FOR COUNCIL MEETING OF: March 7, 1990 ITEM: Presentation of a traffic impact analysis and request by C.S.I.S.D. to close Holik Street from Anna to George Bush Dr. ITEM SUMMARY: The closing of the existing A&M Junior High School buildings and the enlargement of the existing Oakwood Middle School will require some changes in the existing physical plant of the two facilities. C.S.I.S.D. will present a proposal which requires their use of Holik Street. They have had Wilbur Smith Assoc. review the proposal, study the impact of the same on local traffic and prepare a report of their findings and recommendations. The report indicates minimal negative impacts as a result of a reduction in the expected student population at the proposed facility. FINANCIAL SUMMARY: STAFF RECOMMENDATIONS: Staff has reviewed the traffic impact analysis. Formal review of the site plan has not been conducted. If council wishes to consider the request further, staff recommends usual procedures for projects of this nature as follow: site plan submission and review by staff, PRC and P&Z; submittal of an application for th e abandonment of any right-of-way (requires notification of all utility interests) and a public hearing; and preparation of a dev elop ment agreement between C.S .I.S.D . and Ci t y Council addressing the use of the lands ad jace nt to th e Comm unity Center and financing of any off site improve me nt s which may be n ecessary as a result of the school project . Box 9960 Excellence In Education--An Investment In Th e Future College Station, TX 77840 RE: Request to Consider the Permanent Closing of Holik Street Between the Intersections of Anna Street and Jersey Street as a City Street Dear Council Members: In December, 1987, the Board of Trustees of the College Station Independent School District passed a resolution to submit a request to the City of College Station that the City Council consider the question of permanently closing that portion of Holik Street separating the present Oakwood Middle School and the present A&M Junior High School campuses. The District subsequently commissioned a traffic study to be conducted by Wilbur Smith Associates of Houston, Texas. A copy of that report has been submitted to the City staff, and after their review, our understanding is that the document will be provided along with this request. A public hearing was held on May 30, 1989, for citizens wishing to speak against the proposal which was to be submitted to the City of College Station. The request is being submitted both to remedy a long standing problem of student safety caused by students having to cross Halik Street throughout the school day and to allow for the prudent use of taxpayer funds in the provision of public education to the students. The District's bond referendum, which was passed by 72 percent of those voting, included the plan to expand the Oakwood Middle School to include the land located on both sides of Halik Street. The least costly and most efficient plan for providing a middle (grades 5 and 6) school for the citizens of College Station do es include the need to close that portion of Halik Street as a publ ic access between Anna Street and Jersey Street. Additionally, the consolidation would allow the aesthetic development of a highly visible piece of the community . The school was converted to a fifth and sixth grade campus in 1986 and presently serves approximately 800 students. Adjacent to the Oakwood campus is the A&M Junior High School which serves approximately 760 students. The Junior High Campus includes . 21.94 acres. Oakwood was situated next to the Junior High campus to allow both flexibility and economy in use of facilities by allowing joint use where either space or program needs required sharing. As a result, in the school years of 1985-1987, several hundred students had to cross Holik Street from the Junior High to Oakwood to attend class as the Junior High student enrollment increased beyond its capacity. During the summer of 1987 six additional classrooms (three double portable buildings} were added to the Junior High to accommodate the overload and to attempt to prevent students from having to . cross Halik Street. The problem did not go away in that the crowded condition of the elementary schools required the fifth grade to be moved from all elementary campuses to the Oakwood facility. With that move Oakwood became full, and fifth and sixth grade students then had to begin using some of the Junior High facilities. The dual use of facilities along with related student pedestrian traffic has resulted in over 760 students having to cross Halik Street on a typical school day. In addition to the crowded situation of both the Oakwood Middle School and the Junior High School, several other factors became critical in the review of District needs. 1. The old wooden gymnasium at Oakwood was found to have structural foundation problems which, with careful attention and monitoring, could have only several years expected lifetime . 2. The Junior High main building was deemed too expens ive to re model beca use of extensive use of asbestos and handicap upgrade requirements. The asbestos is encapsulated and does no t pose a present danger but will represent a costly renovation expense . 3 . The library and cafeteria at Oakwood are too small for the numb er of student s proj ect ed to be served . 