1. No work of any kind may start unti l a permit is issued .
2 . The permit may be revoked if any false statements are made herein .
3 . If revoked , all work must cease until permit is re-issued .
4. Development shall not be used or occupied until a Certificate of Occupancy is issued .
5. The permit will expire if no significant work is progressing within 24 months of issuance.
6 . Other permits may be required to fulfill local , state , and federal requirements. Owner will obtain or show
compliance with all necessary State and Federal Permits prior to construction including NOi and SWPPP .
7 . If required , Elevation Certificates will be provided with elevations certified during construction (forms at slab pre-

See below for outstanding planning items regarding the CO request.
Before a temp CO can be issued the following will need to be done,
1. Canopies and pilasters need to be added. Complete.
2. The end island along the building, at the end of the parking row, will need to be 180
square feet minimum. Still ongoing and actually trying to find someone capable of
completing the task. Its a small job, and I'm having a hard time getting someone
there. Can I bond out of this until its finalized?
3. Buffer plantings in the rear of building need to be installed. Complete
4. Buffer shrubs along the east boundary should be a minimum 3 feet tall. Also the
number of shrubs required has not been provided and will need to be
installed. Complete .... but. In full disclosure there are still a few short ones. Are
you able to come out and verify , and if we still have a few that our short, we can
mark them and by the 7 gallon variety to replace them. We will then replant the
shorties until we're ready to build on a follow on phase and then install them as
appropriate.

determined that the prescribed erosion control measures are ineffective to retain all sediment on-site , it is the
Contractor's responsibility to implement measures that will meet City , State, and Federal requirements .
9. All disturbed areas will be re-vegetated prior to Letter of Completion or Certificate of Occupancy .
10 . All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with the
Landscaping and Tree Protection Section of the City's Unified Development Ordinance , prior to any operations of this
permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited. The disposal of any waste material such as , but not limited to , paint , oil,
solvents , asphalt, concrete , mortar, or other harmful liquids or materials within the drip line of any tree required to
remain is also prohibited .
11 . All construction shall be in accordance with the stamped approved plans and specifications for the above-named
project and all of the codes and ordinances of the City of College Station , as well as State and Federal Regulations
that apply . Only those deviations from BCS Unified Design Guidelines , Specifications and Details specifically

This project consists of the development of Wellborn Business Park Phases 1-5 in Brazos County. Phases
1-5 are commercial developments , which will include the construction ofsitework, utilities and other
infrastructure.
This project is located at 3808 McCullough Road, which is approximately 0.22 miles east of FM 2154
along the south side of McCullough Road.

HYDROLOGIC CHARACTERISTICS
The pre-development condition of the land is pasture. Exhibit A shows the pre-development topography
and the runoff flow direction.
GENERALSTORMWATERPLAN
The drainage plan for this development will involve the installation of a diversion channel for offsite runoff
and two onsite detention ponds. The diversion channel will collect and transmit the runoff, from the offsite
drainage area and a small portion of the onsite drainage area , to the existing roadside ditch along
McCullough Road . The majority of the onsite runoff will be collected and transmitted to the proposed
detention ponds and ultimately discharged into the existing roadside ditch along McCullough Road or to
the adjacent property similar to the existing discharge condition. Exhibit B shows the post development
topography and the runoff flow direction.
COORDINATION & STORMWATERPERMITTING
The project will require a Site Notice be prepared to comply with the Texas Commission for Environmental
Quality storm water permitting for the construction site. No other permits are anticipated for this project.

Offsite stormwater runoff and a small portion of onsite runoff from the
development will be collected and transmitted through a channel and then
discharged into the McCullough Road right of way.
A portion of the onsite stormwater runoff from the development will be
collected and routed through the Detention Pond 1 and then discharged into the
McCullough Road right of way by a 12" pipe with concrete sloped end
treatment to match the existing ditch slopes . Detention Pond 1 will reduce the
peak runoff from this portion of the developed site.
The remainder of the onsite stormwater runoff will be collected and routed
through Detention Pond 2 and then discharge to the adjacent property by an 8"
pipe similar to the existing conditions. Detention Pond 2 will reduce the peak
runoff from this portion of the developed site.
The runoff enters the detention ponds from the parking lot through openings in
the curb.
The combined peak runoff from the offsite area and the detention ponds will be
equal to or less than the pre-development peak runoff for the site and offsite
areas.

