CERTIFICATIONS REQUIRED FOR ALL DEVELOPMENT
Owner Certification:
1. No work of any kind may start until a permit is issued.
2. The permit may be revoked if any false statements are made herein.
3 . If revoked, all work must cease until permit is re-issued.
4. Development shall not be used or occupied until a Certificate of Occupancy is issued.
5. The permit will expire if no significant work is progressing within 24 months of issuance.
6. Other permits may be required to fulfi.11 local, state, and federal requirements. Owner will obtain or show
compliance with all necessary State and Federal Permits prior to construction induding NOi and SWPPP.
7. If required, Elevation Certificates wiii be provided with elevations certified during construction (forms at slab pre-
pour) and post construction.
8. Owner hereby gives consent to City representatives to make reasonable inspections required to verify
compliance .
9 . If, stonnwater mitigation is required, including detention ponds proposed as part of this project, it shall be
designed and constructed first in the construction sequence of the project.

to insure that all debris from construction, erosion , and sedimentation shall not be deposited in city streets, or
existing drainage facilities. All development shall be in accordance with the plans and specifications submitted to
and approved by the City Engineer for the above named project. All of the applicable codes and ordinances of the
City of College Station shall apply.

. Provide a detailed explanation of the proposed use including hours of operation, anticipated
traffic, total building capacity, number of employees, number of students, number of children,
ages of children, etc., as applicable.
The applicant is requesting approval of a conditional use permit to allow the operation of a
hookah lounge on the subject property. The applicant would be a tenant of an already existing
building and commercial development space (Park Place Plaza). The space will be approximately
2300 square feet. The hours of operation will be from noon to midnight on Sundays through
Thursdays and from noon until 2 a.m. on Fridays and Saturdays . The applicant anticipates that there
will be 3 initial employees . The applicant does not anticipate that there will be a significant increase
in traffic in the area due to the presence of the proposed business . There will be no sales of alcoholic
beverages on the premises. No one under the age of 18 will be admitted onto the premises of the
business.

minimum standards established by the UDO. Parking, landscapi~, and screening of offensive areas
has already been developed.
3. Explain how the proposed use is consistent with Comprehensive Plan.
The Comprehensive Plan designates the area as "urban." A hookah lounge at this location
will not impact rural areas or harm places with a unique character and identity. The location has
been vacant for some time. A hookah lounge furthers the purpose of developing the location with
a general commercial use rather than continuing the long-term vacancy of the location .

provides a service that is not currently being met in that area.

facilities, electrical, water, sewer systems, or public services such as police and fire protection .
There will be no additional impact concerning erosion, flood , water damage, fire, or other hazards.

provide services.
7. Explain the effects of the use will have on the environment.

2. The proposed use shall be consistent with the development policies and goals and
objectives as embodied in the Comprehensive Plan for development in the City.
The subject tract is shown on the Comprehensive Plan Future Land Use and Character Map
as Urban which allows for general commercial uses .
3. The proposed use shall not be detrimental to the health, welfare, or safety of the
surrounding neighborhood or its occupants, not be substantially or permanently
injurious to neighboring property. The approximate distance to the nearest church is 400
feet , child care facility is 300 feet , and residential property is 300 feet us ing shortest
distance . The applicant estimates that the noise levels will be between 30 and 45 d.b.a as
heard from all property lines which meets the code limits of 55 -65 d .b.a . The hours of
operations w ill be from noon to midnight on Sunday through Thursday and noon to 2 a.m .
on Friday and Saturday . The applicant ant icipates there will be 3 initial employees . There
will be no sales of alcoholic beverages and no one under the age of 18 will be adm itted .
4. The proposed site plan and circulation plan shall be harmonious with the character
of the surrounding area. The applicant will go into an existing lease space . The building
fac;ade and s ite will not be altered .
5. The proposed use shall not negatively impact existing uses in the area or in the City
through impacts on public infrastructure such as roads, parking facilities, electrical,
or water and sewer systems, or on public services such as police and fire protection,
solid waste collection, or the ability of existing infrastructure and services to
adequately provide services. This use will not negatively impact public infrastructure or
serv ices beyond what is expected in GC General Commercial. The shopping plaza is still
under the allowable percentage of intense commercial uses .
6. The proposed use shall not negatively impact existing uses in the area or in the City.

The College Station City Council will hold a public hearing to consider a
CONDITIONAL USE PERMIT for a Night Club/Bar/Tavern, more
specifically a hookah lounge located at 2501 Texas Avenue South C-
107.
The hearing will be held in the Council Chambers of the College Station
City Hall, 1101 Texas Avenue at the 7:00 p.m. meeting of the Council
on Monday, November 24, 2013. For additional information please
contact Jessica Bullock, the Project Manager, at 979. 764.3570.
Any request for sign interpretive services for the hearing impaired
must be made 48 hours before the meeting. To make arrangements
