Medical District FYI -it IS in the Medical District (meaning in the master plan that changed the land use). It is NOT in the
MMD (so no additional assessments, etc . but cannot be represented on the board , either). It IS in the TIRZ for th is area
-they won 't notice a difference on their tax bill, but the increment will go towards improvements in this area. Venessa,
I believe that the cost of the trail was included in the estimate for the TIRZ. I think that we need to request the easement
-maybe they'd be interested donating the property?? It divides two land uses ....

I wanted to let you know that the purchase and installation of traffic signs as suggested is not an eligible use of
these specific grant funds . I have forwarded your husband's comments and now your comments to both our
Assistant City Engineer and the police department.
The engineering and design process will identify issues and specify the measures to be taken in order to address
the landscaping/tress that will be affected by this project. Once the plan has been completed, City staff will be
in touch with affected property owners to discuss what will take place. As you are one of the property owners,
we will be in contact with you prior to the start of construction. We will hopefully address your concerns
regarding the landscaping at that time.

Thank you for taking the time to reply to my husband's e-comments yesterday concerning the proposed
sidewalk on Pedernales Drive. While we appreciate the City's desire to use federal funds before they expire, we
feel that constructing an unneeded sidewalk down Pedernales would not be the best use for these funds. In
your response you refer to "the amount of pedestrian traffic observed," but I do not understand how such an
observation could have been made, as pedestrian traffic on Pedernales is, in reality, extremely light. I should
know, having been a stay-at-home mother living at the corner of Val Verde and Pedernales for most of the last
22 years. I see most of what happens around here.
That said, we would not necessarily be opposed to construction of sidewalks in the area. But building a
sidewalk on the east side of Pedernales would require excavation around and destruction of valuable mature
shade trees and crepe myrtles. Please refer to Google Maps Street view of 901 Val Verde for a quick look at the

trees (a 25+ year old Live Oak and an even older Elm at the intersection). The photo was taken in winter, so
the crepe myrtles (also older than 25 years) are harder to spot. Please advise us as to what steps the City
would be taking to preserve these trees and shrubs, should a sidewalk go in over their root systems or simply in
place of them.
Truly, the best use of these funds would be for what our neighborhood needs most: signs requiring the
reduction in speed that my husband mentioned. The "Slow: Children" signs would be helpful to remind drivers
why they need to be driving more slowly through this residential neighborhood. We have many families with
children and pets that enjoy playing in their front yards, often spilling (or running) out into the street. We get a
lot of cut-through traffic through here , especially when the high school lets out in the afternoons, with many
drivers choosing to speed down our neighborhood streets out of frustration with the Deacon/Welsh bottleneck.
We also see many younger drivers, most of whom don't have the maturity to understand that children and pets
will run out into the street, and that it is just a matter of time before someone gets hurt. Just recently, my
husband motioned for a fast driver to slow down so that he wouldn't hit my neighbor's child, who was riding her
bike in a serpentine fashion near the intersection of Val Verde and Pedernales. The driver insisted (rightly) that
he was not exceeding the speed limit, but (wrongly) that his speed was appropriate for this neighborhood. In
addition over the years, I have had to pick up from the middle of the road the bodies of 9 cottontails, several
squirrels, and a young calico cat, all victims of speeding (over 20 mph) drivers .
I apologize for the lengthy e-mail, but I really have tried to be as concise as possible. Please feel free to call, e-

We recently amended the use of Community Development Block Grant-Recovery funds from
acquisition to public facility to use for the construction of neighborhood sidewalks. These funds

Lassie, and Manuel, as it appears to have met the requirements indicated. The survey being
completed at this time by the engineering firm will determine if we are able to move forward as
planned.
Due to the number of utilities, driveways, and signage located in the right-of-way on the west side
of Pedernales, it was determined that sidewalk construction would not be able to proceed in the
time required to ex pend these grant funds. Your points have been noted and will be considered as
future sidewalk construction in the area is considered.

Comments/Suggestions for the City Manager *
This morning a surveyor told me that sidewalks are being added to Pedernales,
specifically to the east side of Pedernales. Although I'm not convinced that there
should be any sidewalks added at this time, if you must build them, please consider
switching the location to the west side of Pedernales.
It would make more sense to add them to the west side of Pedernales because all
the city blocks east of Pedernales have no ex isting sidewalks to tie to, and all the city
blocks west of Pedernales DO have sidewalks, many if not all on both on the north
and south faces.
We've seen extensive damage to a home on Val Verde from a runaway Pedernales
car, damage to a city sign Uust yesterday!) from a hit-and-run pickup truck, rumble
strips to slow down traffic near the intersection of Pedernales and Val Verde ,
speeders (yes 35 MPH is too fast for this street), and frequent stop sign runners , all
indicative of reasons to keep foot and bike traffic off Pedernales.
When driving through the neighborhood , I've seen more young kids on the west side
blocks . It may be an informal, unscientific survey, but I've lived at my home since
1990, so that's 22 years of direct local knowledge to base my opinions.
Consider that pedestrians (specifically school children) that start on one of the west
side blocks will first have to cross the street to get to the east side, travel up or down
Pedernales, and then cross the street again . If the sidewalks were on the west side ,
two street crossings, and their potential danger of being run over, will be avoided .
If the sidewalks are located on the west side, then the west side street blocks will be
completely wrapped in sidewalks, allowing walkers , kids on bikes , and joggers to do
complete LOOPS without ever stepping onto a street -a safe way for them to bike,
learn to bike, or walk without being mowed under by speeding traffic on Pedernales .
The cost is the same, but it would make more sense to reduce the chance for danger
by locating any sidewalks on the west side of Pedernales. If you do want to do
something for safety with those funds, please consider lowering the speed limits on
Val Verde and Pedernales to 20 MPH, and add "slow children" signs and many more
rumble strips crossing the entire street width. Please feel free to call me or email me