The software was used to compute the pond storage and discharge data and the
pre and post-development peak runoffs and the routing of the flow through the
detention pond.
The data presented in the Appendices and in the following tables indicates the
existing detention pond and drainage basin timing are in accordance with the
requirements of the design guidelines. Refer to Appendix B for design
calculations.
The Pre-development Drainage areas , DA 101 & 102 , are shown on Exhibit A.
The post-development drainage areas are shown on Exhibits B & C. The design
data and descriptions of the detention facilities, outlet structures, discharge pipes
and overflow spillways are found in Appendix C. The combination of area
bypassing the detention ponds and the detention pond outflows will be less than
or equal to the pre-developed condition.
The peak flow out of the detention ponds were determined by a Storage Routing
Analysis based on the Continuity Equation as follows: (II +I2)+((2sl/dt)-
01)=((2s2/dt)=02). The time interval, dt, used was 1 minute. The calculations
and results of the Storage Routing Analysis were used to generate hydrograph
peak flows and graphs for the pre and post development conditions. A summary
of the pre and post-development runoff information from the site is shown in
Table 2.

As shown in Table 2, the post-development peak outflow from the project site is
less than the allowable peak outflow for each design storm event. Additionally,
Tables 3 presents the maximum water surface and the amount of freeboard for
the Detention Facility. The peak flow out of the detention Facility and the
maximum water surface was determined by the Storage Routing Analysis.

structure is clogged. The detention pond spillways will be grass lined at the flat
crest. It is not anticipated that the overflow spillway will be used.

Fire Protection

The proposed fence (see attached) across the existing Atmos Pipeline is not a problem, as long as the following
standards are met:
• Call for line locates 48 hrs prior to starting construction
• Maximum fence height is 96"
• Posts (either wood or steel, no concrete piers) shall be no closer than 36" to pipeline and no more than 24" deep
• Atmos Energy shall not be responsible for any damage to, including replacement after removal, of non-
agricultural fencing within the easement or right-of-way as a result of operation, maintenance or construction of
Atmos Energy's facilities.
• An Atmos Energy representative must be present during any and all work within Atmos Energy's easement. Atmos
Energy representative Barry Closs {979-324-9817) must be notified at least three (3) days (72 hours) in advance
of any activities within the vicinity of Atmos Energy facilities to avoid any delays in field activities.
• Atmos Energy's facilities must be exposed and the elevations field verified prior to any construction . An Atmos
Energy Representative must be on site during excavation of the pipeline .
• Mechanical excavation (and/or compaction), with the exception of the potholing procedure mentioned above, is
not allowed within three (3) feet horizontally from Atmos Energy's facilities.
• Excavation (and I or compaction) closer than three (3) feet horizontally from Atmos Energy's facilities must be
done by hand.

lighting will meet the standards of Section 7.10 of the Unified Development Ordinance . The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally . Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
6 . Please note that any changes made to the plans that have not been requested by the City
of College Station must be explained in your next transmittal letter and "bubbled " on your
plans . Any additional changes on these plans that the City has not be made of aware of will

plan , but one -hundred thirty-seven (137) are shown on the plan . Please revise the chart to
account for the additional shrubs .
5. Please include on the landscape plan that each cane of the crepe myrtles will measure to
be a 1.25" caliper.

ENGINEERING COMMENTS NO. 1
1. The Royder/Live Oak Sanitary Sewer project is projected to be completed in December of
th is year; however, there could be unforeseen delays. You will be proceeding at your own
risk since connect ion to public line will not be permitted ahead of the sewer project 's
completion . Please add note to plans indicating no connection to public sewer line , until
City 's project has been completed and accepted .
2 . Although the C ity has reservations about the absence of an offsite dra inage easement , we
will issue a Development Permit based on your eng ineering seal and j udgment with you r
cert ification of no negative impacts utiliz ing detention , returning to sheet flow, etc. It is
recommended that you should monitor the performance of the drainage system and modify
if deemed necessary , as any future concerns from downstream properties will need to be
addressed privately between des ign eng ineer, developer and property owner.
3 . Driveway improvements shall meet Design Standards . Provide driveway detail for culverts .
RCP culvert required . (Typ ically there is not enough cover over CMP/HDPE pipes to support
81 ,000 lb fire truck).
4 . Revise fire flow note to reflect larger building being proposed in Phase 1.
5. Letter from BTU will be required for CO indicating appropriate easements have been
ded icated for electrical lines .

accepted by the City .
2 . A site plan shall not show any part of a structure over one hundred and fifty feet (150 ') from
an approved access road .
3. No more than a six percent (6%) grade is allowed on any length of fire lanes .

5. I have a concern about the "Phasing ". If the back building (Phase 1) gets a CO how will the
other phases be built without blocking access to said bu ilding. At no time will Fire Access
be unavailable to the "Phase 1" area after CO is issued.
