison., Menard., Milam, Navarro , Refugio, Robertson, San Jacinto , San Patricio, Sutton., Travis, Val Verde and Washington counties . Known historica11y from all major drainage systems in Texas; much of its bottomland habitat has presumably been lost to impoundments, agriculture and urban development, but a thorough assessment of its current status is difficult due to the ephemeral nature of the plant (Wilson, 1992). OBJECTIVES: To provide Federal financial assistance to any State , through its appropriate State agency , which has entered into a cooperative agreement to assist in the development of programs for the conservation of endangered and threatened species . TYPES OF ASSISTANCE: Project Grants . USES AND USE RESTRICTIONS: The assistance provided to the State fish and wildlife agency can include animal , plant , and habitat surveys ; research ; planning ; monitoring ; habitat protection , restoration , management, and acquisition ; and public education . Assistance is restricted to those State agencies with which the Fish and Wildlife Service has a current cooperative agreement for the species involved . States may receive up to 75 percent of the program costs except when two or more States have a common interest in one or more endangered species and enter into a joint agreement whereupon the Federal share is 90 percent. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: Participation limited to State agencies that have a cooperative agreement with the Secretary of the Interior. Puerto Rico , Guam , American Samoa , the Northern Marianas and the Virgin Islands are also eligible to enter into cooperative agreements . Beneficiary Eligibility: All States and territories that have entered into a cooperative agreement with the Secretary of the Interior. Length and Time Phasing of Assistance: Any amount obligated to any State for any fiscal year remaining unused at end of the year is ava ilable to that State until t he close of the succeed ing fiscal year. Any amount obligated to any State that remains unused at the end of the succeeding fi scal year is availab le to the Service as reverted funds to conduct other section 6 programs . EXAMPLES OF FUNDED PROJECTS: A few of the many traditional section 6 conservation grants projects funded in FY 2000 include : The Service=s Hawaii and Pacific Islands office , the State of Hawaii , and the Center for Plant Conservation are collaborating to expand the Genetic Safety Net program aimed at preventing the total genetic loss of over 100 of the State=s most critically endangered plant species through emergency monitoring and genetic sampling and through completion of a network of multi-island , ex situ plant propagation and storage facilities. The Service=s Albuquerque office provided funding to the New Mexico Department of Game and Fish to monitor the population status and study the habitat requirements of the Jemez Mountains salamander. This work further implements the Jemez Mountains Salamander Conservation Agreement established to reduce the threats to the salamander and make listing unnecessary . The Service=s Arcata office provided funding to the Californ ia Department of Fish and Game for the restorat ion of dune habitat of Menzies= wallflower , Howell=s spineflower, and western snowy plover in the Ten Mile Dunes at MacKerricher State park in Mendocino County . The Service=s Boqueron Field Office has been collaborating with the Puerto Rico Department of Environmental Resources since 1984 to recover the yellow-shouldered blackbird . These efforts have resulted in an increase of nine times the number of nests in the Southwestern Puerto Rico population of the species.
