TYPE OF DEVELOPMENT: SUBDIVISION CONSTRUCTION AS PER APPROVED PLANS
The Contractor shall take all necessruy precautions to prevent silt and debris from leaving the immediate
construction site in accordance with the approved erosion control plan as well as the City of College Station
Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden
and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion
control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original
condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent
properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or
sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before
any operations of this permit can begin.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to
insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing
drainage facilities.
I hereby grant this permit for development of an area inside the special flood hazard area. All development shall
be in accordance with the plans and specifications submitted to and approved by the City Engineer in the
development permit application for the above named project and all of the codes and ordinances of the City of
College Station that apply.

RE: Drainage Report and Plan Sheet 5 revisions for Edelweiss Estates, Phase 14-A and 15-B
Dear Jeff.
This letter is to address your comments on the "Drainage Report For EDELWEISS ESTATES, PHASES 14-A
AND 15-B", and Plan Sheet 5.
Your main concern about the decrease of the proposed conditions drainage area from the existing conditions
drainage area has been corrected. It is still correct that the drainage area is decreased, but the area of the detention fucility
and the area from proposed lots along the Southwood Valley property were not included in the proposed conditions drainage
area. Exhibit B-2 has been updated to include the drainage area of the pond and Drainage Area "8" which is the proposed
lots along Southwood Valley.
The proposed conditions drainage area still is decreased due to the developments of Phases 12 and 15-A. This
development diverts some of the proposed conditions drainage area to the existing detention pond located north of Innsbruck
Circle. Also, a small portion of the proposed conditions drainage area will be diverted by future development into a future
detention fucility.
These corrections have been included in the revised drainage report. The routing has been updated to account for
the area of the pond and for Drainage Area "8". Note that Drainage Area "8" drains to the existing flume undetained. This
is shown in the routing hydrograph and has no impact on the overall analysis.
The proposed spot elevation for the detention pond shown on Plan Sheet 5 was labeled incorrectly. The correct
elevation should be 304 .85 which will provide 2% drainage into the flume. Also, the proposed flume from the pond outfull
device will connect to the existing concrete channel. The existing elevation of the flume at the connection point is 303.23
which is shown in the profile view.

INTRODUCTION:
The purpose ofthis report is to study the effects of the development of Phases 14-A and 15-B
of Edelweiss Estates. The parameters used for design and the existing conditions of the on-site area
are incorporated to show how the final drainage design will accomplish the desired drainage
objectives per the City of College Station Drainage Policy and Design Standards (DPDS.)
GENERAL LOCATION AND DESCRIPTION:
The 11.58 acre site is located in Edelweiss Estates, north of Rock Prairie Road. The property
is bounded by Edelweiss Estates Phases 15-A and 12 to the east and south respectively. The property
is bounded to the east by future phases of Edelweiss Estates and is bounded to the north by
Southwood Valley Section 24C.
The site is mostly open with a few wooded areas. The site is gently rolling with an average
slope of 2.0% to 2.5%.
FLOOD HAZARD INFORMATION:
This property is not in a 100-Year Flood Hazard Area according to the Flood Insurance Rate
Maps for Brazos County, Texas and Incorporated Areas, effective July 2 1992, prepared by the
Federal Emergency Management Agency for the City of College Station (See Exhibit "A").

PRIMARY DRAINAGE BASIN DESCRIPTION:
The site naturally drains to the north. Along the Southwood Valley property line , a channel
has been excavated to direct runoff to an existing concrete flume located between Southwood Valley
and Fraternity Row. The existing concrete flume discharges into Bee Creek Tnbutary "A".
DRAINAGE FACILITY DESIGN:
Storm water from the site will be captured in the curbs and gutters and conveyed by RCP
storm drain to the detention facility . The detention facility will be located in the north part of the site .
Storm water from the detention facility will be discharged into the existing concrete channel which
will convey the storm water to Bee Creek Tributary "A". The point where the flow exits the
proposed detention facility will serve as Study Point # 1 for this project. Exlubit "C-1" shows the
rational calculations for the various drainage areas corresponding to the Drainage Area Maps
(Exlubits B-1 and B-2). Exlubit "C-2" shows the inlet computations. Exlubit "C-3" shows the pipe
size calculations for the storm drain. Note that the proposed conditions drainage area (Exhibit B-2)
is smaller than the existing conditions drainage area (Exlubit B-1). The drainage area is decreased
because a portion of the area to the east is diverted by Phases 12 and 15 -A to an existing detention
facility and a portion of the area to the west will be diverted to a future facility. Runoff from the lots
adjacent t o Southwood Valley will not be controlled by the detention facility . This area is shown as
drainage area "8" on Exhibit B-2 and is included in the pond routing hydrograph.
DRAINAGE DESIGN CRITERIA:
All drainage is in accordance with the City DPDS . The design rainstorm is the 10 year event .

Flow calculations for all drainage areas are based on the Rational Method. Manning 's Roughness
Coefficient "n" is 0.014 per the DPDS.
The storage volume required for the detention pond is based on a triangular hydrograph
routing of the flows (base= 3* Tc). The detention pond serves to detain all design storms.
Exhibit "D-1" shows the routing and hydrograph plots for the 5, 10, 25, 50, and 100 year
events at Study Point #1.
The discharge for the proposed detention facility will be metered to not exceed the
requirement that 1/3 of the 5 year event be contained by the existing concrete flume. The capacity
of the existing concrete flume is approximately 9 cfs.

The pond outfall device is a 12" diameter RCP with a 15' concrete overflow weir at an
elevation of 307.50'.

CONCLUSION:
The Post-development flow is reduced below the Pre-development flow for the 5, I 0, 25 , 50 ,
and I 00 year events. The I 00 year event is contained in the pond and released through the pond
outlet device . A third of the 5 year event is contained within the existing concrete flume . The
drainage design for this site meets the requirements as stated in the City of College Station Drainage
Policy and Design Standards.

PRIMARY DRAINAGE BASIN DESCRIPTION:
The site naturally drains to the north. Along the Southwood Valley property ~e , a channel
has been excavated to direct runoff to an existing concrete flume located between Southwood Valley
and Fraternity Ro w. The existing concrete flume discharges into Bee Creek Tributary "A".
DRAINAGE FACILITY DESIGN:
Storm water from the site will be captured in the curbs and gutters and conveyed by RCP
storm drain to the detention facility. The detention facility will be located in the north part of the site.
Storm water from the detention facility will be discharged into the existing concrete channel which
will convey the storm water to Bee Creek Tnbutary "A". The point where the flow exits the
proposed detention facility will serve as Study Point # 1 for this project. Exhibit "C-1" shows the
rational calculations for the various drainage areas corresponding to the Drainage Area Maps
(Exhibits B -1 and B-2). Exhibit "C-2" shows the inlet computations. Exhibit "C-3" shows the pipe

Flow calculations for all drainage areas are based on the Rational Method. Manning 's Roughness
Coefficient "n" is 0 .014 per the DPDS .
The storage volume required for the detention pond is based on a triangular hydrograph
routing of the flows (base = 3* Tc). The detention pond serves to detain all design storms.

The discharge for the proposed detention facility will be metered to not exceed the
requirement that 1/3 of the 5 year event be contained by the existing concrete flume. The capacity
of the existing concrete flume is approximately 9 cfs .

CONCLUSION:
The Post-development flow is reduced below the Pre-development flow for the 5, 10, 25, 50,
and 100 year events. The 100 year event is contained in the pond and released through the pond
outlet device. A third of the 5 year event is contained within the existing concrete flume. The
drainage design for this site meets the requirements as stated in the City of College Station Drainage
Policy and Design Standards.
