The subject development site is situated on the west side of State Highway No. 6 approximately 1.5 miles south of the State Highway No . 6 and Greens Prairie Road intersection. The site is currently vacant with heavy timber and native grasses and weeds . The natural drainage of the site is generally to the northeast of the development site. The elevation range of South Hampton is from 260 to 300 msl. The South Hampton Subdivision water system shall be tied into the Wellborn Water Supply Corporation. The point of connection shall be a tie into an existing 8" AC water line that runs parallel and on the north side of Nantucket Dr. This water system will support the full development of South Hampton which will consist of a total 109 connections. The proposed water system will be sized to provide adequate domestic supply and fire flows . This hydraulic analysis was coordinated with Wellborn W.S.C. and their consulting engineer: Wellborn WSC Stephen Cast, Manager P .O . Box 250 Wellborn, TX 77881 Duff Consulting Engineers, Inc. William E . Aston, P .E . 4201North19TH Street Waco, TX 76708 PROJECTED DEMANDS 1. DOMESTIC SUPPLY -The South Hampton Subdivision water system was evaluated during the normal conditions for the supply of domestic water use and consumption. This demand was based upon full development at I 09 connections . FIRE FLOWS -The South Hampton Subdivision water system was evaluated during the worst case scenario of providing fire flow protection . The determination of fire flow requirements was coordinated with Jon Meis, Battalion Chief with the City of College Station Fire Department. Fire hydrants within the subdivision shall produce a minimum of750-gpm flow . CONSTRAINTS The Texas Natural Resource Conservation Commission (TNRCC) publishes criteria for the design of water hygiene in Chapter 290 of the 30 Texas Administrative Code (TAC). This design criterion provides specific parameters for the design and operation of water systems . Based on this criteria, South Hampton Subdivision water system was designed , with respect to current regulations . 1. DOMESTIC SUPPLY -The water system shall have the capacity to suppl y peak demand while maintaining a minimum residual pressure of 35 psi . 2 . FIRE FLOWS -During fire fighting conditions, any fire hydrant within the system shall produce 750 gpm while , maintaining a minimum residual pressure of 20 psi . Hydrants shall be located so they are visible and accessible . Fire hydrants shall be installed in this system so that no structure shall be more than 500 feet from the fire hydrant as measured along the right-of-way or firelane as the fire hose is laid off the fire truck. SYSTEM MODELING The hydraulic study was analyzed with the aid of Water CAD ver. 1.0 . The model uses the proposed mapping to create a theoretical simulation of the system . The theoretical demands are based upon full occupancy conditions for domestic supply . Duff Consulting Engineers provided the residual pressure, at the point of connection. Attached at the end of this report is the correspondence letter stating the residual pressure the Duff Consulting Engineers determined . This pressure was then used to determine water line sizes and velocities within the South Hampton Subdivision . RESULTS The proposed South Hampton Subdivision water system will consist of 6" & 8" PVC water lines . The proposed system will tie into the existing 8" AC waterline that runs along the north side of Nantucket Drive. The enclosed hydraulic study data shows that the proposed South Hampton Subdivision water system can be tied into the existing 8" Wellborn W .S .C. water line and provide adequate pressures, water flows and fire flows . Hvdraulic Analysis •:• The 1.5 gpm demand per connection is required by TNRCC and Wellborn W.S .C. I have looked at the water system and a 150 gpd/capita will not have any adverse effects. •:• Please find attached a Water System Map showing the lying of fire hose in relation to the proposed fire hydrants. As you can see there is sufficient coverage and areas of overlapping lines. •:• With the construction of each phase of the water system, adequate fire flow, pressure and coverage is provided . Ifby happenstance development is delayed or a fire occurs before full development, the water system can provide fire protection within the criteria of the City . Master Drainai:;e Plan •:• Proposed channel I.D. #11 slope has changed to a 1.84% grade in order to reduce the velocity down to 4.50 ft/sec . Therefore, all the improved channels in Phase I will only require seeding. This change has also been made on the construction plans. •:• On the channel drainage plan a berm note has been added to show how the water in channel I.D . #3 will be diverted. •:• The spill over runoff from curb & gutter I.D . #20 has been added to the effected curb & gutter I.D. #19 & #21. •:• The storm sewer culvert I.D . #9 has a pipe labeled P-1, which has a velocity ofl0.38 ft/sec . I have investigated trying to reduce this velocity. With a the increase from a 24" to a 30" RCP the velocity will only be reduced to slightly below 9 ft/sec. Also, with the additional size I would have to increase the grade on the upstream channel. This would cause an increase in the velocity of the channel. . Therefore , all the improved channels in Phase I will only require seeding. This change has also been made on the construction plans. On the channel drainage plan a berm note has been added to show how the water in channel I.D . #3 will be diverted . The spill over runoff from curb & gutter I.D . #20 has been added to the effected curb & gutter I.D . #19 & #21. The storm sewer culvert I.D . #9 has a pipe labeled P-1 , which has a velocity of 10 .38 ft/sec . I have investigated trying to reduce this velocity. With a the increase from a 24 " to a 30 " RCP the velocity will only be reduced to slightly below 9 ft/sec . Also , with the additional size I would have to increase the grade on the upstream channel. This would cause an increase in the velocity of the channel. Also , I believe that the downstream velocity of 6 . 