The construction of a parking lot on Meadowland Street as shown on approved construction drawings and site plan dated 6/28/95 and 2. The construction of landscape screening and a sidewalk (once a Tex:DOT permit has been issued) associated with the use of the existing slabs at 300 Texas Avenue for temporary parking. This lot will be used for "employee only" parking for the University Towers until May 1999, after which date parking on the existing slabs must cease or the site must come into full compliance with City codes and ordinances for a parking facility. The use of the existing curb cuts on Texas Avenue for this temporary parking does not assure the use of these same locations or number of curb cuts for any future user. At the time the site develops for any future user, the location of the curb cut(s) on the remainder of Lot 2 of the Lodgeco Subdivision must come into compliance with the City of College Station's driveway and access ordinance. All construction of the screening and sidewalks as well as clean-up of construction debris on the slabs must be complete prior to allowing any parking to occur in the area. The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any operations of this permit can begin. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage facilities . reby grant this permit for development of an area outside the special flood hazard area. This facility is being constructed without benefit of site plan, landscape plan or drainage plan/report review prior to construction. The owner is proceeding with the construction of the parking lot at 'HIS OWN RISK". It is understood that the final design and constructed project will meet all appropriate City codes and ordinances. It is also understood that the design plans will be submitted to the City of College Station Development Coordinator for review no later than NOON, Wednesday, August 12, 1998 and that all comments from the subsequent review process will be addressed. Answer : Yes , .because it has been used as a parking area in the past. However, we would require that in doing so you : 1. Screen the parking from Texas Avenue using vegetation or other means as outlined in the City of College Station Zoning Ordinance Section 11.3 . Please submit a plan for review and approval by City Staff prior to planting . 2 . Construct the sidewalk along Texas Avenue as required per the platting of the property to the City of College Station standards. Please submit plans for review and approval by City Staff prior to construction . 3. Cease the use of the area as an overflow parking area after May 1999 or bring the facility up to full City standards . Qu e stion : Can you proceed with the construction of the 5 8 space parking lot off Meadowland without benefit of permit or plan review ? Answer : Yes , but by doing so you will be proceeding at your own risk. It is with the understanding that you will submit the completed site plan, landscape plan and drainage report by Noon on Wednesday, August 12, 1998 . It is also with the understanding that you will meet all City codes/ordinances with the ultimate design and constructed product. As we discussed in the meeting this may mean that your ultimate cost may be greater in the long run . You may have to detain off-site on the remainder of the property near Texas Avenue or you may have to remove and repour portions of the parking lot to meet all ordinances. We do require that you complete a Development Permit Home of Texas A&M University Application, pay the $100 fee associated with that permit, provide erosion control on site in tenns of silt fencing or hay bales to prevent silt migration off-site and sign a conditional permit we will issue stating all construction is proceeding "at the owner's risk". Question: Can you make any modifications to the parking lot (if necessary) during the Christmas holidays? Answer: Yes, we will allow you to defer the demolition/repaving of the parking lot until December 1998/January 1999 while the students are away on break if this becomes necessary . Question: Is there anyway to expedite the review process? Answer: Perhaps . Once your Engineer can confirm the date he will be finished and submit all necessary documents, we could ask if there are any employees willing to work "after hours " to complete the review. A fee for this review would be required to be paid by the owner. This fee is typically 2 times the employees hourly rate on weekday evenings .
