C. Cooper Place Subdivision College Station, TX Dear Constantin: I have reviewed the "Stormwater Drainage Analysis " report prepared for the 0. C . Cooper Subdivision by M. L. Hammons, P. E., in August 1996. P.01 The report was the basis for the design of the detention facilities that were built as part of the development of the duplex lots along Bright Circle. These facilities were designed for a 100-year even stormwater flow. . Only pre-development stormwater input from the proposed apartment area was included in the design. Therefore the proposed site plan for the apartments will require a detention facility according to City Ordinance to accommodate post development runoff. Of the 3 .9 acres in this project approximately 3 .23 acres currently drain towards Bright circle and the remaining 0.67 acre drains towards Holleman Drive . The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any operations of this permit can begin. With the construction of Edelweiss Phases One through Three, Victoria Avenue, and a 12" water line in the Graham Road Right of Way, the water supply of the area has improved. The realignment of the proposed streets within the subdivision requires that the water distribution system be analyzed to provide information on the proposed systems ability to supply adequate domestic and fire flows throughout the subdivision. Demands for the system are set at 3 GPM per residence (R-1 zoning) and 50 GPM/Acre for commercial (C-1, C-3, A-P) and high density residential (R- 5). Attached as Exhibit A of this report is a current analysis of the system by KYPIPES. Nodes are to be ref erred to the attached Water Distribution Map , Ex hibit B. Please note that the lowest pressure in the system is 66 psi at the most remote hydrant in the system (node 2 2) while flowing at 750 GPM fire flow plus a domestic demand of 33 GPM. Please n o te that Ex hibit B shows only the 8 " and greater lines. The Master Development Plan shows all proposed water and sewer lines in the development and their sizes.
