To whom it may concern,
This letter is to confirm that Texcon has been paid in full for all material and labor to construct the
24" waterline, running along State Highway 40 right-of-way starting from the City of College Station water
tower at Greens Prairie Road. Total invoices of $738,580 has been paid by Greens Prairie Associates, LLC
to Texcon for construction of this project. The project was approved and accepted by the City of College
Station on May 24, 2001, and a Letter of Completion was submitted by Texcon to the City of College
Station Inspector at that time.

Item: Presentation, discussion and possible action on a request for oversize
participation in the amount of $374,638.00 for construction of a 24-inch
waterline from the intersection of State Highway 6 and Green's Prairie Road,
west and north along proposed State Highway 40 a distance of 7200-feet. This
line will be constructed with the Final Plat of Castlegate Subdivision Phase 1,
Section 1.
Item Summary: This request for oversize participation is being made in
accordance with Section 9-C of the subdivision regulations. The final plat
requires the extension of water service approximately 7200-feet to and thru
the subdivision. The developer's engineer has submitted an impact analysis,
which shows that a 12-inch waterline would be sufficient to support their
proposed development. City staff has determined that a 24-inch waterline
would better serve the area. The line will be extended by future development to
the north 8500' to Graham Road where it will connect to an existing 16-inch
waterline completing a waterline loop on the southwest side of the City.
The requested oversize represents approximately 28°/o of the $1,340,230
estimated cost of utilities to be included in the construction contract.
Item Background: In December 1998, the City Council approved a Master
Development Plan for the Crowley Development ( 735 acres contiguous to and
north of Greens Prairie Road and west of State Highway 6 ). At that time City
Staff determined that a 24-inch waterline would be required to accommodate
future long term development requirements. A recent upgrade to the City's
water model supports a 24-inch line in this location.

On July 20, 2000 the Planning and Zoning Commission approved a rezoning
request (from AO to PDD-H) for 162.86 acres on the west end of the Crowley
Development. On September 07, 2000 the Planning and Zoning Commission
approved a Master Preliminary Plat for 338.26 acres at the west end of the
Crowley Development. This was designated the Castlegate Subdivision. A final
plat for Castlegate Section 1, Phase 1 is currently scheduled to go before the
Planning and Zoning Commission November 16,2000.
Budgetary and Financial Summary: The total water oversized
participation request is $374,638. There is $50,000 budgeted for
Water Oversized Participation in the Water Capital Projects Fund. It is
recommended that the balance of $324,638 come from the Water
Fund working capital. There is sufficient working capital in the Water
Fund for this request. It is recommended that a budget amendment to
the Water Fund be done to provide this appropriation. A budget
amendment is currently scheduled for January 2001 and this item will
be included in that budget amendment to provide the appropriation for
this project.
Staff Recommendation: Staff recommends the approval of oversize
participation not to exceed the amount of $374,638.00.
Council Action Options: Approve, modify, or deny the request.

Please accept thi s letter from Greens Prairie Investors, LLC (GPI) by Greens Prairie Associates, LLC
(GPA), its ge neral partner, developers of the proposed Castle Gate Subdivision , as a request to the City of
College Statio n (City) to participate in the construction costs for the oversized 24-inch diameter water
main proposed to run a lon g State Highway 40 in Co lle ge Station, Texas. As subsequently discussed , the
amount of the oversized participation (includi ng a 10% contingency) is $374,638.
A s documented in the engineering report dated October 9 , 2000 , and prepared by CSC Engineering &
Env ironmenta l Consultants , Inc . (CSC) of Bryan, Texas, and in the subsequent follow-up comment
response letter dated October 25 , 2000 , the size of the water main required for development of the
planned Castle Gate Subdivision is 12 inches in diameter. However, we understand that the needs of the
C ity of Col lege Station dictate that a 24-inch diameter lin e be constructed to support future growth in the
area. The ap proximate construction costs for the 12-inch diameter lin e are presented in the accompanying
Table I and similar costs for the 24-inch line are presented in Tab le 2 . A comparison of the costs of the
two sizes of lin e is presented in Table 3.
The proposed water line will be constructed as part of a single construction contract along with the
utiliti es for the beginning phases of the Castle Gate Subdivision. The construction costs of the "on-site"
subdivi s ion utilities for the first phase of development w ill be approximately $603 , 186. When the "on-
s it e" utility construction cost is added to the $737 ,044 construction cost for the proposed 24-inch water
main , the total construct ion contract amount wil I be approximately $1 ,340,230. Thus, the amount of the
oversized participation request, $374 ,638 , is approximate ly 28 % of the total construction contract cost of
$1 ,340,230 .
