The Contractor shall take all necessaiy precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or bay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition. placement and state. Laza 4009 Hunter Creek College Station, Texas 77845 October 28, 1998 Re : Brethren Church of Bryan/College Station Dear Veronica: On the attached site review application you will see our church's plan to move a 24'x 38' building onto our site for use as additional Sunday School classroom space . The building will be located partially over the 100-year floodplain line as shown on the site plan, but our intention is to set it on piers such that the finished floor is approximately 4 .5 to 5 feet above the floodplain elevation shown on the FEMA maps . It will be set at the same elevation as the existing building adjacent to it. We do not plan to import any fill material into the floodplain for this project. A drainage report for this site was prepared when the church sanctuary was built in 1996 . A copy of that report dated June 29 , 1995 is attached . As stated in the report, the difference in lag time between the main channel and the site is slightly less than one hour, which allows this site to drain completely without increasing downstream flood levels . The additional building being proposed at this time adds 912 s.f of impermeable area to the site. The small amount of additional runoff does not change the hydraulic characteristics of the site and the conclusions drawn in the original report are still valid . Detention is not appropriate for this site and is not being proposed . If you have questions regarding the drainage concerns of this site, please contact me at your convenience. We have addressed all the comments from the City with one exception . A request was made to show an existing easement for the electrical line that serves the original 1920 s.f building. That building was installed in the late 1970's and to my knowledge, no such easement was ever written or dedicated . If one is necessary for the execution of this development permit , the church will offer a blanket easement for the site that will allow the City to maintain its line. Staff has determined that the proposed addition is minor in nature and does not require a conditional use permit. Since the application fee of $150 was paid initially for a use permit and a site plan application fee is only $100, you may deduct $50 from your development permit fee . Box 9960 College Station, Texas 7784 2 RE: BRETHREN CHURCH OF BRYAN-COLLEGE STATION DRAINAGE COMPLIANCE Dear Veronica: The Brethren Church of Bryan-College Station is located in south-east College Station on the Southbound Frontage Road of the S.H. 6 East Bypass, southwest of the F.M. 2818 intersection. This letter is intended to satisfy the requirement of the Drainage Ordinance of the City of College pertaining to drainage and new construction. The F.E.M.A. Flood Insurance Rate Map No. 48041C0163 C, effective July 2, 199,2, Zone AE on Tributary "A" of Bee Creek covers approximately two-thirds (2/3) of the subject property. The proposed building is well above (5'+) and out of this area. A very small portion of the proposed parking lot is within the floodplain. The pavement grades are set such that no fill will be required in the floodplain area. Section II.D of the City of College Station Drainage Policy and Design Standards indicates that this project is located on Reach II of Bee Creek Tributary "A". This section requires that the finished floor of the proposed building be at Base Blood Elevation +2' and does not specify detention for this area. Drainage from the site runs directly into the primary channel without crossing any adjoining property. Because of the site layout and topography, no storm drain system is required. In keeping with the policy of the City, for property adjacent to primary channels, stormwater runoff is allowed to be rapidly conveyed through the drainage system. The City's policy is especially appropriate in this case because of the difference in lag times of the site and the primary channel. Detaining developed flows onsite would increase the peak flood flow in the channel by decreasing the offset of the peaks.
