Brazos Valley Masonic Library & Museum ~~~~~~~~~~~~~~~~~~~ INTRODUCTION & BACKGROUND The Brazos Valley Masonic Library & Museum will be located on Lot A2 of T ract A of the Ponderosa Place Subdivision Section 2 . This is located on the east side of Longmire Drive just north of the intersection of Longmire and Rock Prairie Road . The land is currently vacant and is developed on three sides. The property north of the subject site is currently vacant, the property to the south of the subject site is developed as a Wells Fargo (formerly NorWest) Bank facility, to the west is Longmire Drive and a mini-storage warehouse facility and the property to the east is developed as a retail center. PREDEVELOPMENT DRAINAGE The site currently drains to the southeast toward the existing retail center. The property is elevated several feet above the adjacent tracts and a retaining wall exists along the southern and eastern property lines to accommodate the grade differential. The pre- development flow path carries the water over the top of the retaining wall and onto the adjacent property. The grades within the access drive to the rear of the adjacent retail development split the direction of flow, such that a portion of the water, which overtops the retaining wall , flows toward the north and the other portion to the south. Figure 1 illustrates the pre-development drainage areas, the grade break in the access drive pavement as well as the study point being used in this analysis. Drainage areas 1 and 2 added together form the predeveloprnent drainage area, which flows to the study point shown on Figure 1. As seen on this figure , there is a small offsite area located northwest of the subject property that drains through this tract. There is yet another small area adjacent to Longmire, which actually drains to Longmire and enters the storm sewer system within Longmire and Rock Prairie Road but for the purpose of this study has been included in this analysis. This assumption will not affect the detention calculations as the flow from the area adjacent to Longmire bypasses the detention facility and is simply added to the detention outflow. This area has been included in both the pre-and post-development calculations and therefore negates itself within the calculations . The predevelopment flows from this site were calculated using the rational formula and these calculations are illustrated in Exhibit 1. Drainage Area 1 E on Exhibit 1 is the existing or pre-developed runoff leaving the site for Drainage Area 1 (1.28 acres) and Drainage Area 2 (.38 acres) is the existing or pre-developed runoff leaving the site for Drainage Area 2 . POSTDEVELOPMENT DRAINAGE The site will be developed with a 7353 square foot library and museum building with an associated parki ng facility to support the building use. These improvements will be graded to drain to the southeast comer of the property where the runoff will be captured by an on-site detention facility. The post development flows were calculated using the rational formula and illustrated in Exhibit 1. Drainage Area 1 P on Exhibit 1 is the post- developed flow leaving the site for Drainage Area 1 (1 .78 acres). The r unoff from Drainage Area 2 remained the same between the pre-and post-development scenarios. The post-development drainage areas are shown on Figure 2. Drainage Area 1 will be captured by the detention facility, while Drainage Area 2 will "free flow" and actually bypass the detention pond to the study point and Drainage Area 3 will "free flow" to the north and not contribute to the study point. The Brazos Va ll ey Mason ic Library & Museum _________________ _ drainage area flowing to the north has been reduced substantially as seen by comparing Figures 1 and 2 . A large portion of the drainage area, which contributed in this northern direction will now be captured by the detention facility. Therefore, there is no analysis for this northern drainage area as there is a reduction in drainage area and no impervious cover added to this basin by this project. The detention facility is designed such that when the outflow from the pond is added to the "free flow" from Drainage Area 2 that the resultant flow is less than the predevelopment flowrate at the study point. The pond is also designed far enough away from the retaining wall such that if the wall is removed in the future or fails, the detention pond will not be affected. There is enough distance between the pond and the retaining wall to allow a 4: 1 slope to be created from the edge of pavement of the existing rear access drive to the toe of the berm in the event the retaining wall is removed. The location of the pond will also aid in keeping heavy equipment away from the retaining wall, which may cause further damage to the wall . The detention facility will provide approximately .144 acre-feet of storage, with a bottom elevation of 312.5 feet and a top elevation of 315 feet. It has 4:1 side slopes with a top of berm width of 5 feet to facilitate maintenance. The site will be graded such that the runoff from the building and parking lot will leave the southeastern corner of the parking lot through a 3-foot wide curb opening. The Stage-Storage and Stage-Discharge information for the pond is shown below in Table 1 as well as graphically in Exhibits 2 and 3. The water surface elevation attained during the 100-year event is 314.4 feet, leaving .6 feet of freeboard on the pond. Because the pond is sized to handle the large events, there is no emergency overflow weir designed for the pond. In the event of an emergency overflow the entire top of the berm will function as the overflow weir. The headwall will be constructed adjacent to the existing back of curb and additional concrete flatwork will be constructed such that there is impervious cover between the drive surface and the flowline of the pipe. As seen in Table 2, the post-development runoff from the site is less than that which occurs in the predevelopment scenario . Tabular hydrograph data as well as graphical hydrographs are included in Appendix A as Figures 4 through 13, showing the routing of flow through the pond.