4. Any expansion of Oakwood without additiona l space wo uld virtua lly eliminate needed pl aygroun d, parki ng , and ex p ansion capability . 5. It is a good building and is structurally sound . It can provide services for decades to come and cannot be considered for abandonment. The present campus is neither large enough to encourage expansion nor is it appropriately arranged to allow an efficient expansion. The Junior High campus adjacent to Oakwood will be vacated in late December, 1990, or early January, 1991. The Junior High main building will be razed. Two classroom buildings adjacent to the main building may also be razed if remodeling costs are not cost efficient. The Junior High gymnasium is structurally sound and will meet all Oakwood needs in the future. The cafeteria which is part of the gymnasium facilities also is usable and will be included in the overall expansion plans. The other Junior High facilities which will be used as part of the Oakwood expansion will be the auditorium and band hall. If Holik Street remains open most, if not all, of the 850-1000 projected students will have to cross the street one or more times per day. This single factor will compound the safety problem in that all students will be in the eleven to twelve year-old age range. A more serious logistical problem will be the design of a building which will be able to incorporate all remaining buildings into one comprehensive campus. Unless there is some freedom to expand toward the present Junior High buildings, any expansion will result in disjointed building clusters which will cause students to move over distances which are both inordinate and not protected from the elements. The plans related to the expansion of Oakwood were developed around the following concepts : 1. Create a middle school campus which would provide an aesthetically pleasing environment which would add to the overall plan for city beautification. The present environment is a hodgepodge of buildings which do not enhance the general environment of property adjacent to the Texas A&M University campus or the surrounding neighborhood. 2 . Provide ample space on the middle school campus with which to provide a safe environment for children in an attractive "green area" setting. 3. Maximize the use of the taxpayers' dollars by incorporating all usable buildings into one comprehensive facility . Given these concepts, the traffic study, and the District's long term needs, it behooves the District to request a closing of Holik Street if the concepts are to be realized. ENROLLMENT CONSIDERATIONS The present comb ined enrollment of Oakwood Middle and A&M Junior High schools is 1,569 students . Currently , 527 students are bussed into these two facilit ie s. The majority of other students are brought to school by parents , many on the way to work . The open ing of the College Station Junior High in December 1990 will divert almost 800 students and concomitant , Rationale/Halik Street Page 3 traffic to the new location on Rock Prairie Street on the southern side of the city. The proposed expansion of Oakwood includes sufficient space to handle 1000 students which is the projected enrollment by the 1998-99 school year. In the worst case scenario, Oakwood could handle up to 1200 students pending the construction of a new middle school. A new middle school is projected to be needed around the year 2000 . With the construction of a second middle school, the enrollment of Oakwood would be reduced to its current figure of approximately 800 students or less .. That enrollment would again gradually increase to 1000 students before any other construction would be needed. In essence, after the proposed expansion of Oakwood, the enrollment would in all probability never reach within 300 students of the current population of 1500 plus attending the physical area of the present two campuses. During the majority of the next twenty years, the attending population will actually be closer to 500 students less than current enrollments. CONSIDERATION OF OTHER LOCATIONS The District reviewed other potential sites for relocating the middle school. Thirty acres of land have been purchased on Rock _Prairie Road east of the Highway 6 Bypass. That property is planned to serve elementary growth to the south of College Station and is projected to be needed around 1995-96 if growth continues. Other than that piece of land, the District owns no other sites . The more i mportant issue is the future need of a middle school on the northern end of the Schoo l District. Ample elementary schools (grades K -4) already exist to serve future needs of the northern section of the city. As long as Texas A&M student housing exists and the District maintains that portion of the District being served by College Hills Elementary, there will be a need to service middle school students on the northern end of the C ity . To ignore that need would be to the detriment of citizens living in those areas. The nex t middle school will have to be buil t t o serve those students living in th e southern portions of the District. Projected to be built around 1999, the second middle school will be built to serve projected and continued growth to the south. Placement will prov ide middle school facilities within easy distance for all