CERTIFICATIONS REQUIRED FOR ALL DEVELOPMENT
Owner Certification:
1. No work of any kind may start until a permit is issued .
2. The permit may be revoked if any false statements are made herein.
3. If revoked , all work must cease until permit is re-issued .
4 . Development shall not be used or occupied until a Certificate of Occupancy is issued.
5. The permit will expire if no significant work is progressing within 24 months of issuance.
6. Other permits may be required to fulfill local, state , and federal requirements . Owner will obtain or show
compliance with all necessary State and Federal Permits prior to construction including NOi and SWPPP .
7. If required , Elevation Certificates will be provided with elevations certified during construction (forms at slab pre-
pour) and post construction .
8. Owner hereby gives consent to City representatives to make reasonable inspections required to verify

9. If, stormwater mitigation is required, including detention ponds proposed as part of this project, it shall be

10 . In accordance with Chapter 13 of the Code of Ordinances of the City of College Station , measures shall be taken
to insure that all debris from construction , erosion , and sedimentation shall not be deposited in city streets , or
existing drainage facilities . All development shall be in accordance with the plans and specifications submitted to
and approved by the City Engineer for the above named project. All of the applicable codes and ordinances of the
City of College Station shall apply.
11 . The information and conclusions contained in the attached plans and supporting documents will comply with the
current requirements of the City of College Station , Texas City Code, Chapter 13 and associated BCS Unified
Design Guidelines Technical Specifications , and Standard Details . All development has been designed in

'Fire Protection
~ Show fire lanes . Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a
public street or highway .
~ Show proposed and existing fire hydrants . Fire hydrants must be located on the same side of a major street as a
project, and shall be in a location approved by the City Engineer. Any structure in any zoning district other than R-1 ,
R-1A, or R-2 must be w ithin 300 feet of a fire hydrant as measured along a public street, highway or designated fire
lane .
NOTE: Fire hydrants must be operable and accepted by the City , and drives must have an all weather surface before a
building perm it can be issued .

(SWP3) will be kept and maintained on-site during construction as per TPDES permitting requirements . If it is
determined that the prescribed erosion control measures are ineffective to retain all sediment on-site , it is the
Contractor's responsibility to implement measures that will meet City , State, and Federal requirements.
7. All disturbed areas will be re-vegetated prior to Letter of Completion or Certificate of Occupancy .
8. All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with the
Landscaping and Tree Protection Section of the City's Unified Development Ordinance , prior to any operations of this
permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited . The disposal of any waste material such as, but not limited to , paint, oil ,
solvents , asphalt, concrete , mortar, or other harmful liquids or materials within the drip line of any tree required to
remain is also prohibited .
9. All construction shall be in accordance with the stamped approved plans and specifications for the above-named
project and all of the codes and ordinances of the City of College Station, as well as State and Federal Regulations
that apply . Only those deviations from BCS Unified Design Guidelines , Specifications and Details specifically
requested and approved will be allowed .

RE: Case# 14-00900197: Aggieland Express Carwash Site Plan Revised Submittal
Mr. Cuaron:
Attached are the requested copies of the Site Plan for Aggie land Express Carwash. These plans have
been revised to reflect the requested alterations received on September 2, 2014 and are now
resubmitted for review and approval. Below is a description of the revisions made for this submittal:
Planning:
• All structural calculations and drawings are a part of the building permit process . These
items will be submitted with the Architectural Building Plans which are to follow .
• One ADA van accessible parking space bas been added .
• All parking and drive isles for this site are in excess of the UDO requirements , i.e . 14 ' wide
parking stalls and 27' wide drive isle .
• As we discussed, back of curb measurements are industry standards.
• Parking analysis has been revised as requested.
Landscaping:
• Additional screening bas been added to the transformer.
Engineering:
• Existing and proposed contour labels have been added.
• Water services have been relocated as requested.
• One ADA van accessible parking space has been added.
• The location and size of the grit traps have been shown on sheet C2. This facility will be
using an extensive RO and reclamation system to reduce and reuse water and the grit traps
are a part of that system. Additional design information will be included with Architectural
Building Plans, which are to follow.

