The Contractor shall take all necessary precautions to prevent silt and debris from leavin g the immediate
construction site in accordance with the approved erosion control plan as well as the City of College Station
Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden
and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion
control. The Owner and/or Contractor shall also insure that an y disturbed ve g etation be returned to its ori g inal
condition, placement and state. The Owner and/or Contractor sh a ll be responsible for an y damage to adjacent
properties , city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or
sedimentation resulting from the permitted work .
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before
any operations of this permit can begin.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station , measures shall be taken to
insure that debris from construction , erosion, and sedimentation shall not be deposited in city streets , or existing
drainage facilities.

shall be in accordance with the plans and specifications submitted to and approved by th e City Engineer in the
development permit application for the above named project and all of the codes and ordinances of the Ci ty of

Dear Ms . Jimmerson:
Attached are 2 copies of the revised site plan and erosion control plan for the proposed
temporary parking lot for the Christ United Methodist Church facility. A drainage
swale/berm has been added to the plans to direct the storm water runoff from the
proposed parking to the existing drainage prior to where it leaves the Church property.

Introduction
The drainage report for the Christ United Methodist Church was submitted and approved
in October 1997. The original report was prepared by Michael G . Hester, P.E. of the
Hester Engineering Company. This report presented the proposed on-site drainage
improvements and the anticipated downstream effects of these improvements. No
detention facility was proposed for this site and it was shown that the increases in the
stormwater runoff and depth in the downstream drainage channels was minimal. This
addendum to the report will present the proposed changes to the project site and how it
will affect the stom1water runoff.
Drainage Basin Modifications
A 180 car, temporary parking lot is proposed for an undeveloped portion of land
northwest of the existing church . The proposed parking lot will be 1.3 acres in size and
be surfaced with crushed limestone base material. The stormwater runoff will be
increased due to the impervious characteristics of the parking lot surface. The Rational
Equation runoff coefficient "C" will increase for the 1 .3 acres from 0.45 to 0.90.
The drainage report calculated the peak runoff at three locations for comparison between
the pre-development and post-development conditions. The cumulative drainage areas at
these locations were 10.9 acres, 31.0 acres, and 39.1 acres. The drainage areas, Time of
Concentration, Tc, and the rainfall intensities used in the original report will be used in
computing the increase in the peak runoff rates due to the addition of the temporary
parking lot. Table 1 presents a summary of the peak runoff rates for the 100-year storm.

The drainage report compared the pre-development runoff to the post-development runoff
conditions by computing the depth of flow in the existing drainage ditch from the
property site to Lick Creek. The HEC-RAS computer model program was used to
determine the depth of flow in the existing ditch. The development of the site resulted in
the depth of water in the existing ditch increasing by 0.02 to 0.08' in depth. The
construction of the parking lot will increase the peak runoff rate for the 100-year storm in
the existing ditch by 5.5 cfs. This will increase the depth of flow in the ditch by an
additional 0.01 to 0.04'. The maximum depth increase due to the existing church facility
and proposed parking lot will be 0 .12'.

A comparison was also made of the pre-development and post-development conditions in
Lick Creek at its confluence with the existing drainage. The elevation of the water
surface in Lick Creek for the 100-year storm event increased from 270.00 to 270.07 due
to the construction of the church facility . This was due to a 13 .9 cfs increase in the peak
runoff at this location . The construction of the temporary parking lot will result in an
additional increase in the peak runoff rate of 5.5 cfs . The 100 yr water surface in Lick
Creek will rise from 270.07 to 270 .10 due to this increase.
Conclusions
The construction of the temporary parking lot will increase the stormwater runoff from
the project site and increase the depth of flow in the downstream drainage ditch and Lick
Creek. However, these increases are minimal and will result in little, if any impact to
downstream property. The results of the original report indicated that detention is not
required for this site . This analysis is still valid.
