RE: Rock Prairie Crossing Shopping Center -Flow Line Analysis
The following memo contains the Fire Flow Analysis for the proposed 8" P.V.C.
water line for Rock Prairie Crossing Shopping Center. The 8" water line will initially
service a proposed grocery store (63.373 sf) and a retail building (23,457 sf) and in the
future it may service up to three or four additional buildings. The proposed 8" water line
will tie into the existing 8" water line along Birmingham and the newly installed 8" water
line along Longmire. This memo includes assumptions made in the analysis, a sketch of
the waterline and the results from a CYBERNET analysis. (The CYBERNET program is by
Haestad Methods and uses the same methodology as KYPIPE).
ASSUMPTIONS
The proposed 8" water line was modeled with a reservoir at each end where the
proposed line connects to the existing and newly installed 8" water lines and a fire flow
demand applied and split between two fire hydrants. The combined fire flow demand for
the proposed grocery store and retail building was calculated to be 3082 gal/min (see
following pages for calculations). It was assumed that there would be no domestic water
demands from the buildings during a fire and that any water demands from future buildings
during a fire would be negligible compared to the fire flow demand.
The pressure at the reservoirs was assumed to be 99 psi. This was based on the
measured static pressure in a fire hydrant along State Highway 6, 99 psi, and Birmingham ,
100 psi. It was assumed that when the existing and newly installed water lines were
connected by the proposed 8" water line the pressure in the water lines would equalize
minus some losses due to friction. The 99 psi was converted to ft and added to the flow
line elevation at the reservoirs to obtain the hydraulic grade for use in analysis (see
following pages for calculations).
RESULTS
The calculated maximum velocity in the proposed 8" water line and the existing and
newly installed 8" water lines was 11 ft/s. The calculated maximum velocity of 11 ft/s
does not exceed the maximum allowed velocity of 1 2 ft/s. (See the following pages for
sketch showing location of pipes and computations).
The fire hydrant leads for the grocery store and retail building are 6" P.V.C. and
have lengths of approximately 255 ft and 34 ft, respectively. When the combined fire
flow demand for the grocery store and retail building was used and split between the two
fire hydrants ( 1 541 gpm), the velocity in the 6" fire hydrant leads were estimated at 17
ft/s. This exceeds the maximum allowed velocity of 12 ft/s in a main water line. The
velocity in an 8" fire hydrant lead was estimated at 10 ft/s. It is our recommendation that
the 6" fire hydrant leads be increased to 8" fire hydrant leads.

In conjunction with Osborn & Vane Architects, Inc., we have addressed each of the comments
regarding civil issues as follows :
Comments on Plans :
1. Water lines do not appear to meet TNRCC 290.44.
The Construction Drawings for the Proposed 8" Water Line have been completed
to meet TNRCC 290.44.
2. Engineer's Estimate for all public infrastructure.
A Preliminary Opinion of Probable Construction Cost for the 8" public water line is
included with this submittal.
3. Sidewalk slopes do not appear to meet TAS & ADA standards.
The only sidewalk construction proposed for this project is the replacement of a
short section along Binningham that is designed to match the existing sidewalk
elevation and comply with all accessibility requirements. This project has been
reviewed by ACI for accessibility compliance.
4. Plans should not include Cfty of Houston Standards.
The plans have been revised to eliminate references to City of Houston
Standards.
5. Fire Flow Analysis should include a model of pressures and velocfties wfthin water
lines as a result of the flow requirements developed by SAFE, Inc.
SAFE, Inc. is expanding the Fire Flow Analysis as requested and they will forward
the additional infonnation to your office under separate cover.
6. Drainage/Report: Lacks infonnation on Hydrologic, Hydraulic and drainage facilfty
design criteria used. Need statement by the design engineer that is complies wfth
the Cfty's Drainage Policy & Design Standards. Need all H& H models to be
included (you have not shown that there is not an increase in flows).

Pursuant to my conversation with Mr . Jeff Tondre, additiona l hydrau lic
calculations us ing the 2 , 5, 10, 25, 50 and 100 year storms are included with this
submittal. The calculations were used to des ign the on site storm drainage
system in accordance with the City 's Drainage Policy & Des ign Standards . The
ca lculations also show that the developed flow is less than the allowable flow for
this site as indicated in the original dra inage design for the State Highway 6 (see
previous submittals).

responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery
and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscap e plan must be completely fenced
before any operations of this permit can begin .
In accordance with Chapter 13 of the Code of Ordinances of th e City of College Station, measures shall be
taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city
streets, or existing drainage faciliti es.
I hereby grant this permit for developm ent of an area ou tside the specia l flood hazard area. All
development shall be in accordance with the plans and specifications submitted to and approved by th e

Drainage Report
• Provide a statement that there is no adverse impact down stream as a result of this
development and provide supporting analysis .
• Provide evidence that TxDOT will accept a flow of 83 cfs being discharged into their R.O .W .
(in writing from the Area Engineer's office). Include a description of where it is allowed to
discharge .
• Provide a detailed breakdown of all times of concentration . Include a map with flow paths
and a breakdown for each flow segment.
Construction Plans
• As has been stated since the first review, all pipe deflections need to be shown in%, degrees
or radius -with begin/end curve, and not at joint.
• Steel waterlines are not within the City specs. These should be either PVC or Ductile Iron.
• Lines to fire hydrants must be public . Need to show profiles for all public lines . Public lines
will require a public utility easement .
• Fire flow analysis shows that the 8" lines are required to both fire hydrants .
• On page C-1 , elevations in TxDOT R.O .W . seem to indicate that flow is back into culvert .
Need to smooth out grading in this area.
• Page 3 of 7, shows the City Limit line incorrectly .

TYPE OF DEVELOPMENT: THIS PERMIT IS VALID FOR CLEARING AND GRUBBING.
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate
construction site in accordance with the approved erosion control plan as well as the City of College
Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed
areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales
used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed
vegetation be returned to its original condition , placement and state. The Owner and/or Contractor shall
be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery
and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced
before any operations of this permit can begin.
Jn accordance with Chapter 13 of the Co de a/Ordinances of the City a/College Station, measures shall
be taken to in sure that debris from construction, erosion , and sedimentation shall not be deposited in city
streets, or existing drainage facilities.
I hereby grant this permit for development of an area outside the special flood hazard area. All
development shall be i ordance with the plans and specifications submitted to and approved by the
City Eng ineer in th eve/a ment permit application for th e above named project and all of the codes
