A I, Nl A certify, as demonstrated in the attached drainage study , that the
alterations or dev lopment covered by this permit, shall not:
(i) increase the Base Flood elevation ;
(ii) create additional areas of Special Flood Hazard Area ;

. Fire Protection
[8] Show fire lanes . Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a v
public street or highway .
[8] Show proposed and existing fire hydrants . Fire hydrants must be located on the same side of a major street as a
project , and shall be in a location approved by the City Engineer. Any structure in any zoning district other than R-1 , -.1
R-1A , or R-2 must be within 300 feet of a fire hydrant as measured along a public street , highway or designated fire
lane .
NOTE: Fire hydrants must be operable and accepted by the City , and drives must have an all weather surface before a
building permit can be issued .

1. After identifying the easement boundaries on the Landscape Plan it appears that there
are some conflicts along the existing private drive . There are five canopy trees located
within the easement where there is a known water line. Please relocate these trees
outside of the easement.
2. Please note that any changes made to the plans that have not been requested by the
City of College Station , must be explained in your next transmittal letter. Any additional
changes on these plans that the City has not been made aware of will constitute a
completely new review .

1. Sh.2 -Please add labels to make it a little clearer that inlet protection is being proposed for
the grate inlets .
2 . Sh.2 -It would be helpful to show and label the 100-yr floodplain line and show more of the
creek . (There 's only one exhibit in the drainage report that shows the creek area , but it 's not
to scale and the existing contours are not labeled on it.)
3. Drainage Report -What is the lowest elevation where water will start spilling over into the
pond? Which storm event does that elevation correspond to? We are concerned that
smaller storm events will be spilling into the pond and hindering the effectiveness of the
detention .
4 . Drainage Report -Since fill is being added in the floodplain , please provide a certification
letter indicating that this development will not flood or negatively impact surrounding
properties .
5. Drainage Report -It is typical for detention ponds to be located outside of the floodplain and
for cut/fill mitigation to be handled separately from detention . Please confirm (and/or
demonstrate) that the pond is still mitigating the increased runoff from site development and
providing compensatory storage . It is not clear from the report that both criteria are being
satisfied when the base flood elevation of the creek is taken into account. Please let us
know if you would like to meet or have a conference call to discuss.

1) There is no throat depth requirement for this site . Please remove the labels identifying this
measurement
2) Move bike rack detail from Sheet 03 to Sheet 01 or 04 of the Construction documents.
3) Please revise parking calculations . There were 83 spaces counted . Please change the
proposed total to meet what is identified on the site .
4) Please remove the wheel stops located in the spaces adjacent to the city greenway .
5) If meeting space is existing within the building, please revise parking calculations to reflect
the additional 1 parking space for every 200 square feet of meeting space .
6) As this property is part of a building plot that exceeds a cumulative square footage of 50 ,000
square feet the following standards are required :
a) There shall be a ten (10) foot sidewalk along the full frontage of any fayade facing public
right of way This is required for the front entry fayade, and western side facing Graham
Road. Please revise
b) To promote pedestrian connectivity , continue the sidewalk along the front of the building
down to the proposed drive aisle behind the former Popeye 's site .
7) Please change the existing private road label to ready existing private drive .
8) Please identify the parking lot lighting on the site plan . Please note that lighting or structure
of any kind cannot be placed within the boundary of the PUE .
9) Please revise building setback lines and labels. Front setback should be 25 feet (label
should be revised and positions such that it starts from the property line), and the rear
setback should be 15 feet.
10) Rear fire lane note : Revise the plans to clarify if the fire lanes at the rear of the building are
acting as a hammerhead or looping through the parking lot.
11) Please provide a general note stating PUE-Public Utility Easement , and PRA-Private
Access Easement
12) Please provide a general note that all signage proposed for the project will be permitted
separately.
13) Provide a general note on the site plan that all roof and ground-mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot , measured from a point five
feet above grade . Such screening shall be coordinated with the building architecture and
scale to maintain a unified appearance .
14) Provide a general note on the site plan that states the following : Exterior building and site
lighting will meet the standards of Section 7.11 of the Unified Development Ordinance . The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line .
15) Please note that any changes made to the plans that have not been requested by the City of
College Station must be explained in your next transmittal letter and "bubbled" on your
plans .

