(Sheet 4 & 5) Please verify that a flushing appurtenance is not needed at the low points in these lines. R esponse : Th e BCS Des ign Guidelines indicate that a flushing velocity of 5 fps is needed to eliminate sediments from accumulating in low points of a water sys tem. Th e re are two low points on th e Saddle Creek system shown on Sheets 4 and 5 . Th e first is on the 12 " lin e between Prairie Court and High M eadow Trail. Downstream of this low point are two fire hydrants, on e at th e intersection of Saddle Creek Drive & High Meadow Trail, and th e other at th e end of High Meado w Trail. If both are turned on for a combin ed jl.owrate of 2000 gpm, the velocity through th e ' line is 5 . 70 fp s . The second low point is in the 3 " line on Prairie Court. Then is a blovv-off at the end of this lin e. If a discharge of 125 gpm is re leased from th e blow-off, th velocity through the 3 " pipe is 5. 6 7 fps . Obviously , greater discharges at e ith er of the locatio1 noted above will result in highe r flushing velocities through the low points. 5. (Fire F low) Please verify that the fire flow test as done in accordan ce with the NFPA 29 1 Chapter 4 standards. R esponse: Th e fire fl.o w tes t was conducted by Mr. St e ven Cast and observed by Mr. K ent Laza. Th e flo w test was conducted in accordance with NFPA 291 Chapter 4 with one exc eption. NFPA r equires that a minimum of two hy drants be used for the test -one to m easure the jl.owrat e and th e oth er to m easure th e r es idua l pressure. Ther e is only one hy drant on the exis ting sy stem at Saddle Cr eek and it was added sp ecifically for testing purposes . That hy drant was us ed to measure th e jl.owrate. R esidual pres sure was gauged through a wat er fa ucet on a nearby res idence . It is our opinion th a t this a lternative y ields a ve1 y s imilar result to th e procedure li s ted in NFPA 291. 6 . GENERAL LOCATION AND DESCRIPTION The project consists of approximately 60 acres of a 3 76 acre tract located south of Wellborn on FM 2154 adjacent to the Duck Haven Subdivision in Brazos County, Texas. The site currently is pastureland with some scattered trees and wooded areas. The existing ground elevations range from Elevation 260 to Elevation 294. The general location of the project site is shown on the vici nity map in Exhibi t A. FLOOD HAZARD INFORMATION The runo ff from the project site drains into Boggy Creek and its tributaries, and then ultimately into the Brazos River. The site is not located in a Special Flood Hazard Area according to the Flood Insurance Rate Map prepared by the Federal Emergency Management Agency for Brazos County, Texas and incorporated areas dated July 2, 1992 , panel numb ers 48041 C0200-C and 48041C02l5-C. DEVELOPMENT DRAINAGE PATTERNS The storm water runoff from the site flows in a southerly direction where it flows into Boggy Creek and its tributaries, through the abandoned railroad right-of-way, and then onto the adjacent property. DRAINAGE DESIGN CRITERIA The design parameters for the culverts and drainage channels are as follows: • The Rational Method is utiliz ed to detennine peak stonn water runoff rates for the both Culvert Nos. l & 2 and Drainage Channel No . l designs, which all have drainage basins less than 50 acres in size. The HEC-l computer program is utilized to determine peak storm water runoff rates for drainage basins greater than 50 acres in size; therefore, this method is used for th e d esign of Culvert No. 3 . • Design Stom1 Frequency Culvert & Drainage Channel 25-and l 00-year stonn events • Runoff Coefficients (Refer to Appendix A for Weight ed C Ca lcul ations) Woods C = 0 .30 Grass & pastureland C = 0.40 Residential Lots (I acre minimum) C = 0.50 Farmstead C = 0 .65 Imp ervio us Areas (Wat e r, ro ad s, oi l we ll s it e) C = 0 .90 • Runoff Curve Number (CN) -Culvert No. 3 The Brazos County Soil Survey shows the soils in the area to be classified as hydrologic Group C & D soils. The post-deve lopment CN is based on the development of Phases 1, 2 & 3 of the subdivision within the Culvert No. 3 drainage area. The CN calculations are found in Appendix C. • Rainfall Intensity equations and values for Brazos County can be found in Table 1. • Time of Concentration, tc -For drainage basins using the Rational Equation, calculations are based on the method found in the TR-55 publication . Refer to Table 2 for the equations and Appendix A for data and calculations . The runoff flow paths used for calculating the post-development times of concentration are shown in Exhibit A. For drainage basins using the HEC-1 computer program, the lag method is used for estimating the time-of-concentration . Refer to Table 3 for the equations and Appendix C for data and calculations. STORM WATER RUNOFF DETERMINATION The peak runoff values were determined in accordance with the criteria presented in the previous section for the 25 and 100-year storm events. The runoff coefficients are based on the future development of this tract. The peak runoff values used for calculating the allowable post-development runoff conditions are shown in Table 3. These values are based on the runoff coefficients given previously. The post-development drainage areas are shown on Exhibit A. S ince there is onl y o ne point o l in g ress a nd eg ress to th e subdivision with this phase, the culverts are also designed to pass the runoff for the I 00-year event without overtopping the road. The data and a nalysis of the culveris are shown in Appendix B . Locations of the culve1is are shown on Exhibit A. Drainage Channel No. 1 is a grass-lined channel proposed to transmit runoff from th e Prairie Dawn Court right-of-way ditches to the existing drainage which ultimately flows into a tributary of Boggy Creek. The channel is a trapezoidal ditch 18" in depth , 4H: l V side slopes, and a l O' bottom width with a 0 .5% slope. The location of this channel is shown on Exhibit A, and design data is summarized in Appendix B. CONCLUSIONS The culverts and drainage channel constructed for this project will adequately handle the design storm water runoff and direct it into the existing drainages . These structures have been designed to meet the requirements of Brazos County. APPENDIX A Time of Concentration Data & Calculations Weighted C Value Data & Calculations Saddle Creek Subdivis io n .
