Comments Shirley, Attached please find the X drawings that will be issued to Acklam Construction as part of an RFP to modify the construction of the Driveway Entrance off of the Highway 6 Access Road. These modifications were negotiated by Jim Alvis, P.E., of our office with TXDOT, and address their requested changes. Tommy Barnes of Acklam Construction informs me that the 24" Post Oak near the pull through canopy is not doing well. Before construction, 1/3 of the tree was dead. They have had to cut back the tree to get the drilling rig into to drill piers for the canopy, and had to bore through some of it's root structure. Consensus opinion between the Owner and the Contractor is that the tree may not sul'\live construction due to it's proximity to the building. Please advise if this tree may be removed. Test:Jng ====· ==· Corporation PAVEMENT DESIGN CONSIDERATIONS General: The pavement thickness required for support of expected traffic at the site is-a function of the subgrade soil support characteristics, traffic volume and type, and quality of available construction materials. These __ factors have been analyzed using AASHTO Guide For Design of Pavement Structures (See Reference 2). · - Subvade Characteristics: Borings No. P-1 to P-3 were drill~ within the driveways and the parking areas. The probable subgrade at the site consists of a high plasticity (CH) clay soil. The pavement support characteristics may be ~ressed in terms of the Resilient Modulus. A Resilient Modulus of 5,000 psi (CBR abotit 4) has been estimated for the high plasticity clay subgrade materials based on correlation for similar soils. Traffic Estimate: Traffic volume and type can be depressed in standardized forms in the,tenns of 18- kip Equivalent Single Axle Load Applications (ESAL). As per th~ design criteri.a provided. by the client, traffic volumes are estimated to be about 15,000 ESAL's for the parking lots and .about 200,000 ESAL's for the entrance drives. L Pavem~nt on Expansive Soils: Pavement design methods are intended to provide an adequate thickness of structural materials over a particular subgrade, such that wheel loads are reduced to a level the subgrade can support. The support characteristics Qf the subgrade does not aceount directly for the shrink and swell movements of an expansive clay subgrade. Thus, the pavement may be adequate from a stnlctural standpoint, yet ~ experience cracking and · defoanation due to shrink/swell movements of the subgrade. ·- ' ,. l I I I I It is, therefore, important to .minimize ·moisture changes in the subgrade to reduce shrink/swell movements. The pavement and adjacent areas should be well·drained. Proper maintenance should be peiformed on cracks in the pavement sum.cc to prevent water passing through to the b~_or· subbase material. Even with these precautions, some movements and related cracking· may still occur, requiring periodic maintenance-:-· The pavement cross-section should, if poSStole, be such that a minimum 4-focit wide shoulder, measured from the edge .of.the pavement, is maintained. This is especially critical in embankment areas where the shoulder provides lateral support for the pavement subgrade and, equally as important, serves to minimize changes in soil moisture content under the edge of the pavement. Existing Site Conditions The site for the new Scott and White Pharmacy is located at the Southwest comer of the intersection of Highway 6 (East Bypass) and Brazoswood Drive and is a portion of the tract upon which the Scott & White Clinic was built. The site is wooded with natural grass as cover. The area consists of severe slopes and ravines . An existing stormwater detention basin is adjacent to the site . this basin was constructed during Phase I of the Scott & White Clinic. The site lies in Basin "B" as depicted on the Developed Drainage Area Map in the report that this document supplements . Most of the site and surrounding areas drain to the above mentioned detention basin. Approximately 0.66 acres drain uncontrolled to an existing culvert that passes under Highway 6. The detention basin also discharges in this culvert. B. Developed Site Conditions The site for the new pharmacy will consist of surface parking and a building. The building will occupy approximately 0.24 acres and the surface parking will take up approximately 0.58 acres , bringing the total impervious covers to a total of 0.82 acres . The site will drain to the adjacent detention basin . Stormwater will sheet flow to two inlets located in the driveway adjacent to Highway 6. The stormwater will then be conveyed in closed conduit to the detention basin . II. Hydrology I Detention Basin Design A. In referring to the previous report, and the Drainage Area Map in this report Basin "B " had approximately 5.61 acres of impervious cove r-which included approximately 2.39 acres of future surface parking and future building . As stated previously , the new pharmacy will use up approximately 0.82 acres of the future impervious cover, leaving a balance of 1.57 acres for future development. n:\ 19607 4\corresp'vn isc'drainrpt.doc B. The detention basin in Basin "B• was designed to provide release rates which will be equal to or less than those which existed prior to construction . These rates took into account a fully developed basin described above. The basin 's design volume combined with stage-discharge determined the release rates from the basin. The volume is crucial to the function of the basin , and must be maintained if the basin is to function as intended . Detention Basin "B• had a design volume of approximately 1. 77 ac/ft at the 100 yr. storm evaluation of 277.00 ft. Due to the location of the new entrance drive and the siteing of the new pharmacy , approximately 104 cy of fill will have to be placed into the existing detention basin . In order to compensate approximately 104 cy. of earth will be excavated as a part of site construction. All excavation will be done in a manner which will maintain the existing side slope ratios . The volume of fill, at each elevation will be balanced by the same amount of excavation. In actuality the detention basin in Basin ·B· consists of two parts, and the two are linked together to act as one basin, with the throttle in the basin that will be disturbed . The smaller pond lies to the West of the subject basin and will not be touched . . Table I is an analysis of the pond prior to the cut and fill and after the re-shaping of the pond. This analysis covers the disturbed pond since the pond to the West will not be encroached upon . 111 Conclusion The existing detention basin will function as initially intended and will be able to serve the new Pharmacy .
