CERTIFICATIONS REQUIRED FOR ALL DEVELOPMENT
Owner Certification:
1. No work of any kind may start until a permit is issued .
2. The permit may be revoked if any false statements are made herein .
3 . If revoked , all work must cease until permit is re-issued .
4 . Development shall not be used or occupied until a Certificate of Occupancy is issued .
5 . The permit will expire if no significant work is progressing within 24 months of issuance .
6 . Other permits may be required to fulfill local , state , and federal requirements . Owner will obtain or show

Fire Protection
C8J Show fire lanes . Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a
public street or highway .
[g] Show proposed and existing fire hydrants. Fire hydrants must be located on the same side of a major street as a
project, and shall be in a location approved by the City Engineer. Any structure in any zoning district other than R-1,
R-1A , or R-2 must be within 300 feet of a fire hydrant as measured along a public street , highway or designated fire

NOTE: Fire hydrants must be operable and accepted by the City , and drives must have an all weather surface before a
building permit can be issued.

GENERAL DESCRIPTION AND LOCATION
This project consists of the development of a vacant lot on the north bound SH 6 Frontage Road in College
Station, TX. This GC zoned site project will include the construction of a Commercial mixed use building,
sitework, utilities and other infrastructure .
The development includes Part of Lot 1, Block 1 of the Cooper's Subdivision on the north bound SH 6
Frontage Road. The project lot is located at northwest of the intersection of Barron Road and SH 6.

Floodplain: None of the development lies within the floodplain.
HYDROLOGIC CHARACTERISTICS
The pre-development condition of the land was undeveloped lot. Exhibits A-E show the pre-development
and post development drainage areas and the runoff flow direction.
GENERALSTORMWATERPLAN
The drainage plan for this development will involve the installation of an onsite detention facility . A
priv ate storm sewer system with an inlet connected to a detention pond on the north side of the lot will
provide the detention storage. The storm runoff will collect in the parking area & drainage areas around the
building and flow into the detention facility through the inlet. The detention facility will capture the
proposed storm water runoff and convey it through the outfall structures discharging to the right side of the
lot near the rear in a manner similar to the existing runoff flow . A small portion of the site will discharge
offsite without being detained, but the combined outflow of the detention pond discharge and undetained
will capture the proposed storm runoff and discharge at a rate equal to or less than the existing design

improvements. There are no negative impacts to the downstream property as the proposed storm water
runoff will be discharged in a manner similar to and at a rate equal to or less than the existing flows.
The upstream offsite stormwater runoff will be conveyed through the site and will not be routed through the
detention pond. The offsite stormwater will be conveyed through a series of storm sewer pipes and will be
discharged at an existing low point near the rear right side of the lot, similar to the existing conditions.
COORDINATION & STORMWATER PERMITTING
The project .will require a Site Notice be prepared to comply with the Texas Commission for Environmental
Quality storm water permitting for the construction site. No other permits are anticipated for this project.

General Information : Stormwater runoff from the development will be collected and routed through
the detention facility discharging at the rear right si de of the lot. Small portions
of the site will discharge directly offsite.
The runoff enters the detention pond from the parking lot through an inlet and
curb openings in the parking area. The roof drainage may be piped directly into
the detention facility or discharged into the parking lot and then into the storm
sewer system.

The software was used to compute the pond storage and discharge data and the
pre and post-development peak runoffs and the routing of the flow through the
detention pond.
The data presented in the Appendices and in the following tables indicates the
detention pond sizing and discharges are in accordance with the requirements of
the design guidelines .
The velocity of flow at the curb openings is less than 3.25 fUs for the 100 yr
storm.
The post-development drainage areas are shown on Exhibits D & E. The design
data and descriptions of the detention facility outlet structures and discharges are
found in Appendix C . Exhibit E shows the drainage improvements. The post
development peak outflow will be less than or equal to the pre-developed
condition.
Sedimentation in the detention facility is not likely due to the small drainage
areas that are mostly paved areas and the use of a concrete flume in the
detention pond. However, the pond volume was analyzed at 90% of the total
volume.
The peak flow out of the detention ponds were determined by a Storage Routing
Analysis based on the Continuity Equation as follows: (Il +12)+((2sl/dt)-
01)=((2s2/dt)=02). The time interval, dt, used was 1 minute. The calculations
and results of the Storage Routing Analysis were used to generate hydrograph
peak flows and graphs for the pre and post development conditions. A summary
of the pre and post development runoff information from the site is shown in
Table 2 .
The detention pond discharges at the rear of the lot are similar to existing
conditions.

less than the allowable peak outflow for each design storm event. Additionally,
Table 3 presents the maximu m water surface and the amount of freeboard for
the Detention Facility. The peak flow out of the detention Facility and the
maximum water surface was determined by the Storage Routing Analysis.

The detention facility is controlled by an outlet structure with a 6" x 3" slot on
the front of the structure with an 8" outfall pipe & two 24" grate inlet. The pond
overflow spillway will be a trapezoidal weir with a crest length of 1 O'. The
outfall discharges to the rear right side of the lot similar to the existing
conditions. If the pond outlet clogs , the water will pond in the low areas of the
parking lot and detention pond. The water elevation in the pond during the
clogged condition is 275.30'. The velocity for the water flowing over the
spillway in the clogged condition is less than 2 ft/s. Due to the limited use of
this spillway grass lining should be sufficient.