I was able to pull bike related accidents with injuries from our trauma registry for 2018. The numbers are not
high, as I only track patients that are admitted, transferred and all deaths (within our facility). I asked the ED
Director about pull i ng numbers for all bike-related ED visits and it is not something we currently track or have
reports to provide data. I apologize.

All patients above are included in our trauma registry upload to the state. We do not track patients that are

bike safety events for the hospital in hopes to bring awareness to the community (most have been geared
towards children). We have a trauma registry within our hospital and I could provide a simple statistic number
to show how many bike related accidents were admitted to our hospital or were transferred to another
hospital from our facility. Unfortunately I do not have numbers for patients that were treated and discharged
from the Emergency Department. We do not track that data, but do track admissions and transfers. Is this
data something that you are interested in for our facility? It may not be exactly what you are looking for, but
definitely can be statistically supported information.

Ashley. Dr. Curnutte recommended I speak with you about an idea. I work at the Boonville clinic in Family
Medicine and I also sit on the board of advisors for bicycle, pedestrian, and green belts for the city of College
Station. I have been working diligently to improve our bike lane infrastructure and safety for the city. We
have event rates on bicycle accidents from police reports but many accidents go unreported. I can see our
hospital being a resource for data to help determine the number of bike accidents that occur in our
city. Obviously I think PHI will need to be protected, but I wanted to know your thoughts as to if this can be an
option . It could help back the support to use tax dollars for protected, separated bike lanes to help reduce
car-bike trauma.
This is just an initial inquiry. Let me know your thoughts.

Subject: Inquiry in partering with the city
Ashley . Dr. Curnutte recommended I speak with you about an idea. I work at the Boonville clinic in Family Medicine and
I also sit on the board of advisors for bicycle, pedestrian, and green belts for the city of College Station. I have been
working diligently to improve our bike lane infrastructure and safety for the city. We have event rates on bicycle
accidents from police reports but many accidents go unreported. I can see our hospital being a resource for data to help
determine the number of bike accidents that occur in our city. Obviously I think PHI will need to be protected, but I
wanted to know your thoughts as to if this can be an option. It could help back the support to use tax dollars for
protected, separated bike lanes to help reduce car-bike trauma.
This is just an initial inquiry. Let me know your thoughts.

Greenway interfaces with it. Currently when you exit the path there is no cut-out, or ramp , i n the curb
to acces s the bike lane on Lakeway Dr. You are forced to ride the sidewalk for a long t i me before you get
to one. Would it be possible to add another one right where the path intersects Lakeway Dr?

The City of College Station is designing and constructing a sidewalk connection between Lincoln Avenue and
Thomas Park as identified as a need with the Bicycle , Pedestrian , and Greenways Master Plan and the Eastgate
Neighborhood Plan. This sidewalk will be constructed on Nunn Street , a portion of Walton Drive, and along Puryear
Drive , where it will connect to the sidewalk at Thomas Park .
Mitchell and Morgan (M&M) performed a preliminary route analysis and P&DS has reviewed multiple route options
and are recommending either Option #1 or Option #1 a attached and described below. The goal was to take into
cons ideration the estimated cost , potential tree disturbance , tree removal, and utility adjustments needed to
accommodate the sidewalk route . As part of this analysis , the Plant People , LLC performed a tree survey with the
results attached and tree labels referenced on the 2 exhibits .
Tree Inventory attachment: Trees have been located and
catalogued on each route. The information gathered included
species , condition rating , tree trunk diameter, structural root zone
and critical root zone radii for each tree. To the right is a graphic
depicting the tree information gathered along the route .

