The Following Is a Confirmation Of The Above-Noted Telephone Call .
l Acheso n proposed a methodology for sizing the culverts .tlld pe rfonning a
sui table hydraulic analysis for the three waterway crossings alo ng the George
Bush Drive project. The proposed methodology is to perform a HE C update
anal ysis for the modeled tributary to White Creek (and size the culverts based
on the City of College Station's manual criteria) and to perform an an al ysis
usirt g culvert equations for the two unmodeled White Creek tributari es (an d size
th e culverts based on manual criteria). Morgan agreed that this is an
appropriate manner to perform the analysis.
2 . Acheson requested more information concerning methodologies to ca lculate
tailwater accepted by the City of College Station . Morgan said she would fax
them to Acheson
3 . Morgan wan t ed to stress that the City of College Station wanted to wo rk with
us on the project. If the City's criteria increased either the consultant workload
or the project cost considerably, College Station would be agreeable to
negotiate the criteria . Morgan felt that the City's criteria woul d probably be
along the same order of magnitude as TxDOT' s criteria in terms of hydraulic
requirements, especial ly in lieu of the project's location with respect to the
Ge0rge Bush Library site.

In addition, I would like to propose a modification of the recommended
methodology for calculation of the stream tailwater elevation and flow
at the crossings for the two unmodeled waterways (part of the
secondary drainage system). The culvert equations will still be used.
• I propose using normal depth to calculate the tailwater elevation at
th~ crossings (as opposed to the standard step method
re~ommended in the criteria). This would eliminate the n e d for a
modeling effort to create a HECw2 for the long stretches
unmodeled stream downstream of the two urtmodeled cro ings, or
alternately, days of hand calculations to simulate the HECw2
calculations.
• I propose using the rational method to calcu~ate flows at the
waterway crossings. As I do not have a copy of Section
of College Station manual, I am unsure of the recommen
methodologies to calculate flows for the secondary syste
rational method is commonly used to determine flows in
development projects, such as this one.
I will assume that these are acceptable methodologies unless
otherwise from you.

Dear Ms. Morgan:
We have reviewed the entrance to the proposed George Bush Presidential Library
which will intersect with FM 2347 and offer the following comments:
1 ) Due to the geometry of the driveway , all future proposals
to pl ace driveways across FM 2347 from the entrance should
be denied. A drive across FM 2347 could present an
operational problem.
2) Right turns from FM 2347 shou l d yield to the left turns to
prevent traffic from stacking into FM 2347.
3) The radii for the right turns should be designed to properly
handle traffic.
4) The grades for the entrance should be coordinated with the
design schematic for FM 2347.
5) Median openings given to driveways in close proximity to the
entrance should not be given median openings. Operational
problems could result if openings are g ranted.