LANDSCAPING/STREETSCAPING/BUFFER
1) Please add ownership , architect, engineer, and legal description information to the title
block .
2) Please show existing and proposed easements and infrastructure on the landscape plan
and identify any conflicts with proposed landscaping .
3) The following standards are based on the property being located in a building plot of 50 ,000
square feet or greater.
a) The minimum landscape points for a s ite shall be doubled (two times minimum
landscape points). Therefore , the required landscape points should be 6 ,228 .
b) Tree wells are required along 15% of the linear front of any fac;ade facing a public right-
of-way and must include a minimum of 1 canopy tree for every required 6 feet in length .
To meet this requirement 5 tree wells would need to be placed along the front entry
faced, and 2 tree well on the Western side of the build ing facing Graham Road . For
additional information on this requirement please see the Un ified Development
Ordinance , section 12-7 .10 . E Non Resident ial Architectural Standards , Additional
Standards for 50 ,000 S.F. or Greater.
4) Please update parking totals on this plan to reflect the revisions requested for the s ite plan .
Additionally the label on the parking spaces referencing 26 spaces is not correct as there
are 22 spaces shown.
5) Sheet CO 3.0 of the landscape plan seems to be redundant and not needed . Please
remove .
6) In addition to the comment regarding landscaping points it appears that the point total for
canopy trees is not correct in the table . The current total for canopy trees is 825 . The plan
currently identifies 11 canopy trees on site which at 150 points per tree would have a total of
1,650 points . Please revise the point calculation . Also , please be aware that some trees will
still need to be added as the 1,650 does not meet the 50% minimum points required out of
the total required landscape points.
7) Provide a general not stating . "Irrigation system must be protected by either a Pressure
Vacuum Breaker, a Reduced Pressure Principle Back Flow Devise , or a Double-Check Back
Flow Device , and installed as per City Ordinance 2394 . All Back Flow devices must be
installed and tested upon installation as per City Ordinance 2394 ."

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. SITE PLAN/PLAT: Developer will provide CSU with a digital , AutoCAD dwg format,
version of plat and I or site plan as soon as it is available . Email to:
gmartinez@cstx.gov ,and sweido@cstx.gov.
2. LOAD DATA: The developer will provide load data to CSU as soon as it is available.
This information is critical for CSU to accurately determine the size and number of
transformers , and other equipment, required to provide service to the project. Failure
to provide load data will result in construction delays and, due to clearance
requirements , could affect the final building footprint. Delivery time for transformers
and other equipment not in stock is approximate 26 weeks.
3 . EASEMENTS: Developer provides temporary blanket easement for construction
purposes and upon completion of project must provide descriptive easements for
electric infrastructure as designed by CSU.
4 . If easements are existing , the developer will be responsible for locating easements
on site to insure that electrical infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design .
2 . CSU will provide drawings for electrical installation .
3. Developer will intercept existing conduit at designated transformers or other existing
devices and extend as required .
4 . If conduit does not exist at designated transformer or other existing devices ,
developer will furnish and install conduit as shown on CSU electrical layout.
5 . Developer pours electric device pads or footings , i.e. transformers , pull boxes , or
other device , per CSU specs and design .
6 . Developer installs pull boxes per CSU specs and design , Pull boxes provided by
CSU .
7. Final site plan must show all proposed electrical facilities necessary to provide
electrical service , i.e. transformers , pull boxes , or switchgears , all meter locations ,
and conduit routing as designed by CSU .

I just wanted to follow up with our previous conversation regarding the determination that sleep in is subject to greater
NRA requirements as a result of being a part of the larger building plot. What I found was the original plat from 2004
indicating that the sleep in property is part of the building plot for the purposes of signage and buffer requirements .
While NRA didn't exist at the time of the plat, the note is important because it identifies the sleep in property as part of
the building plot. The other piece of information I found was the PAC notes from 2013 that you attended . The notes are
for this property and speak to a potential hotel site . In the NRA section of the notes it states that we informed all who
attended that the property would be required to meet standards for the 50,000 or Greater s.f. section. I have attached
those notes to this email for your convenience . Combining the information I have found, and the definitions stated in
the UDO, it was determined that the Sleep Inn property has been defined as part of the building plot and is required to
me the standards for that plot. I hope this helps. If you need to have any further discussion regarding this I would be