areas of the District and will t ake a transportat ion load off of the current Oakwood location. Sixty-five percent of the current school related traffic already approaches Oakwood from the south and the placement of drop-offs to the south of the campus will not significantly add to the traffic flow on direct or adjacent streets. Considering the numbers of parents delivering and picking up Junior High students using these same traffic routes, the flow would be expected to decrease during peak periods. To the north of the campus would be a visitor parking area which could also serve as a drop-off for traffic from the northern side. This possibility will prevent vehicles coming in from that direction and either making a U-turn or going on south to an intersection which allows them to return north on either Anderson or Timber. Space could also include an additional 40-45 parking slots to lessen some of the College Station Community Center's parking problems. The campus plan also creates an opportunity to explore the feasibility of widening Anderson Street as it approaches Jersey Street. Such a plan would not affect the proposed campus operations as planned. The parking lot for the Community Center and the feasibility of the widening of Anderson are matters which would have to be taken into joint discussion by the City Council and the Board of Trustees. SUMMARY The College Station Independent School District is comfortable in requesting that Halik Street be permanently closed between Anna Street and Jersey Street in that: 1. Traffic patterns would not be compromised since current Junior High student/parent traffic will be removed from the site. 2. The safety problems associated with students having to cross Holik would be eliminated. 3. The whole area could be enhanced aesthetically by the creation of a consolidated campus with ample "green space". 4. Opportunity exists to quickly affect the available parking for the Community Center. 5. Opportunities exist to improve the approach to and intersection of Jersey and Anderson. 6 . Taxpayers would obtain more efficient use of their tax dollars by fully utilizi ng al: existing Junior High facilities which are still cost effective in the concept of a consolidated campus. 7. Parking problems associated with events held at Tiger Field wou ld be reduced from current levels by additional on campus parking availability . (Visitor stands have already b een removed thus reduci ng the overall capacity of the facility.) Rationale/Halik Street Page 5 8. The enrollment served in the area will never reach current levels; in fact, enrollments should never reach within 300 students of current levels . PROPOSED CONSIDERATION REQUEST 1. It is requested that the City of College Station formally consider the need to have Holik Street closed and proceed with all necessary procedures to bring about that closing; and 2. All architectural designs and planning schedules rest on the status of Halik Street. October -November 1990 The College Station Junior High School on Rock Prairie Street will be completed and turned over to the District. The building will be put under security until the move can be made from the old campus. December 1990 -January 1991 The students and equipment will be moved in toto from the old junior high to the new College Station Junior High School before the second semester begins. January 1991 -May 1992 Buildings at the old junior high campus will be removed. Buildings other than the main building may have to be used temporarily because of over crowded conditions . Portable buildings will be moved to locations throughout the district. As soon as build ing s are removed from the old junior high campus ren ovation and construction at the Oakwood Middle School will begin . DECLARATION OF QUORUM Board President Kenneth Matthews, Vice President Dan MacGilvray, Secretary Don Carter and Trustee Sherman Click were present. Trustees Larry Linder, Deanna Wormuth and Gerald Bratton were absent. Dr. Matthews announced that the agenda was being followed out of order and that the Board would continue hearing a report from Wilbur Smith Associates , traffic engineers, regarding the proposed closing of Halik Street begun earlier in committee session. H. BUSINESS AFFAIRS 4. Consider Report and Recommendation of Wilbur Smith Associates Concerning the Closing of Halik Street as Part of Oakwood/Junior High Renovation Mr. Butch Babineaux of Wilbur Smith Associates presented the results of the traffic impact analysis conducted regarding the proposed closing of Holik Street between Jersey and Anna Streets being considered as part of the renovat ions of Oakwood and the Junior High School into one middle school campus. Mr. Homer Adams, 205 Tim.ber, asked if bicycle traffic was considered as part of the analys is.. Mr. Babineaux stated that bicycle traffic was not part of the survey but that not much bicycle traffic was observed on Holik Street during the study. Based upon the .results of the traffic analysis, Mr. Babineaux stated the Board of Trustees should recommend to the City of College Station that Hol ik Street be closed between Jersey and Anna Streets. 1894 MOTION: I move that the Board accept th e report of the traffic engineer and recomm end to the City of College Station that Holik Street be closed between Jersey and Anna Streets .
