After identifying the easement boundaries on the Landscape Plan it appears that there are some conflicts along the existing private drive . There are five canopy trees located within the easement where there is a known water line. Please relocate these trees outside of the easement. 2. Please note that any changes made to the plans that have not been requested by the City of College Station , must be explained in your next transmittal letter. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review . Sh.2 -Please add labels to make it a little clearer that inlet protection is being proposed for the grate inlets . 2 . Sh.2 -It would be helpful to show and label the 100-yr floodplain line and show more of the creek . (There 's only one exhibit in the drainage report that shows the creek area , but it 's not to scale and the existing contours are not labeled on it.) 3. Drainage Report -What is the lowest elevation where water will start spilling over into the pond? Which storm event does that elevation correspond to? We are concerned that smaller storm events will be spilling into the pond and hindering the effectiveness of the detention . 4 . Drainage Report -Since fill is being added in the floodplain , please provide a certification letter indicating that this development will not flood or negatively impact surrounding properties . 5. What I found was the original plat from 2004 indicating that the sleep in property is part of the building plot for the purposes of signage and buffer requirements . While NRA didn't exist at the time of the plat, the note is important because it identifies the sleep in property as part of the building plot. The other piece of information I found was the PAC notes from 2013 that you attended . The notes are for this property and speak to a potential hotel site . In the NRA section of the notes it states that we informed all who attended that the property would be required to meet standards for the 50,000 or Greater s.f. section. I have attached those notes to this email for your convenience . Combining the information I have found, and the definitions stated in the UDO, it was determined that the Sleep Inn property has been defined as part of the building plot and is required to me the standards for that plot. To amend the staff comments you received on October 27th, the requirements that will need to be met for the side fac;:ade oriented towards Graham Road are: • At least 10% of the first two-stores of the fac;:ade is required brick/stone, • 2 elements of architectural relief (has recessed entry and wall plane recession), • no more than 75% stucco, EIFS, or specified concrete product, • no more than 10% accent colors Fac;:ade articulation , the 10-foot sidewalk and tree wells are therefore not required on the Graham Road side . Sheet CO 3.0 of the landscape plan seems to be redundant and not needed . Please remove. Response: We have changed the name of this plan to site plan and need to keep it because it contains information required by the hotel franchise. 6. In addition to the comment regarding landscaping points it appears that the point total for canopy trees is not correct in the table . The current total for canopy trees is 825 . The plan currently identifies 11 canopy trees on site which at 150 points per tree would have a total of 1,650 points . Please revise the point calculation . Also , please be aware that some trees will still need to be added as the 1,650 does not meet the 50% minimum points required out of the total required landscape points . Response: The point requirements and table have been corrected. 7. Provide a general note stating. "Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Devise , or a Double-Check Back Flow Device , and installed as per City Ordinance 2394. Response: During the 100-year storm event, the pond will be completely over topped because of its relation to the existing BFE of 284.98. A berm would simply increase the floodplain fill and would have no practical use. A discussion regarding this has been added to the drainage report. 5 . Drainage Report -Did you analyze the net effects of the cut/fill in the floodplain? Response: Yes, the cut/fill effects were analyzed in the Compensatory Storage Section of the Drainage Report. 228.56 CF of fill will be added in the floodplain. 616.01 CF of cut will be removed to create compensatory storage for the fill and detention of the storm sewer runoff. 6. The 27' Aerial Access Easement on the East side of the building does not meet the requirements of the IFC 2012 . Box 9960 College Station, Texas 77840 MORGAN RE: Traffic Impact Analysis for Sleep Inn Hotel Dear Danielle, August 27 , 2014 Per the UDO Section 7 .13 .C.2 , a TIA is required if the proposed development requiring a site plan, excluding developments located in the zoning classifications of NG-1, NG -2 or NG -3, is expected to exceed 150 trips in any peak hour. According to the Institute of Transportation Engineers, Trip Generation Manual, 7th Edition, Volume 2 of 3, the average trips generated per room by a hotel during the peak AM hour is 0.67 trips/room and 0.7 trips/room during the peak PM hou r. The peak AM hour range is from 0.35 - 1.1 trips/room, while the peak PM hour range is 0.25 -1.11 t rips/room. There are 72 rooms proposed for the Sleep Inn hotel, which means the average of trips generated during the peak AM hour is 48.24 and 50.4 during the peak PM hour. Even if you calculate, the trip generations with the highest end of the PM peak range there are only 79 .92 trips/room generated. Given the above mentioned analysis, the number of trips generated during the AM or PM peak hours does not exceed the 150 threshold; therefore a TIA is not required for the project.
