SPECIAL CONDITIONS:
All construction must be in compliance with the approved construction plans (limited to all areas in the College Station
city limits)
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site
in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design
Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation
occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor
shall also insure that any disturbed vegetation be returned to its original condition, placement and state. The Owner
and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy
machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any
operations of this permit can begin .
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure
that debris from construction , erosion, and sedimentation shall not be deposited in city streets, or existing drainage
facilities.
I hereby grant this permit for development of an area outside the special flood hazard area . All dev elopment shall be in
accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit
application for the above named project and all of the codes and ordinances of the City of College Station that apply.

INTRODUCTION:
The purpose of this report is to study the effects of the development of the Flying Ace Ranch.
The parameters used for design and the existing conditions of the on-site area are incorporated to
show how the final drainage design will accomplish the desired drainage objectives per the City of
College Station Drainage Policy and Design Standards (DPDS.)
GENERAL LOCATION AND DESCRIPTION:
The 26-acre site is located in southern College Station. The property is located along Rock
Prairie Road east of Bird Pond Road. The property is bounded by undeveloped property on all sides.
The site is mostly open with gently rolling terrain with an average slope of 1.0% to 2.0%. Most of
the property is located in Brazos County within the College Station Extraterritorial Jurisdiction. A
small portion of the property along Rock Prairie Road is located in College Station's city limits.
FLOOD llAZARD INFORMATION:
This property is not in a 100-Year Flood Hazard Area according to the Flood Insurance Rate
Maps for Brazos County, Texas and Incorporated Areas, effective July 2, 1992, prepared by the
Federal Emergency Management Agency for the City of College Station (See Exhibit "A").

FLYING ACE RANCH
PRIMARY DRAINAGE BASIN DESCRIPTION:
The site naturally drains to the southeast. A defined drainage swale beginning on the property
drains into an existing culvert at Rock Prnirie Road. Drainage from Rock Prairie Road is captured
in earthen ditches and conveyed to the existing culvert. Drainage from the site flows into a tributary
of Lick Creek.
DRAINAGE FACILITY DESIGN:
Proposed drainage structure planned for the sites include entrance culverts along Rock Prairie
Road and driveway pipes along Flying Ace Circle. Flying Ace Circle will consist of 24' of asphalt
pavement with 2.5' deep drainage ditches. Storm water from the site will be captured in the ditches
and conveyed to the Rock Prairie Road ditch. To prevent future drainage problems a series of
' drainage diversions will be constructed through the site. Diversion # 1 and #2 will capture storm
water from the adjacent property upstream. Diversion #3 will prevent storm water from the project
site adversely impact the adjacent property downstream. The diversions convey the storm water to
the Rock Prairie Road ditch.
A second benefit of the diversions was the increased time of concentration for the proposed
condition drainage flow . With the increased time of concentration it can be shown that the post-
conditions flow equals the pre-conditions flow .
The construction plan Overall Sheet and Exhibit B shows the location of the diversions.
Exhibit B consists of four drawings that show the existi.Q.g and proposed conditions drainage areas
used for analyzing the pre and post-conditions and culvert sizes. Exluoit C-1 is the rational formula
calculations for the areas delineated on the drainage area maps. Exhibit C-2 is the culvert analysis

for the entrance culverts along Rock Prairie Road . Exhibit C-3 is the culvert analysis for the
driveway pipes . Exhibit D-1 is the linear routing of the revised drainage patterns compared to the
existing condition drainage pattern. Exhibit D-2 is graphical hydrograph of the Exhibit D-1 data.
DRAINAGE DESIGN CRITERIA:
All drainage design is in accordance with the City DPDS. The design rainstorm is the 10 year
event. Flow calculations for all drainage areas are based on the Rational Method. Manning's
Roughness Coefficient "n" is 0.014 per the DPDS -for concrete and 0.024 was used for corrugated
metal.
The DPDS does not specify design guidelines for entrance and driveway culverts. The
culverts were designed to convey the 10-year storm. Exhibits C-1 and C-2 analyzed the 5, 10, 25 ,
50, and 100-year storm event. The "Top of Road" elevation used in the culvert design represents the
highest elevation where water will overtop the driveway or entrance. The "Top of Road" elevation
is used to calculate the "Freeboard".
CONCLUSION:
By use of diversions the post-development flow equals the pre-development flow. The
diversions also will convey the 100-year event on site and convey it to the Rock Prairie Road right
of way. The drainage design for this site meets the requirements as stated in the City of College
Station Drainage Policy and Design Standards.
