Fire Protection
D Show fi re lanes . Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a
public street or highway .
D Show proposed and existing fire hydrants . Fire hydrants must be located on the same side of a major street as a
project , and shall be in a location approved by the City Engineer . Any structure in any zon ing district other than R-1,
R-1A , or R-2 must be within 300 feet of a fire hydrant as measured along a public street , highway or designated fire
lane .
NOTE: Fire hydrants must be operable and accepted by the City , and drives must have an all weather surface before a
building permit can be issued .

Project: Southwest Center Parking Lot Improvement 15-00900024
PLANNING
1. Title block-The title of the project on the plans state 'Southwest Place Parking Lot
Improvements' and the application states 'Southwest Center Parking Lot Improvements.'
Please re-submit page one of the application to revise the name of the project as stated on
the site plan to state Southwest Place Parking Lot Improvements .
2. There is a row of parking in the rear that is indicated 8 spaces . Upon counting, there are
only 7 spaces indicated. Please revise the count.
3. In the parking analysis , it shows a total of 64 spaces proposed . The total count only shows
60 spaces. Please revise the total proposed count.
4. Please remove the lines of the existing parking spaces that are being removed and replaced
with the 3 parallel spaces .
5 . The division at the back of the parking lot separating the new addition from the existing
parking spaces only shows separation with a 6-inch raised curb. Being a safety concern , the
curbing needs to be removed along the end of the parking spaces. The curbed islands
should stay in place.
6. Are there any proposed parking light fixtures for the new lot addition?
7. Please be aware that since this project require a Minor Plat which is being processed und
project number, 15-16 this site plan will not be approved until the Mylar has been filed and
the subject tract has been legally obtained.
8. As an FYI , with the additional parking spaces the intense use parking requirement is now in
compliance , however future intense uses would not be authorized to occupy space as the
restaurant is fulfilling the 25% allowance .
9. Provide a general note on the site plan that states the following : Exterior building and site
lighting will meet the standards of Section 7.11 of the Unified Development Ordinance . The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally . Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
10. Please note that any changes made to the plans that have not been requested by the City
of College Station must be explained in your next transmittal letter. Any additional changes
on these plans that the City has not be made of aware of will constitute a completely new
review.

LANDSCAPING/STREETSCAPING/BUFFER
1. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas , the parking lot setback, rights-of-way, and adjacent property disturbed during
construction .

Fire Protection

Drainage Summary Letter

Dear Mrs. Bridges ,
This letter is to summarize the site drainage impact from the proposed parking lot expansion for
the above referenced project.
EXISTING CONDITI ONS
The Southwest Place Retail Center is located at 1712 Southwest parkway. The retail center
consists of a 9,967 square foot retail building with surrounding parking on 0.9454 acres.
Currently, all storm water run-off from the building and parking lot areas , including the
adjoining Shipley 's Donut Shop is captured in the parking lots areas and conveyed southwesterl y
to the southwest property comer of the Southwest Place Retail center. There is an existing 2 '
wide , 12 " high raised curb opening that acts a weir that meter-re leases the collected storm water
runoff off-site to the adjoining apartment complex parking lot. The weir shows to be performing
c01Tectly under all storm events as storm water currently ponds in the _parking lot during rain
events. ony au:lic modeling of the curb -weir was performed with thi eport/
As stated above , storm water is discharged through the curb-weir and conveyed to the adjoining
apartment complex through their parking lots areas and eventually combines with Bee Creek
around the city cemetery. The subject property is not located in the 100 year FEMA floodplain
per FEMA FIRM Map #48041C0310F , dated April 2, 2014.

PROPO SE D SITE IMPROVEMENTS
The Southwest Place Retail Center is acquiring 0 .17 acre s of land (t ough re -platting)
adjacent to the property in the rear of the building. Thi s tract will be ed to provi
additional parking lot (7 ,444 sq. ft.) that contains 16 parking spots . The p
constructed of 6" reinforced concrete pavement with raised curbs .
This additional parking lot area will provide not only addition al parking spots , but also additional
storm water detention volume for any increases in storm water runoff as a result of the
improv ements . The 2 ' wide curb weir will remain in place to meter release storm water as it is
currently performing today . See Tables 1 and 2 below.
SITE HYDROLOGY SUMMARY
The Ration al Method ~ Q = C * I * A ~ was used for the hydrologic evalu ation of the proposed
site improvements. The Rainfall Intensity (I) was calculated b ased on the Texas Highway
Department -Bridge D ivision Hydraul ic Manual b ased on a T ime of Concentration of Tc=lO
minutes .

CONCLUSSION
As shown a bo ve in Table 2, there is a slight increase of storm water run-off maxing out at l .67 cfs due to
the 7,444 sq uare foot parking lot addition. However, the additiona l parking lot also provides additional
detention vo lume of 3 ,722 c.f. (7 ,444 sq ft x 6" curbs). Therefore, maintaining the existing 2 ' curb-weir
as the current stormwater metering device in the parking lot area, there will not be any adverse effects to
the adjoining property owners .

Thi s le tter is to summarize the site drainage impact from the proposed parking lot expansion for
the abo ve referenced project.
EXISTING CONDITIONS
The Southwest Pl ace Retail Center is located at 1712 Southwest parkway. The retail center
consists of a 9,967 square foot retail building with surrounding parking on 0 .9454 acre s.
Currently, all storm water run-off from the building and parking lot areas , including the
adjoinin g Shipley's Donut Shop is captured in the parking lots areas and conveyed southwesterly
to the southwest property comer of the Southwe st Place Retail center . There is an ex istin g 2 '
wide , 12" high raised curb opening that acts a weir that meter-releases the collected storm water
runo ff off-site to the adjoining apartment complex parking lot. The weir shows to be performing
correctly under all storm events as storm water currently ponds in the parking lot during rain
events. N o hydraulic modeling of the curb-w eir was performed with this report.
As state d above , storm water is discharged through the curb-weir and conveyed to th e adjoining
apartment complex through their parking lots areas and eventuall y combines with Bee Creek
around the city cemetery. The subject property is not located in the 100 year FEMA floodplain
per FEMA FIRM Map #48041C0310F , dated April 2, 2014 .