78 ft/sec will still be high enough to flush out any siltation. We realize in 1998 there were conversations between you, Mayor Mcilhaney, and the former city manager regarding an arrangement where the city would supply your water needs through the Wellborn Special Utility District system. This contract with Wellborn SUD is still being negotiated, and every attempt is being made to reach a resolution with that organization. A meeting with representatives of Wellborn was held as recently as yesterday on this subject. Realizing the difficulty of these contract negations, for some time city staff has been pursing other options. One viable option is to bore under State Highway 6, and tap the old water line to provide water to your subdivision. We believe we can make the temporary tap by early summer, and when the new water line is installed later this summer the city would move your tap to the new line. Under this arrangement, the cost of the bore would be the city's responsibility. We understand that you need water service now, so you can begin construction of the streets in South Hampton. There are options on this matter also. Your street contractor can obtain water from a temporary fire hydrant meter either in the Nantucket Subdivision or the closest fire hydrant that is part of the City of College Station's water system. Ms. Hobson, you have expressed concern with the City of College Station for delays with your development. However, from our perspective it appears your engineer and/or contractors have not followed through on occasions over the last two years. These include: • Yolir Sewer line contractor did not notify the City prior to work beginning on the lines, eventhough the city's subdivision regulations require inspection during this process. This results in the City having to work with this contractor after the fact to perform the necessary inspections. • Your water line contractor also failed to notify the city before construction of the water lines began. We have been told that you may have instructed your contractor that the City of College Station did not need to inspect the lines . Again, construction of these lines without inspection by the City is a violation of our subdivision ordinances. We will have to work with your contractor for these inspections also after the fact. • A permit is needed from TxDot for the bore under State Highway 6 for your connection to the City's sewer collection system. It is the city staffs understanding that you have an application for a permit renewal pending with TxDot. Our experience has been these permits require one to three weeks for processing and approval. Please be aware that you cannot file your final plat until your water and sewer lines are connected to an approved water distribution or sewer collection system, or you have P.O. The city has absolutely no control over how long Txdot takes to issue a permit for a bore . Let me take this opportunity to remind you of several other requirements that you will need to comply with in order to complete the platting process: • Construct and receive acceptance from the City, or post a guarantee for all streets, sidewalk, and drainage facilities. This requires your contractor to notify the City staff so inspections can be made during the construction phase, not after the fact. • Pay the Park Land Dedication fee of $225.00 per single family lot. • Pay the sewer Impact fee associated with the sewer line you will be connecting to . The impact fee is $243.38 per lot to be paid at the time the plat is filed. • On June 11 , 1998 the City Council directed staff to bring forward an oversized participation request for the sewer line bore at the time it was submitted by the developer. To date, no such request has been submitted to staff, and the city can not share in the cost of participation until the request is submitted and approved by City Council. • The mylar of the final plat needs to be submitted which matches the plat that was approved by Planning and Zoning Commission, with the exception of any revision necessary of meeting the Commission's conditions of approval. Again, the city desires a positive resolution to these matters . It is to our benefit as well as yours for quality development to take place within the city. As has been pointed out, we are ready and willing to work with you to make this happen; and are willing to consider other options besides those listed in the letter. However the criticism that the City is the reason you cannot start construction on your houses I believe to be unfair. It appears there are still a number of items that your representatives have not addressed. Please let me know if you have any questions.
