The Contractor shall take all necessacy precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any operations of this permit can begin. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station , measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage facilities. I hereby grant this permit for development of an area outside the special flood hazard area. Results from the analysis of existing conditions and proposed improvements are provided to show that the final design accomplishes the objectives of the City of College Station Drainage Policy and Design Standards (DPDS) by controlling runoff from this site. GENERAL LOCATION AND DESCRIPTION: The one and one-half acre site is located on a platted tract at the southwest comer of the intersection of Rhett Butler and University Oaks Drive in northeast College Station. The property is platted as Lot 4 of the Resubdivision of Timber Ridge Addition, Third Installment. Bordering the site is the Circuit City Retail Facility on the South and an undeveloped tract on the west. The site is partially cleared but contains a cluster oflarge trees. It has a gentle , rolling terrain with an average slope of 2 .0% to 2.5% to the southwest. No extension of public roadways or storm drains is anticipated for this project. This property is not located in a 100-Year Flood Haz.ard Area according to the Flood Insurance Rate Maps for Brazos County, Texas and Incorporated Areas, Map No. 48041C144 C effective July 2 , 1992 as prepared by the Federal Emergency Management Agency (See Exhibit "A"). DRAINAGE REPORT 1 DELTA GAMMA SORORITY HOUSE PRIMARY & SECONDARY DRAINAGE BASIN DESCRIPTION: The primary drainage basin for the site is Wolf Pen Creek, which is a tributary of Carters Creek. Stormwater from this site is presently collected in a swale and detention pond on the Circuit City property. Outfall from the Circuit City system flows into the S.H. 30 drainage system and on to Wolf Pen Creek. DRAINAGE DESIGN CRITERIA: The proposed drainage system is designed in accordance with the City of College Station DPDS. The design storm is a 10-year event and flow calculations for are based on the Rational Method. Pipe siz.es were determined from Manning's Equation using an "n" of 0.014 . Required storage volume for the detention pond was developed using a triangular hydrograph (base = 3 * Tc). The pre-development area used for the study is the present day condition as depicted in Exhibit "B-1 ". Exhibit ''B-2" shows the proposed development and the location of the proposed detention facilities on the site . STORM DRAIN FACILITY DESIGN: Stormwater from the proposed development will be captured in the curbs and gutters of the Delta Gamma parking lot and conveyed to the detention facility. Exhibit "C-1" provides the calculations for the drainage areas shown in Exhibit "B-2". DETENTION FACILITY DESIGN: A portion of the parking area is used for stormwater storage in order to maximiz.e available space . To accomplish this , a maximum water depth of 0.5 ft. in a 10 -year storm was chosen as a DRAINAGE REPORT 2 DELTA GAMMA SORORITY HO USE design parameter. The resulting design includes four separate control weirs that are set at the same level which allow different sections of the parking lot to function as a single detention pond. This is accomplished by placing the inlets behind landscape islands with a narrow channel leading to the inlet. The channel is open on both sides of the island, but the opening is narrow so that the control feature of the system is the opening of the curb line at the entrance to the channel. The curb openings operate as a weir and are analyzed as such. During the design storms (5, 10, 25, 50, and 100-year storm events), all weirs are equally effective because storage is shared between the outlets. This analysis is not accurate during very small rainfall events ( < I-year storm) because of variances in the depth of flow over the four weirs. Exhibits "D-1" and "D-2" show the routings and hydrographs for the various design storms. The following summary tables show the pre-development and post-development flows at the study point. The proposed design for the Delta Gamma site conveys stormwater from the parking lot DRAINAGE REPORT 3 DELTA GAMMA SORORITY HOUSE detention facility through a 12" and 15" RCP to an existing 24" storm drain in Rhett Butler Drive. This 24" storm drain carries runoff to S.H. 30 and is the only public drainage system that provides an outfall from the site. Additional detention is provided in the landscape area in from of the building. This detention is not analyzed or shown in the storm system routings (Exhibits "D-1" and ''D-2"). The extent of the engineering on these detention areas is to slightly undersize the grate inlets in the area. Exhibit "C-2" shows the inlet calculations. Note that the "area provided" shown assumes that the area is 50% clogged. CONCLUSION: For all of the design events, the post-development runoff does not exceed the pre- development runoff. The 100-year event is contained in the detention pond and released into the public storm drain system. The drainage design