• All backflow prevention devices will be a part of the water system noted above . Additional
design information along with locations will be included with the Architectural Building
Plans , which are to follow.
• The drainage channel/swell for the Green Prairie frontage has been changed to concrete as
requested.
• Additional grading for the drainage channel/swell for the W.D . 40 frontage has been added as
requested to insure discharge will continue to the creek.
• As noted in our phone conversation , that flow of water in this area is less than 1.5" in depth
for the 1 OOyr storm event.
• As noted in our phone conversation, there is a 1.5% cross slope to this drive to divert the flow
of storm water away from the tunnel entrance and the proposed curbs shown on sheet C3
which were originally intended but were left of the plans. No rip-rap or other channel lining
will be necessary as there is a minimal discharge of storm water.
• Standard detail sheets Wl, W2, Sl, and S2 have been added to the plan set as requested.
• As noted in our phone conversation , the flow into the manhole has been adjusted to insure a
less than 2 ' drop and the stack within the clean out of the service adjusted as well.
• Traffic control note #2 has been added to sheet CS to help show that we are following
TxDOT's general detail TCPl-lA and the detail has been amended to show that the 240 '
spacing is measured from the channeling devices along the work area, as shown in TCPl-lA.
• The channeling devices on the opposite side of the road have been removed .
Electrical :
• AutoCAD file has been emailed as requested.
• The temporary fire lane turn-around has been added to sheet C2 as discussed in our phone
conversation and Construction Note #20 added as well.
• Construction Note #19 shows that a kno x box is required.

Fire Protection
[8J Show fire lanes. Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a
public street or highway.

ENGINEERING COMMENTS NO. 2
1. Please relocate the water meters within the PUE, and not on top of the PUE. Also please
make sure that the outfall of the proposed rip rap has adequate grading away from the
meters .
2. Also please remove the waterline shown on plan that is connecting the existing Fire Hydrant
on Greens Prairie Road to the line on William D Fitch since this line does not exist. The
existing Fire Hydrant is connected to Wellborn and it should be running south along Greens
Prairie rd.
3. Please design the discharge of the concrete flume in an acute angle towards the existing
drainage ditch to minimize erosion . The current design is showing a perpendicular discharge
to the ditch.
4. Please provide the calculation that determined the flow of water being 1.5" in depth for a 100
year storm event.
5. Please clarify the "1.5" depth area" since after looking at it closer , it seems that the concrete
flume area is actually collecting half of the runoff of the developed property .
6. FYI due to the runoff through the graded sidewalk island, the sidewalk may become slimy
and slip hazard .
7. Please provide a drawing of the fire lane layout once the turnaround goes away and the lot
develops.

ENGINEERING COMMENTS NO. 1
1. Please label existing and proposed contour elevation for Grading plan.
2. Proposed water service and irrigation meter shall be within the P.U.E ., or dedicate
additional P.U.E. Please note that we don 't want the meters in the pavement.
3. It seems that your provided parking are the Vacuum stalls . Therefore , one parking lot
(Vacuum stall) shall be for handicapped and be designed accordance Texas
Architectural Barriers Act (TABA).
4 . Provide a Grit trap for the car wash and show the general location of it such as a labeled
rectangle. Please make sure that Grit trap design meets College Station , Texas -Code
of Ordinance , Chapter 11 Section 6 . Also add a note on the site plan stating that it meets
the requirements .
5. FYI an additional backflow valve for the water line is going to be required to be place
prior to the connection of the car wash equipment. This needs to be shown on the site
plan if it 's not shown on the plumbing plans .
6 . The proposed Rip Rap apron discharging to the street and sidewalk is not going to work .
Provide an inlet with a storm drain pipe connecting to the existing storm drain inlet on
Greens Prairie Road W . Include detail S3-01 from B/CS guidelines and indicate
connection to storm inlet box will be per detail S3-01 .
7. The proposed Rip Rap apron on the north side of the car wash is going to require a
swale leading the runoff from the Rip Rap discharge to the floodplain to prevent the point
discharge flowing to the adjacent properties .
8 . Please provide adequate grading at the drive entrance of the car wash in such a way
that the runoff does not enter the car wash facility leading into the sewer lines.
9. Please re-grade the surrounding area of the sidewalk island at the southern property in
such a way that the runoff is not running through the sidewalk .
10 . Is there a particular reason why the proposed cleanout is showing a 10 foot drop on the
Utility plan?
11 . On Utility Note# 11 , please specify B/CS Unified Design Details and provide.
12 . The 6" Sewer line connecting to the existing Manhole is going to need a drop connection
due to the drop being greater than 2 feet.
13. Please move Road Work ahead further for advance notice.
14 . Why are there channelizing devices on the opposite side?