PROPOSED SITE IMPROVEMENTS
The Southwest Place Retail Center is acquiring 0.17 acres of land (thro ugh re-platting) that is
adjacent to the property in the rear of the building. This tract will be used to provide an
additional parking lot (7 ,444 sq. ft.) that contains 16 parking spots. The parking lot will be
constructed of 6 " reinforced concrete pavement with raised curbs.
This additional parking lot area will provide not only additional parking spots , but also additional
storm water detention volume for any increases in storm water runoff as a result of the
improvements. The 2' wide curb weir will remain in place to meter release storm water as it is
currently performing today. See Tables 1 and 2 below.
SITE HYDROLOGY SUMMARY
The Rational Method ~ Q = C * I * A ~ was used for the hydrologic evaluation of the proposed
site improvements. The Rainfall Intensity (I) was calculated based on the Texas Highway
Department-Bridge Division Hydraulic Manual based on a Time of Concentration of Tc=lO
minutes.
As discussed above , the Beacon Baptist Church consists of impervious cover areas (retail
building, si dewalks, parking lot area) and also pervious areas (landscaping and grassy areas). A
run-off coefficient of C=0.9 was u sed for imperv ious areas and a run-off coefficient of C=0.35
for perv ious areas . The adjusted run-off coefficient of C=0.84 was calculated for the complete
site and used for hydrologic analysis. See Table 1.

PRE-DEVELOPMENT
The project site consists of a 0.95 acre tract located along the Southeast
right-of-way line of Southwest Parkway, 400 feet southwest of the intersection
between Texas Avenue and Southwest Parkway. The site slopes at approximately
1.4% towards the South. Grass and weeds cover the tract at this time.·
PROJECT DESCRIPTION
The developer of this tract proposes to construct a Cornmerical Office
with concrete parking and drive areas.
POST-DEVELOPMENT
Natural grading will be matched as much as possible allowing runoff to
remain in the same general direction as existing conditions. The paved area
near the back of the site will be used for Storm Water Detention. Building
and parking areas will be graded to drain towards a detention facility.
METHOD OF ANALYSIS
A detention pond was selected as the method to be used for runoff control.
Runoff was calculated using the methods outlined in the ''Hydraulic Manual"
prepared and compiled by the "Texas Highway Department -Bridge Division
for Brazos County." The runoff was th~n converted ,to a triangular hydrograph
by plotting the peak flow vrs. the time of concentration. The rescinding
leg of the hydrograph was set at a length equal to 1.67 times the time-of-
concentration. This hydrograph was then routed through the detention pond
using the storage indication method. A broad-crested weir was selected as
the outlet control structure.
CONCLUSION
The allowable peak runoff for a 5 year design strom was calculated to
be 2.8 c.f.s •• Detention reduced the peak runoff from 9.0 c.f.s. to 2.5
c.f.s. with a depth of 0.75 feet at the outlet control structure. This
reduction in runoff due to detention meets the City requirements for a
stormwater control. A small part of the runoff was directed to the adjoining
property (Lot 2A-3), of which a drainage report had been previously submitted.

This flow of 0.5 cfs for a 5 year storm was imposed on the present design,
yielding a discharge of 1.0 cfs. The pre-development flow is 1.1 cfs;
therefore, the present design was not affected.

The division at the back of the parking lot separating the new addition from the existing
parking spaces only shows separation with a 6-inch raised curb. Being a safety concern , the
curbing needs to be removed along the end of the parking spaces. The curbed islands
should stay in place .
Are there any proposed parking light fixtures for the new lot addition?
Please be aware that since this project require a Minor Plat which is being processed und
project number, 15-16 this site plan will not be approved until the Mylar has been filed and
the subject tract has been legally obtained .
/ 8 . As an FYI, with the additional parking spaces the intense use parking requirement is now in
compliance, however future intense uses would not be authorized to occupy space as the
restaurant is fulfilling the 25% allowance . v 9. Provide a general note on the site plan that states the following : Exterior building and site
lighting will meet the standards of Section 7 .11 of the Unified Development Ordinance . The
light source shall not project below an opaque hous ing and no fixture shall directly project
light horizontally . Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line .
/ 10 . Please note that any changes made to the plans that have not been requested by the City
of College Station must be explained in your next transmittal letter. Any additional changes
on these plans that the City has not be made of aware of will constitute a completely new
review .

LANDSCAPING/STREETSCAPING/BUFFER v 1. Provide a general note that 100% coverage of groundcover, decorative paving , decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas , the parking lot setback , rights -of-way , and adjacent property disturbed during
construction .

6 . Drainage Report -The drainage report needs to reference the original 1984 report .
7 . Drainage Report -Please include the standard drainage certification from the BCS
Unified Stormwater Design Guidelines in the report .

be acceptable for most developments without additional information . Based on the

2. I revised the ' 8 ' parking to ' 7 '.
3. The parking ana lysis was corrected ; however t he total proposed count is 62 because of the drive
thru queue spots.

5. The existing 6" curb has been removed for safety. Islands will remain intact.
