(THIS PERMIT DOES NOT INCLUDE CONSTRUCTION PLANS FOR THE FIRE HYDRANT) The Contractor shall take all necessacy precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinecy and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any operations of this permit can begin. This permit, being temporary, is valid only within sixty (60) days of the date shown below, and is not intended to allow the complete development of the site as proposed. Any work performed after the expiration of this permit is not covered, and is considered unauthorized. (Use this paragraph only for fill permits and partial permits.) Jn accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction , erosion, and sedimentation shall not be deposited in city streets, or existing drainage facilities. The parameters used for design and the existing conditions of the on-site area are incorporated to show how the final drainage design will accomplish the desired drainage objectives per the City of College Station Drainage Policy and Design Standards (DPDS.) GENERAL LOCATION AND DESCRIPTION: The All Pets Medical Center is located in the southern portion of College Station. The site is a commercial lot located near the intersection of Wellborn Road and Rock Prairie Road adjacent to the future Rock Prairie Texaco Convenience Store. The lot is platted as Lot 2 , Block Five Edelweiss Business Center. The site is undeveloped and is gently rolling with an average of 1.5% slopes. PRIMARY DRAINAGE BASIN DESCRIPTION: The site drains to the western and southern comer of the property. All storm water from the site flows into the Bee Creek Tributary B . No portion of the site is within the 100 year flood plain per the Federal Emergency Management Agency Flood Insurance Rate Maps for Brazos County, Texas and Incorporated Areas STORM DRAINAGE REPORT ALL PETS MEDICAL CENTER PAGE I effective July 2, 1992 (see Exhibit "A"). DRAINAGE FACILITY DESIGN: The site will be served by a detention pond located along the property line fronting Rock Prairie Road. Exhibit "B-2" shows the proposed drainage areas for the pond. Drainage area "POND" flows to the Detention Pond and drainage area "BYPASS" flows into Rock Prairie Road and to a proposed concrete flume at the western comer of the lot. The proposed concrete flume will be constructed with the Texaco site development. Exhibit "B-1" shows the existing conditions drainage area. The study point for the project is the outfall device of the proposed detention facility. The outlet device for the pond is 0.5' wide concrete weir. The top of the weir elevation is 334.5'. DRAINAGE DESIGN CRITERIA: All drainage design is in accordance with the City DPDS. The design rainstorm is the 10 year event. Flow calculations for all drainage areas are based on the Rational Method. The storage volume required for the detention facility is based on a triangular hydrograph (base = 3* Tc) and peak flows computed using the rational method. The required volume shall be determined by the Storage-Routing Analysis. The proposed detention pond routings shown in Exhibit "D-1" and "D-2" demonstrate how the pond will function. Exhibit "D-3" shows a stage storage and stage discharge curve for each pond. The following summary table shows the peak flow for the Pre-development events and the peak flows for the Post-development events. In all cases, including the 100 year event, storm water is released into public rights of ways or drainage easements and conveyed to the natural outfall.
