As Josh and Joe Wilson agreed on Wednesday, 24 May 2006 , we have changed the route of the water main through the project. We have eliminated the 6"x8" connection on Spring Loop, and have connected back to the south. The 6" A.C. line is to be abandoned as noted. Waterline "C" now begins at a 6" plug with 3" blow-off between buildings 20 and 21. See sheet C3 , C5 and C7. 2. We have added structural backfill call-outs. See sheet C7. Site Plan Comments: Planning 1. Yes, we have removed the pedestrian gates on the south side . 2. We have added a note to sheet S 1 that entire perimeter is fenced and have called out the fence in various places. Engineering 1. To accomplish this, the proposed parking lot will need to share joint use of a portion of Atmos Energy 's 30 ft H.l.P. gas line easement and cover a 3900 foot long section of the pipeline itself (Reference drawing 'A Site, Grading and Erosion Control Plan for River Ridge Townhomes, LTD. University Park, Section II Re plat' 11 /08/05 ). Atmos ' consultant , Universal Ensco , Inc. (UEI) has determined that the construct ion of the proposed parking lot would not present a significant conflict. The current depth of cover is approximately 32 ", with 32 " minimum cover during construction activities , and a final paved condition of 62 " of minimum coverage. Atmos has no objection to allowing joint use . of the easement and pavement over the pipeline , subject to the following conditions: • An Atmos representative must be present during any and all work within Atmos ' easement. Atmos representative Barry Closs (979-774-2543) must be notified at least three (3) days (72 hours) in advance of any activities within Atmos ' easement to avoid any delays in field activities. • Inspection inserts shall be installed equally spaced every 100 feet for periodic inspection by Field Operations (see attached drawing). • For concrete paving, joints must be installed every 10 feet along the pipeline in the concrete. The following page is a list of staff review comments detailing items that need to be addressed . Home of Texas A&M University ENGINEERING 1. These construction documents should only represent the extension of the public water main and overall site grading and erosion control. 2 . Please remove all sanitary sewer and storm sewer plan and profile detail from these plans as these are private infrastructure and should be submitted with each appropriate phases site plan I development permit. Also, private infrastructure does not require profile detail and should be built to at least building code standard . 3. The drainage report and detention facility detail should be submitted with the site plan I development permit for the first phase . 4. FYI for the Site Plan I Development Permit Submittal -More detail is required for the detention outfall , how the run-off gets from the detention facility to the street, how the run-off gets across the sidewalk, where the proposed rip-rap will be located in plan view, and please give an explanation of where exactly the run-off goes once it leaves this site from the detention facility ... street, existing storm sewer, where? 5. FYI for the Site Plan Submittal -All sanitary sewer lines need to be private , not parallel in easements, built to building code standard, can tie directly into main without manhole, and clean-outs required every 1 OOft, etc. 6. (Sheet C3) The private sanitary and storm sewer should not be reflected on these plans . 7. (Sheet C3) What is the proposed solution for the existing fire hydrant located in the middle of the front entrance to this development? I assume this hydrant is needed to supply coverage for the adjacent structures . 8. (Sheet C4) Plan view labels the bends as 2 -6" 45 (MJ) Bend, whereas profile view labels the bends as 1 -6" 90 (MJ) Bend. Please use the 2 -45 option as oppose to the 1 -90 option throughout these plans in both plan in profile . 9. (Sheet C4 thru C7) Label proposed 6" waterline material type : DR14 AWWA C- 909. 10 . (Sheet C4 thru C7) Structural backfill is required anytime a public water main is located under pavement. 11 . (Sheet C4 thru C7) Illustrate all proposed valves in plan and profile . 12 . Storm water management requirements are as follows , any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375 : Storm Water Discharges from Small Construction Activiti es The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres . You will need to follow these steps to discharge storm water from your construction site to the City of College Station 's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000) to make sure it applies to your situation . 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part Ill of the general permit (TXR150000). 4 . Sign and post a construction site notice. 5. At least 2 days before beginning construction , provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent (NO/), notice of termination (NOT), or fee is required under this option-as long as the requirements of this general permit are followed . This particular general permit will expire at midnight on March 5, 2008.