Hi Veronica,
I am following up on our conversation from yesterday. Jason informed today that he spoke with you yesterday
afternoon . I was told that you were asking us to see if we could find any documentation from a meeting you had with
Carol Cotter and Jennifer Paz this past February . We weren 't able to track anything down from that meeting, but upon
further review of the previous PAC notes that were sent to you yesterday, it appears that the 10 foot sidewalk
requirement was only stated the front fac;:ade. To amend the staff comments you received on October 27th, the
requirements that will need to be met for the side fac;:ade oriented towards Graham Road are:
• At least 10% of the first two-stores of the fac;:ade is required brick/stone,
• 2 elements of architectural relief (has recessed entry and wall plane recession),
• no more than 75% stucco, EIFS, or specified concrete product,
• no more than 10% accent colors
Fac;:ade articulation , the 10-foot sidewalk and tree wells are therefore not required on the Graham Road side . I hope this
is helpful to you and eliminates some of the confusion . Should you need anything else, or clarification on any of the

to the reconfiguration of the building for the fire lane.

6. As this property is part of a building plot that exceeds a cumulative square footage of 50 ,000
square feet the following standards are required :
a. There shall be a ten (10) foot sidewalk along the full frontage of any fa9ade facing
public right of way This is required for the front entry fa9ade , and western side facing
Graham Road . Please revise
• Response: A 10-FT sidewalk has been added to the front of the building. The
Graham Road side of the building cannot accommodate a 10-FT sidewalk. This was
discussed with staff and the sire was granted the ability to leave a 6-FT sidewalk
along the Graham Road side.
b. To promote pedestrian connectivity , continue the sidewalk along the front of the building
down to the proposed drive aisle behind the former Popeye 's site .
• Response: The sidewalk has been extended as requested.
7. Please change the existing private road label to ready existing private drive .
• Response: This label has been changed as requested.
8 . Please identify the parking lot lighting on the site plan. Please note that lighting or structure
of any kind cannot be placed within the boundary of the PUE .
Response: The parking lot lighting has been added to the site plan. We have verified
that these structures are not located within the PUE.
9. Please revise building setback lines and labels. Front setback should be 25 feet (label
should be revised and positions such that it starts from the property line}, and the rear
setback should be 15 feet.
· Response: These labels have been revised as noted.
1 O. Rear fire lane note : Revise the plans to clarify if the fire lanes at the rear of the building are
act ing as a hammerhead or looping through the park ing lot.
• Response: The fire lanes in the rear have been more clearly shown and they are now

Response: This note has been added to the general notes as Note #21.
12. Please provide a general note that all signage proposed for the project will be permitted
separately.

13. Provide a general note on the site plan that all roof and ground-mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade . Such screening shall be coordinated with the building architecture and
scale to maintain a unified appearance .

14 . Prov ide a general note on the site plan that states the following : Exterior building and site
lighting will meet the standards of Section 7 .11 of the Unified Development Ordinance . The
light source shall not project below an opaque hous ing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line .
Response: Please see Note#16 in the general notes.
15. Please note that any changes made to the plans that have not been requested by the City of
College Station must be explained in your next transmittal letter and "bubbled " on your
plans .

LANDSCAPING/STREETSCAPING/BUFFER

3 . The following standards are based on the property being located in a building plot of 50 ,000
square feet or greater.
a. The minimum landscape points for a site shall be doubled (two times minimum
landscape points). Therefore , the required landscape points should be 6,228.
b. Tree wells are required along 15% of the linear front of any fac;ade facing a public right-
of-way and must include a minimum of 1 canopy tree for every required 6 feet in length .

