This site construction shall NOT include the construction of the off-street parking area pending submittal and approval of a drainage report. The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any operations of this permit can begin. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion , and sedimentation shall not be deposited in city streets, or existing drainage facilities. I hereby grant this permit for development of an area outside the special flood hazard area. Box 9960 College Station, Texas 77842 Re: Drainage Report for Satchel's Dear Veronica: We have been asked to review the drainage impacts caused by redevelopment of a site in the Northgate area of College Station . The site, located at the northwest corner of Church and Boyett Streets, was previously used as a single-family residence . It's proposed use is a small restaurant that will be called Satchel 's . As you are aware, there is a large storm drainage system beneath Church Street that was installed as part of the Patricia Street Redevelopment Project. That system was designed to provide adequate capacity for the I 0-year rainfall event under ultimate development conditions . When preparing our design for this system, we were not authorized to upgrade the inlets and/or curb and gutters along the street to bring it into compliance with current city standards . The curb and gutter is not continuous and the inlet spacing is inadequate . As a result, runoff from several surrounding drainage areas is carried on Church Street and causes the flow depth to exceed maximum allowable limits under existing development conditions . At the location of the proposed site, runoff is carried from Drainage Areas #I and # 11 (4 .55 ac. total) in addition to a small portion of land around the site in Drainage Area #12 (0.32 ac .). The attached drainage report for Satchel's Restaurant shows that the total contributing drainage area under existing conditions produces a flow 25 .3 cfs in a IO-year rainfall event. This translates to a depth of 0 .58 feet, or about 7 inches . The report also shows the post-development runoff rate to be almost identical at 25.6 cfs . When applied to the HEC-RAS model , the increased runoff does not change the flow depth when computed to an accuracy of 1/1 OOth of a foot. Therefore, we deduce that this project can be built with essentially no effect on drainage because the proposed development is very similar to the present site conditions . Improvements to the drainage system on Church Street will not be realized until it is upgraded to get stormwater off the street and into the recentl)'.... completed underground system.
