CONDITIONS:
1. No work beyond limits covered in permit is authorized .
2. The permit may be revoked if any false statements are made herein . If revoked , all work must cease until permit is re-
issued .
3. The perm it wil l expire if no significant work is progressing within 24 months of issuance .
4 . Other perm its may have been required to fulfill local , state and federal requirements . Construction w ill be in
compliance with all necessary State and Federal Permits .
5. Stormwater mitigation , including detention ponds will be constructed first in the construction sequence of the project.
6. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station , measures shall be taken to
insure that all debris from construction , erosion , and sedimentation shall not be deposited in city streets , or existing
drainage facilities . Construction Site Notice or Notice of Intent (NOi) along with Stormwater Pollution Prevention Plan
(SWP3) will be kept and maintained on-site during construction as per TPDES permitting requirements . If it is
determined that the prescribed erosion control measures are ineffective to retain all sediment on-site , it is the
Contractor's responsibility to implement measures that will meet City , State , and Federal requirements .
7. All disturbed areas will be re-vegetated prior to Letter of Completion or Certificate of Occupancy .
8. All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with the
Landscaping and Tree Protection Section of the City's Unified Development Ordinance , prior to any operations of this
permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited . The disposal of any waste material such as , but not limited to , paint , oil ,
solvents , asphalt , concrete , mortar, or other harmful liquids or materials within the drip line of any tree required to
remain is also prohibited.
9. All construction shall be in accordance with the stamped approved plans and specifications for the above-named
project and all of the codes and ordinances of the City of College Station , as well as State and Federa l Regulations
that apply . Only those deviations from BCS Unified Design Guidelines , Specifications and Details specifically
requested and approved will be allowed .

7. If required , Elevation Certificates will be provided with elevations certified during construction (forms at slab pre-
pour) and post construction.

compliance.
9. If, stormwater mitigation is required, including detention ponds proposed as part of this project , it shall be
designed and constructed first in the construction sequence of the project.
10 . In accordance with Chapter 13 of the Code of Ordinances of the City of College Station , measures shall be taken

Design Guidelines Technical Specifications , and Standard Details . All development has been designed in
accordance with all applicable codes and ordinances of the City of College Station and State and Federal
Regulations .

General Information and Background
In December 2013 , the City of College Station retained Civil Engineering Consultants to prepare
plans and specifications for the 2014 CDBG Sidewalk Project. Part of the scope of that project
included the replacement of the storm drain culvert on Dominik Drive near its intersection with
Puryear Drive. The size of this replacement culvert was shown to be a 4 'x 3 ' reinforced concrete
box culvert in preliminary cost estimates. It was later determined that this size was an estimate only
and that an analysis was needed to determine the appropriate size. A change order to the project
was issued to conduct this analysis and make a recommendation on the size of this culvert based on
current design guidelines. The report that follows is a summary of that analysis .
Drainage Basis Hydraulic and Hydrologic Characteristics
The drainage basin for the Dominik Drive culvert is shown on Exhibit A. It is located north of Dominik
Drive in the portion of College Station known as College Hills Estates in the Eastgate area. It encompasses
an area of 87.5 acres. The entire basin has been fully developed for decades as a low density , single-family
residential area . It includes a linear park known as Thomas Park in the center along the drainage channel.
The basin is drained by a tributary of Wolf Pen Creek that crosses Dominik Drive near Puryear Drive . The
existing culvert is a 66" RCP .

Culvert Size Calculation
The culvert size was computed using the Culvert Calculator option in AutoCAD 2009 w/ Land Desktop
Companion Culvert Calculator. The results are shown in Exhibit C. The result is 2-66 " RCP culverts
which allow the 100 year runoff to pass without overtopping the roadway. With this culvert design, water
will rise to within about 5" of the centerline elevation, but still allow traffic to pass along the middle of the
street. Notice on Exhibit C that the computed velocity of water leaving the pipe exceeds 20 ft/sec.

Conclusion and Recommendation
From the analysis described above, we conclude that the minimum culvert design required for the Dominik
Drive crossing to meet current city standards is two 66" RCP pipes. While this design is able to pass the
volume of water coming to it without overtopping the roadway, it yields a velocity in excess of 20 ft/sec
which requires energy dissipation devices and erosion protection immediately downstream of the culvert.
Larger culvert sizes could be considered to reduce the velocity coming out of the pipes.
At the same time that this analysis was being prepared, the Public Works Department of the City of
College Station conducted a review of flooding reports in the drainage basin upstream of this crossing .
That review found no reports of significant flooding in this area. Since this area is fully developed and
redevelopment to a higher density is unlikely, we conclude that the existing culvert is functioning
adequately and with proper maintenance will likely continue to do so for the foreseeable future . Adding a
second pipe to the existing structure would provide little or no additional benefit for the cost associated
with its construction.
The recommendation from this analysis is to not add the second 66" RCP, but instead replace the headwall
structure on the downstream side of the crossing and replace it with one that accommodates the 6' sidewalk
being planned on that side of the street. The addition of channel lining and erosion protection immediately
downstream of the culvert is also recommended.