AGGIELAND CARWASH
ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. SITE PLAN/PLAT: Developer will provide CSU with a digital , AutoCAD dwg format, version
of plat and I or site plan as soon as it is available . Email to : ehorton@cstx.gov
2 . LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers ,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements , could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks.
3. EASEMENTS: All easements on site are existing . Electric facilities will be designed within
existing easements .
4 . EASEMENTS: Developer provides descriptive easements for electric infrastructure as
designed by CSU , as shown on plat or site plan .
5. If easements are existing , the developer will be responsible for locating easements on site to
insure that electrical infrastructure is installed within easement boundaries .
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design .
2. CSU will provide drawings for electrical installation .
3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser.
4 . Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required .
5. If conduit does not exist at designated transformer or other existing devices , developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings , i.e . transformers, pull boxes , or other
device , per CSU specs and design .
7 . Developer installs pull boxes and secondary pedestals per CSU specs and design , Pull
boxes and secondary pedestals provided by CSU .
8. Final site plan must show all proposed electrical facilities necessary to provide electrical
service , i.e . transformers , pull boxes , or switchgears , all meter locations, and conduit routing
as designed by CSU .

1) The building will require a Fire Lane . The needed Fire Lane appears to be longer than 100 '.
If a Fire Lane is longer than 100 ' a Turn-a-round is required . International Fire Code 2012
Section "D ". Although Greens Prairie road is close to the building the Fire Department will
not stop and block this road . The Turn -a-round requirement is listed in the IFC 2012 Section
"D" 103 .1

Contractor's responsibility to implement measures that will meet City, State , and Federal requirements .
7. All disturbed areas will be re-vegetated prior to Letter of Completion or Certificate of Occupancy .
8 . All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with the
Landscaping and Tree Protection Section of the City's Unified Development Ordinance, prior to any operations of this
permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited . The disposal of any waste material such as, but not limited to, paint, oil,
solvents, asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to
remain is also prohibited.
9 . All construction shall be in accordance with the stamped approved plans and specifications for the above-named
project and all of the codes and ordinances of the City of College Station, as well as State and Federal Regulations

RE: Drainage Letter -Aggieland Express Carwash at Castlegate Plaza
Mrs . Cotter:
This letter is to certify that the project knows as Aggieland Express Carwash at Castlegate Plaza is being
developed in compliance the Walter P. Moore LOMR for the Tower Point Area This site meets the
impervious cover and storm flow assumptions used in the report analysis . In addition, the proposed
improvements will not obstruct or divert storm water flows form adjacent properties or alter the storm
water carrying capacity of the State Highway 40 drainage ditch. All drainage features for this
development have been designed in accordance with the applicable provisions of the BCS Design
Guidelines.
This letter only addresses the proposed deve lopment as shown in the site plans designed and developed by
J4 Engineering and submitted this date for review by the City. Any alterations or changes to these plans ,
both now or by future redevelopment, will void this letter and require another review of the altered storm
water runoff patterns to ensure there are no adverse effects . In addition, any future development or
redevelopment will need to evaluate the site assuming a completely undeveloped tract.