for this site meets the requirements as stated in the City of College Station Drainage Policy and Design Standards. Results from the analysis of existing conditions and proposed improvements are provided to show that the final design accomplishes the objectives of the City of College Station Drainage Policy and Design Standards (DPDS) by controlling runoff from this site . GENERAL LOCATION AND DESCRIPTION: The one and one-half acre site is located on a platted tract at the southwest comer of the intersection of Rhett Butler and University Oaks Drive in northeast College Station. The property is platted as Lot 4 of the Resubdivision of Timber Ridge Addition, Third Installment. Bordering the site is the Circuit City Retail Facility on the South and an undeveloped tract on the west. The site is partially cleared but contains a cluster of large trees. It has a gentle , rolling terrain with an average slope of 2 .0% to 2.5% to the southwest. No extension of public roadways or storm drains is anticipated for this project. This property is not located in a 100-Year Flood Hazard Area according to the Flood Insurance Rate Maps for Brazos County, Texas and Incorporated Areas, Map No . 48041C144 C I effective July 2, 1992 as prepared by the Federal Emergency Management Agency (See Exhibit "A"). DRAINAGE REPORT DELTA GAMMA SORORITY HOUSE PRIMARY & SECONDARY DRAINAGE BASIN DESCRIPTION: The primary drainage basin for the site is Wolf Pen Creek, which is a tributary of Carters Creek. Stormwater from this site is presently collected in a swale and detention pond on the Circuit City property. Outfall from the Circuit City system flows into the S.H. 30 drainage system and on to Wolf Pen Creek. DRAINAGE DESIGN CRITERIA: The proposed drainage system is designed in accordance with the City of College Station DPDS . The design storm is a 10-year event and flow calculations for are based on the Rational Method. Pipe siz.es were determined from Manning 's Equation using an "n" of 0.014 . Required storage volume for the detention pond was developed using a triangular hydro graph (base = 3 * Tc). The pre-development area used for the study is the present day condition as depicted in Exhibit "B-1 ". Exhibit "B-2" shows the proposed development and the location of the proposed detention facilities on the site. STORM DRAIN FACILITY DESIGN: Stormwater from the proposed development will be captured in the curbs and gutters of the Delta Gamma parking lot and conveyed to the detention facility. Exhibit "C-1" provides the calculations for the drainage areas shown in Exhibit "B-2". DETENTION FACILITY DESIGN: A portion of the parking area is used for stormwater storage in order to maximize available space . T o accomplish this , a maximum water depth of 0.5 ft. in a 10-year storm was chosen as a DRAINAGE REPORT 2 DELTA GAMMA SORORITY HOUSE - trol weirs that are set at the same design parameter. The resulting design includes four separate con level which allow different sections of the parking lot to function as a single detention pond. This is accomplished by placing the inlets behind landscape islands with a narr ow channel leading to the inlet. ow so that the control feature The channel is open on both sides of the island, but the opening is narr of the system is the opening of the curb line at the entrance to the chann el. The curb openings operate as a weir and are analyzed as such. During the design storms ( 5 , 10, 25, 50, and 100-year storm events), all weirs are equally effective because storage is shared be tween the outlets. This analysis is not accurate during very small rainfall events ( < 1-year storm) because of variances in the depth of flow over the four weirs. Exhibits "D-1" and "D-2" show the routings and hydrographs for the various design storms. The following summary tables show the pre-development an d post-development flows at the study point. As required, post-development runoff rates from all design I are less than or equal to corresponding pre-development runoff ra The proposed design for the Delta Gamma site conveys stormwater from the parking lot DRAINAGE REPORT 3 DELTA GAMMA SORORITY HOUSE detention facility through a 12" and 15" RCP to an existing 24" storm drain in Rhett Butler Drive. This 24" storm drain carries runoff to S.H. 30 and is the only public drainage system that provides an outfall from the site. Additional detention is provided in the landscape area in from of the building. This detention is not analyzed or shown in the storm system routings (Exhibits "D-1" and "D-2"). The extent of the engineering on these detention areas is to slightly undersize the grate inlets in the area. Exhibit "C-2" shows the inlet calculations. Note that the "area provided" shown assumes that the area is 50% clogged. CONCLUSION: For all of the design events, the post-development runoff does not exceed the pre- development runoff. The 100-year event is contained in the detention pond and released into the public storm drain system. The drainage design for this site meets the requirements as stated in the City of College Station Drainage Policy and Design Standards.
