Re: Cherry Street Improvement Project/ST-9913 Right of Way Acquisition Acquisition Resolutions CITY MANAGER'S OFFICE CITY OF COLLEGE STATION Dear Sir(s), We have review the respective offer made to acquire the 10" ofland frontage on our Cherry Street property, more specifically described as, Lots 8, 9, & IO, Block 19. The amount offered is less than desired, with this being based on our intentions for development and end use. The subject properties were purchased originally to construct three fourplexes and/or small apartment complex . The valuation offered noted the sites highest and best use as development for single family residence . The comparable sales used produced a market value, with probable value having the sites placed on the open market, and sold as single family sites. The appraisal excluded an income approach to value, with this factor being the basis of our acquisition. We realize the importance of the Cherry Street Improvement Project, and the following is our response/proposal, which we feel is most beneficial to all parties involved. 1) Our ask price for the 10' front portion of these lots is $5 ,000 .00. This amount, in our opinion is less than the actual value, with value being based on useable site space, in lieu of value based on total lot size. All lots have a slope to the rear of the property with the preferred, and most cost effective building site limited to the very front of the property. The sites at present have sufficient space to construct a fourplex on each site. However, the loss of 10' limits the amount ofland required for parking spaces with respect to construction of fourplexes, with development then limited to duplexes. Based on the neighborhood, it would not be feasible and/or is highly unlikely, that these lots would ever be purchased or developed as new single family residence. The College Main/North Gate area is best suited for multifamily development. As a result of fourplex vs . duplex , loss in income potential, per lot, is the basis in our valuation, and is for the lease space income lost. The fourplexes were to be similar to other fourplexes we currently own, and these being two bedroom, two bath units. The proposed duplexes, will be three bedroom , with 2 baths, and by comparison, a loss of two bedrooms per lot. With respect to income, our fourplexes, in the College Main area, support average monthly income of $2,500 per month, whereas duplexes, based on proposed design will only yield an estimated $2 ,000 to $2, 100 per month. 2) The proposed adjustment or counter offer is contingent upon an ability to obtain approval for development of the proposed duplexes . Attached is draft of our proposed site plan. It is our understanding, that at present, there are no frontage set back requirements for this area. Our concerns are that the street expansion/widening the City may invoke a 25' set back requirement, and if is this occurred, the sites would have very limited development potential and we would ask that the City purchase the entire tract. Our proposal again is for development of these lots for duplexes. This would require approval for: a) Lot 10 -5' set back, 10' ofremaining lots. b) Side Set backs of 5' & 15 ' , distance between properties would be 20' c) Parking would be at the rear of the lots, which would require a curb cut off College Main. d) Garbage to service all three lots at front comer of Lot 8. In summary, we support the Cherry Street Project and we feel that our counter proposal may benefit all parties. The development of this site increases the tax revenue base for the site, neighborhood improvement/development, and compliments the City's desires for neighborhood improvement.
