The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria . The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, pl ace ment and state. The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion , siltation or sedimentation resulting from the permitted work. Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before any operations of this permit can begin . In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage facilities. Hester Engineering company 7607 Eastmark Drive, suite 253-B College station, TX 77840 (409) 693-1100 fX:(409)693-107 5 CERTIFICATION I hereby certify that this report and accompanying drainage plan for the drainage design was prepared by me in accordance with the provisions of the Cities Drainage Policy and Design Standards for the owners thereof. nal Engineer No. 69104 Texas CRYSTAL PARK PLAZA STORAGE BUILDING -CERTIFICATION INTROD UCTIO N: DRAINAGE REPORT CRYSTAL PARK PLAZA STORAGE BUILDING COLLEGE STATION , BRAZOS COUNTY, TEXAS JULY , 1997 The site of the proposed improvements is located along the State Highway 6 frontage road between Mile Drive and F.M. 2818. The site has an existing office complex refered to as "Crystal Park Plaza" and is 9 .07 acres in size . The proposed improvements to the site include pavement, drainage and utility improvements for the construction of a 4000 square foot storage building which will be used by tenants of the complex and will be constructed behind the existing office b u ilding. The terrain in the area of the proposed i mprovements slopes in a northwesterly direction toward an existing channel at approximately four percent. The latest Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (48041CO 142c) shows tha t a portion o f the 9.07 acre tract is in the regulatory 100-year flood plain however no portion of the proposed improvement s will be in the flood plain. The site is zoned C-1 (commercial) and is being developed by Mr. Scott Eidson, Karbrooke , Inc. 2 70 0 East Bypass , Suite 2000, College Station, TX 77845, (409) 693-2467. EXIST ING DRAINAGE BASIN DESCRIPTION : The entire site ( 9. 07 acres) discha rges directly into Bee Creek Tributary "A" Drainage Basin No. 4, Regu latory Channel Reach No. I which is a primary channel. This reach of Bee Creek is not in a 11 Special Drainage Basin and Channel Reach Design Standard ", Item D, of the College Station "DRAI NAGE POLICY AND DESIGN STANDARD ", page 1 0 , requiring d etention by ordinance. However this reach does re qu ire tha t the Minimum Floor Elevation be Base Flood plus 2 feet (page 11) . The drainage basin upstream of this site is approximately 1100 acres and the ditch section a t the upstream property line has a substantial flood plain width, at places being approximately 300 feet wide. The creek has a small pilot channel which is on a very flat slope. The FEMA Flood Insurance Study (FIS), flood profiles (page 22P) show that t he BFE varies along the site from 254.00 at the downstream section of the site to 256.00 at the upstream section of the site. This is based on existing conditions of July, 1992 . Section "A" of the profile (22P) is at the upstream section of the property . A drainage map has been included for review. PROPOSED DRAINAGE : The grading of the i mprovements will route the water in the same pathway as existing condition s. The finished floor elevation of the storage building will be four feet above the base flood. An analyzes using HEC-RAS was prep ared to determine any change in the water s u rface elev a t ion of the creek due to the proposed improvements. The table shows that the additional flow proposed improvements will not change the water and therefore, detention is not required nor site. Storm runoff calculations for pre and conditions has been included for review.
