The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate
construction site in accordance with the approved erosion control plan as well as the City of College
Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed
areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales
used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed
vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall
be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery
and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced
before any operations of this permit can begin.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall
be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city
streets, or existing drainage facilities.
I hereby grant this permit for development of an area outside the special flood hazard area. All
'd elopment shall be in accordance with the plans and specifications submitted to and approved by the

Per our previous discussions, additional detention is required only for the area of increased impervious
cover proposed for the Best Buy above the impervious cover utilized in the previous detention design for '
the Lone Star Pavilion Shopping Center. The analysis of additional detention was performed utilizing the
Triangular Hydrograph Approximation Method of the City of College Station Drainage Policy and Design
Standards . Peak discharges were computed utilizing the Rational Method in accordance with the Design
Standards.
Discharges from the new impervious areas are to be directed to the detention pond behind the existing
center as contemplated in the previous design . No changes are proposed to the outflow control structure,
which was previously designed to regulate flows at or near the existing discharge rates prior to
development of the Lone Star Pavilion Center. A 100-Year frequency rainfall will produce the highest
volume of additional storage and will be used for the analysis. Components used to determine the required
additional volume are as follows :

Due to the extremely small area being analyzed , and the steep slope of the existing landscape areas, time
of concentration is less than 10-minutes for both existing and proposed conditions . Various times of
concentration have .been used to see what the impact to computed storage volume would be assuming
storms of different time durations . The results are summarized above and indicate that the volume
increased slightly with longer storm durations .
The previous drainage study for the Lone Star Pavilion prepared by Wilson/Zetty/ Associates designed a
detention facility for the area of the proposed buildings and rear driveways . The 100-year analysi.S .. of this
facility utilized a time to peak of 60 minutes and the facility should therefore be increased in size
sufficiently to provide a minimum of an additional 334.4 CF of storage as identified in ill-C above ~·
Addition of this volume is sufficient to prevent any adverse impact to the previous facility design due to
the minor increase in impervious cover contemplated for the Best Buy development footprint over the
amount anticipated for the "Future Petsmart" shown in the initial drainage study.

Dear Jeff,
As you requested, during our meeting on Friday March 12 this letter is being provided to
describe how we will address the site drainage of the proposed Best Buy Store to be
constructed in the Lone Star Pavilion shopping center. As we discussed , the Best Buy
store is slightly larger that the PetsMart bui lding which was planned when the original
drainage report for this center was prepared. The larger building will occupy a small area
of land that is now landscape area. The following is a description of how we will address
this issue in the new site grading plan we are preparing fo r the Best Buy bui lding .
The bui lding roof areas will drain to the rear drive area and be collected within the
existing detention area in accordance with the previous drainage detention study for the
full deve lopment. The on ly impact to the previous drainage plan will be associated with
the pavement of the 10-foot strip of existing landscaping along Lincoln Street. This area
will become impervious when the Best Buy store is constructed .
Paving of this small area will have a very marginal im pact to the existing drainage
systems. Our site grading design will offset this impact by provision of detention within
the remaining landscape area or expansion of the capacity of the existing detention pond
behind the building.
