In order to final plat (and get a building permit on his property), Dr. Mcllhaney must preliminary plat all of the remaining undeveloped, unplatted property surrounding his, and of which his had been a part in 1970. 2. Staff would support a request for a variance to the requirement for impact studies with the preliminary plat with the condition (a)that Dr. Mcllhaney include a 20 ft. PUE across the back (south) of his property to give access for drainage and utilities to Dr. Cooper's property, AND (b) with the condition that impact studies have to be completed with any final plat of any part of the property (rather than at preliminary plat time). This would include the requirement for impact studies with a final plat on Dr. Mcllhaney•s property -which would be minimal since it is almost built out anyway. The existing infrastructure is currently handling what is there, and what can be added would not contribute much loading to existing stuff! How's that for technical terminology!