To meet this requirement 5 tree wells would need to be placed along the front entry
faced, and 2 tree well on the Western side of the building facing Graham Road . For
additional information on this requirement please see the Unified Development
Ordinance , section 12-7 .10 .E Non Residential Architectural Standards , Additional
Standards for 50,000 S.F. or Greater.
Response: The required points have been increased to 6,228 PTS and tree wells are
now shown along the front fa~ade. As discussed, we will not be required to have tree
wells along the Graham Road side of the building.
4. Please update parking totals on this plan to reflect the revisions requested for the site plan .
Additionally the label on the parking spaces referencing 26 spaces is not correct as there
are 22 spaces shown.
Response: The parking totals have been corrected.
5. Sheet CO 3.0 of the landscape plan seems to be redundant and not needed . Please
remove.
Response: We have changed the name of this plan to site plan and need to keep it
because it contains information required by the hotel franchise.
6. In addition to the comment regarding landscaping points it appears that the point total for
canopy trees is not correct in the table . The current total for canopy trees is 825 . The plan
currently identifies 11 canopy trees on site which at 150 points per tree would have a total of
1,650 points . Please revise the point calculation . Also , please be aware that some trees will
still need to be added as the 1,650 does not meet the 50% minimum points required out of
the total required landscape points .
Response: The point requirements and table have been corrected.
7. Provide a general note stating. "Irrigation system must be protected by either a Pressure
Vacuum Breaker, a Reduced Pressure Principle Back Flow Devise , or a Double-Check Back
Flow Device , and installed as per City Ordinance 2394. All Back Flow devices must be
installed and tested upon installation as per City Ordinance 2394 ."
Response: This note has been provided.
ENGINEERING COMMENTS NO. 1
1. Please provide a Letter of Acknowledgement and NOi.
Response: The Letter of Acknowledgement is attached. An NOi will be provided by
the Contractor when he comes to pull the permit.
2 . Cost Estimate -Please include the sanitary sewer drop manhole and storm sewer junction
box to the estimate .
Response: The sanitary sewer drop manhole and storm sewer junction box have
been added to the cost estimate.
3 . Drainage Report -Please provide hydrographs for the detention pond .
Response: Hydrographs for the detention pond are attached within the revised
drainage report.
4 . Drainage Report -Why wasn't a berm provided with the minimum required freeboard?
Response: During the 100-year storm event, the pond will be completely over topped
because of its relation to the existing BFE of 284.98. A berm would simply increase
the floodplain fill and would have no practical use. A discussion regarding this has
been added to the drainage report.
5 . Drainage Report -Did you analyze the net effects of the cut/fill in the floodplain?
Response: Yes, the cut/fill effects were analyzed in the Compensatory Storage
Section of the Drainage Report. 228.56 CF of fill will be added in the floodplain.
616.01 CF of cut will be removed to create compensatory storage for the fill and
detention of the storm sewer runoff.
6. Sh .2 -Please provide a minimum 15-ft PUE for the proposed waterline . FYl...The PUE for
the waterline should be dedicated prior to issuance of the Letter of Completion .
Response: A 15-FT PUE is now shown and called out as proposed. We will provide a
separate instrument easement for this after the waterline construction is complete.
7 . Sh .2 -Please label all existing easements with volume and page number.
Response: All existing easements are now labeled with volume and page numbers.
8. Sh .2 -Please label this as Grading & Erosion Control Plan .
Response: The title block has been corrected to Grading & Erosion Control Plan.
9 . Sh .2 -It would be helpful if some of the existing contour elevations were labeled .
Response: Existing contour labels have been added.

Response: Inlet protection has been added to the grate inlets.

Response: Yes. Please see the utility sheet for the reducer location.