Fire Protection
~ Show fire lanes. Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a
public street or highway .

project , and shall be in a location approved by the City Engineer. Any structure in any zoning district other than R-1,

1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format ,
version of plat and I or site plan as soon as it is available. Email to :

2 . LOAD DATA: The developer will provide load data to CSU as soon as it is available .
This information is critical for CSU to accurately determine the size and number of
transformers , and other equipment, required to provide service to the project. Failure
to provide load data will result in construction delays and, due to clearance
requirements , could affect the final building footprint. Delivery time for transformers
and other equipment not in stock is approximate 26 weeks.
3. EASEMENTS: Developer provides temporary blanket easement for construction
purposes and upon completion of project must provide descriptive easements for
electric infrastructure as designed by CSU .

1. (Repeat) Drainage -Although the City has reservations about the absence of an offsite
drainage easement, we will issue a Development Permit based on your engineering seal
and judgment with your certification of no negative impacts utilizing detention , returning to
sheet flow , etc . It is recommended that you should monitor the performance of the drainage
system and modify if deemed necessary, as any future concerns from downstream
properties will need to be addressed privately between design engineer, developer and
property owner. With previous projects that have been allowed to proceed without an
offsite drainage easement, a signed & sealed letter from the design engineer with a
certification of no negative impacts utilizing detention, returning to sheet flow, etc.

1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format,
version of plat and I or site plan as soon as it is available. Email to: ehorton@cstx.gov

2. LOAD DATA: The developer will provide load data to CSU as soon as it is available.
This information is critical for CSU to accurately determine the size and number of
transformers, and other equipment, required to provide service to the project. Failure
to provide load data will result in construction delays and, due to clearance
requirements, could affect the final building footprint. Delivery time for transformers
and other equipment not in stock is approximate 26 weeks.
3. EASEMENTS: Developer provides temporary blanket easement for construction
purposes and upon completion of project must provide descriptive easements for
electric infrastructure as designed by CSU.
4. EASEMENTS: All easements on site are existing. Electric facilities will be designed
within existing easements.

If the intended use for the drive-thru is a restaurant , please show the location of the
menu/order board. The menu/order board will be located at the drive thru window.
The proposed size of the dumpster pad would allow for two 4 or 8 cubic yard containers.
If this is the desire for the site , a front-end loader sanitation truck will be able to
accommodate pick-up. The intent was for a front-end loader sanitation truck to
serve this site.
~A note mentions roll-out trash cans. If this is the ultimate plan for the site, Sanitation will \J require that the cans be rolled out to the roadway. If you have any questions, please
contact Wally Urruita at 979 .764 .3841. Note #16 has been removed.
4. Please note that any changes made to the plans that have not been requested by the
City of College Station must be explained in your next transmittal letter and "bubbled " on
your plans . Any additional changes on these plans that the City has not be made of
aware of will constitute a completely new review.
The site plan has been revised to move the detention pond to the rear of the lot. A
revised drainage report is attached.

Please include on the landscape plan that each cane of the crepe myrtles will measure
o be a 1.25 " caliper. The landscape plan has been revised to show "each cane" of
the crepe myrtles to be 1.25" caliper.

1. The 25-ft Cross Access Easement needs to be dedicated prior to site plan approval.

2. C2 -Should there need to be a handrail or guardrail at the top of the retaining wall? The
site has been revised to do away with the retaining wall.
3 . C4 -Shouldn 't there be a junction box in the parking to clean out the bypass culverts?
Two junction boxes have been added to the bypass culverts.
4. C4 -Please add inlet protection at the grate inlets within the parking lot. Inlet
protection has been added to the grate inlets.
5. C4 -Label the significant flowlines of the pilot channel and grades in the detention pond.
Pilot channel grades have been added to the drainage sheet to match grading plan
and the detention pond has been revised.
6. C5 -Provide a plan and profile for the public waterline including the fire hydrant. The
public waterline has been profiled.
7. C5 -FYI ... It is preferred to connect to t he existing sanitary sewer line at a manhole .

8. L 1 -Please move the live oaks at least 10-ft from the waterl i ne. The live oaks have
been relocated.
9. Drainage -Although the City has reservations about the absence of an offsite drainage
easement, we will issue a Development Permit based on your engineering seal and
j udgment with your certification of no negative impacts utilizing detention, returning to
s heet flow , etc. It is recommended that you should monitor the performance of the
drainage system and modify if deemed necessary , as any future concerns from
downstream properties will need to be addressed privately between design engineer ,
developer and property owner. Noted a statement has been added to the Drainage
Report.
10 . FYI ... A TCEQ Site Notice is required for this site . Noted.
11 . FYI ... Reta ining walls 24-inches and higher require building permits. The site has been
revised to do away with the retaining walls.

information has been added to the permit.
2. Also , you may want to clarify that the existing driveway located 251 ' from the proposed
driveway, is not an improved driveway. The existing driveway has been labeled on
the TxDOT sheet.
3. The proposed TIA analysis should not utilize trip generation for zoning . Please use the
ITE Trip Generation Manual for the proposed uses. Please show the square footage of
each proposed use on the site plan . Any drive thru will need to be lim ited in size based
on what is assumed for the TIA calculat ions . Attached are trip generation counts
based on the /TE Trip Generation Manual and square footages have been added to
the site plan.