The sidewalk width will be determined through this process. M&M was given direction to assume a six foot (6ft)
sidewalk back of curb with a three foot (3ft) grass strip between the sidewalk and the back of curb as required ,
however, due to the goal to minim ize impacts to the exist ing neighborhood the sidewalk will more than likely be a 6 to
8 foot sidewalk back of curb and possibly narrower in sections where trees need to be protected .
Please note that these exhibits do not graphically reflect the accessible ramps , striping , or mid -block crossings that
are referenced in the cost estimates provided. P&DS will be providing direction to M&M that striping and any mid-
block crossing treatments proposed will not be a part of this project. The City currently doesn't strip or add a mid-
block crossing for every pedestrian crossing .
For both options : Due to the upcoming reconstruction of Lincoln Avenue , the sidewalk on Nunn will end with a ramp
that crosses Nunn Street which will then be removed and connected with the Lincoln Avenue Reconstruction project.
This will need to be discussed further . The right-of-way location will need to be evaluated further but will occur
separate from this project.
Option 1:
Nunn Street: The north side is preferred.
Challenges on the south side include :
1. Steep slopes that would require a retaining wall and significant driveway removal to achieve an ADA route
and transition the driveway back to natural ground ;
2. Thirteen (13) trees that would need to be removed -most are Hackberry trees but there are 4 Cedars and 1
Acacia ; and
3. The right-of-way line is unclear and would need to be investigated further .
Challenges on the north side include :
1. Possible retaining wall to connect to Lincoln Avenue
2. One Hackberry tree

Walton Drive: The west side is preferred.
Challenges on the west side include :
1. A retaining wall would be required due to steep slopes
2. Four (4) trees would need to be removed -one (1) Cedar Elm and three (3) Crepe Myrtles .
3. Traffic sight distance concerns with pedestrians crossing mid -block .
Both options will require crossing mid -block at least once .
Puryear Drive: The north side is preferred.
Challenges on the south side include :
1. Utility pole and guy wire conflicts ; and
2. A midblock crossing near Thomas Park.
3. Three (3) Live Oaks would have their structural root zone affected .
Challenges on the north side:
1. A retaining wall would be needed at the corner of Walton Drive and Puryear Drive
2. Utility conflicts - a possible fire hydrant relocation and water valve adjustments
3. Four (4) Live Oaks and one (1) Elm would have their critical root zone affected.
Although more trees are affected by the north route , the south route requires a midblock crossing to connect to
Thomas Park . In addition, the existing Thomas Park sidewalk is located on the north side of Puryear Drive.
Option 1A:
The route is the same as Option 1 but Option 1A places the sidewalk in the street for the section on Puryear Drive .
This would narrow Puryear from the existing 26' fie to fie width to a proposed 23' fie to fie width to prevent removal
and or damage to existing mature trees . Additional discussion will be needed for possible signage like 'Road
Narrows ' and the removal of parking on one side.
Next steps :
1.) Meeting with M&M , Plant People, Public Works Traffic division and other departments as needed based on
comments to discuss impacts to existing trees with Option 1 and determine the need for Option 1A.
2.) Once a preliminary alignment is chosen a public meeting will be scheduled with property owners.

This is the section of ch . 12 art 8 that I was talking to you about re developer constructing trai l in lieu of paying fee . It's possible
you may want to discuss poss ibility of adding costs of parkland improvements to t he overall cost of perf. bond that's related to a
plat for approval as a policy matter :
Construction of Park Improvements in Lieu of Development Fee. .
A developer may elect to construct required neighborhood park improvements and/or community park improvements in lieu of
paying the associated development fees as set forth herein. In such event:
a.A park site plan, developed in cooperation with the Parks and Recreation Department staff, must be subm itted and approved by
the Director of Parks and Recreation Department or his designee and the Parks and Recreat ion Advisory Boa rd upon submi ssion of
final plat or upon application for a bui lding permit, wh ichever is applicable .
b.Detai led plans and spec ifications for park improvements hereunder shall be due and processed in accordance with the procedures
and requirements perta ining to public improvements for final plats and for bui lding permits issuance, whichever is applicab le.
c.All plans and specifications shall meet or exceed the City's Manual of Park Improvement Standards in effect at the time of the
submissio n.
d.If the improvements are constructed on land that has already been dedicated to and/or is owned by the City, then
the Developer must post payment and performance bonds to guarantee the payment to subcontractors and
suppliers and to guarantee the developer completes the work in accordance with the approved plans, specifications,
ordinances, other applicable laws.
e.The construction of all improvements must be completed in accordance with the requirements relating to the construction of
public improvements for final plats and issuance of building permits, whichever is applicable. This includes the guaranteeing
performance in lieu of completing the park improvements prior to final plat approval. Notwithstanding any other
applicable ordinances, park improvements should be completed within two (2) years from the date of the approval.
f.Completion and Acceptance.
Park development will be considered complete and a Certificate of Completion will be issued after the following requirements are
met:
l)Improvements have been constructed in accordance with the approved plans,
2)All park land upon which the improvements have been constructed has been dedicated as required under this Section; and
3)All manufacturers' warranties have been provided for any equipment installed in the park as part of these improvements.
g.Upon issuance of a Certificate of Completion, the developer warrants the improvements for a period of one (1) year as set forth in
the requirements in the City of College Station's Manual of Park Improvements Standards.
h.The developer shall be liable for any costs required to complete park development if:
l)Developer fails to complete the Improvements in accordance with the approved plans; or
2)Developer fails to complete any warranty work.

9 Things Successful People Do Differently

1) Get Specific
• When setting goals, be specific so you have a clear idea of what success looks like.