how they're proposed to be connected .
Response: The meter detail has been added to the utility sheet.
13 . Sh .3 -Show and label the fire line and isolation valve .
Response: An isolation valve has been added at Station 94+35. The Fire line has
been labeled.
14. Sh .3 -Provide details for the proposed sanitary sewer drop manhole and storm sewer
junction box .
Response: The drop manhole detail is located on Sheet 3. The junction box detail
has been added to Sheet 4.
15 . Landscape Plan -Canopy trees should be located at least 20-ft away from public water
lines .
Response: Understood.
FIRE
1. The 27' Aerial Access Easement on the East side of the building does not meet the
requirements of the IFC 2012 . The Aerial Access Easement shall be no closer than 15 ' and
no more than 30 ' from the building in question .
Response: We have adjusted the fire lane to be 13 feet away from the building as
discussed with the Fire Marshall.
2 . The "Fire Pit" shall be approved by the Fire Marshal 's Office prior to construction .
Response: Understood.
ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. SITE PLAN/PLAT: Developer will provide CSU with a digital , AutoCAD dwg format , version
of plat and I or site plan as soon as it is available . Email to : gmartinez@cstx.gov , and
sweido@cstx .gov .
Response: A digital copy has been emailed to Gilbert Martinez.
2 . LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers ,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and , due to clearance requ irements , could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks .
Response: Understood. This information was emailed to Sam and Gilbert on
December 5, 2014 by Veronica Morgan.
3. EASEMENTS: Developer provides temporary blanket easement for construction purposes
and upon completion of project must provide descriptive easements for electric infrastructure
as designed by CSU .
Response: Understood.
4 . If easements are existing , the developer will be responsible for locating easements on site to
insure that electrical infrastructure is installed within easement boundaries.
Response: Understood .
GENERAL ELECTRICAL COMMENTS

RESPONSE: We have moved 4 of these trees, two of which we moved to the end islands of
the parking row and outside of the easement. The 5th tree next to the 2"d driveway is well
away from the waterline as constructed so we left it in place. The other 2 trees were moved
to a) the back near the fire sprinkler riser room & b) in the front at the end island.

RESPONSE: Note #3 has been added to sheet 02 stating that all site grate and area inlets shall
have inlet protection.
2. Sh.2 -It would be helpful to show and label the 100-yr floodplain line and s how more of the creek.
(There's only one exhibit in the drainage report that shows the creek area, but it's not to scale and the
existing contours are not labeled on it.)
RESPONSE: We have expanded our view port as much as possible on sheet 02 without altering
the scale of the drawing so that you can see the topographical information associated with the
creek.
3. Drainage Report -What is the lowest elevation where water will start spilling over into the pond ?
Which storm event does that elevation correspond to? We are concerned that smaller storm events
will be spilling into the pond and hindering the effectiveness of the detention.
RESPONSE: NIA (as discussed).
4. Drainage Report -Since fill is being added in the floodplain, please provide a certification letter
indicating that this development will not flood or negatively impact surrounding properties .
RESPONSE: A certification letter is attached.
5 . Drainage Report -It is typical for detention ponds to be located outside of the floodplain and for
cut/fill mitigation to be handled separately from detention. Please confirm (and/or demonstrate) that
the pond is still mitigating the increased runoff from site development and providing compensatory
storage . It is not clear from the report that both criteria are being satisfied when the base flood
elevation of the creek is taken into account. Please let us know if you would like to meet or have a
conference call to discuss .

The purpose of this letter is to certify that the drainage as designed on the Sleep Inn
Construction Plans dated November 2014 and discussed in the Sleep Inn Drainage Report dated
December 2014 will not adversely impact adjacent properties . We have provided
compensatory storage on the site to account for all fill that we have placed within the 100 year
floodplain and we have provided detention to accommodate our increased runoff.

RE: Traffic Impact Analysis for Sleep Inn Hotel
Dear Danielle,
August 27 , 2014
Per the UDO Section 7 .13 .C.2 , a TIA is required if the proposed development requiring a
site plan, excluding developments located in the zoning classifications of NG-1, NG -2 or
NG -3, is expected to exceed 150 trips in any peak hour. According to the Institute of
Transportation Engineers, Trip Generation Manual, 7th Edition, Volume 2 of 3, the
average trips generated per room by a hotel during the peak AM hour is 0.67 trips/room
and 0.7 trips/room during the peak PM hou r. The peak AM hour range is from 0.35 -
1.1 trips/room, while the peak PM hour range is 0.25 -1.11 t rips/room.
There are 72 rooms proposed for the Sleep Inn hotel, which means the average of trips
generated during the peak AM hour is 48.24 and 50.4 during the peak PM hour. Even if
you calculate, the trip generations with the highest end of the PM peak range there are
only 79 .92 trips/room generated. Given the above mentioned analysis, the number of
trips generated during the AM or PM peak hours does not exceed the 150 threshold;
therefore a TIA is not required for the project.
Please let me know if you need any further information regarding the potential traffic
i mpact.
