All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with Section
7.5.E ., Landscape/Streetscape Plan Requirements of the City's Unified Development Ordinance, prior to any operations of
this permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited . The disposal of any waste material such as , but not limited to, paint , oil , solvents,
asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to remain is also
prohibited .
EROSION CONTROL TO BE MAINTAINED . TCEQ PHASE II RULES IN EFFECT
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site
in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design
Criteria . If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite , it is the
contractors responsibility to implement measures that will meet City, State and Federal requirements . The Owner and/or
Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any
silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any
disturbed vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall be
responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment
as well as erosion, siltation or sedimentation resulting from the permitted work.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure
that debris from construction, erosion, and sedimentation shall not be deposited in city streets , or existing drainage
facilities .
I hereby grant this permit for development of an area outside the special flood hazard area. All development shall be in
accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit
application for the above named project and all of the codes and ordinances of the City of College Station that apply.

The purpose of this letter is t o de t ail the drainage infrastructu re that will be constructed as
part of th e Wate rwood Town h omes, Phase IV and any changes made t o the system that
was mas t er-planned fo r the Watervvood Town h omes Drainag e Analysis, completed by
Mitchell & Morgan, LLP in March 2003 . Phase IV includes the construction of 35 units as
well as associated parking and utilities. As men ti oned in t he original repo rt, no po rtion of
the site lies within t he regu lat ory 100-year floo d p lain per FE M A FIRM panel 144(. effective
date Ju ly 2, 1992 .
The proposed infrastructure consists so lely of o n e 5' inlet and approxima t ely 11 .5 LF of 15"
RCP sto rm sewe r. Thi s pro po se d storm sewer w ill b e tied into the existi n g p lugged 15"
RCP that w as constructed as part of t he Phase Ill improveme nts . The hyd raulic modeling
results are the same as those presented in the Phase 28 adde n dum, submitted on March 8,
2004 . A copy of the outflow provided in t hat repo rt has bee n included as Table 1. In
addition, outflow in fo rmation from Phase IV (PA9) is included as Table 2 .

One item that requires mentioning is the fact that the postdevelopment dra inage area maps
(E x hibit B2) provided in both the original report as well as subsequent addendums show a
pipe connect ing the last parking area (Future Phase V) to the storm sewer system on
Central Park Lane . This is merely a drawing error as thi s pipe has not been included in any
ph ase of the analysis presented to the City of College Station . The XP-SWMM Node and
Link Locations provided as Ex h ibit C2 of the original report shows no pipe there as does the
XP-Storm map provided as Ex hibit B. A copy of the Hydraulic Conduit Results data will be

Mitchell & Morgan, LLP in March 2003 . Phase IV includes the construction of 35 units as
well as assoc iated parking and utilities . As mentioned in the original report, no portion of
the site lies within the regulatory 100-year floodplain per FEMA FIRM panel 144C, effective
date July 2, 1992.
The proposed infrastructure consists solely of one 5' inlet and approximately 11 . 5 LF of 15"
RCP storm sewer . This proposed storm sewer will be tied into the existing plugged 15"
RCP that was constructed as part of the Phase Ill improvements . The hydraulic modeling
results are the same as those presented in the Phase 2B addendum , submitted on March 8,
2004 . A copy of the outflow provided in that report has been included as Table 1. In
add itio n, outflow information from Phase IV (PA9) is included as Table 2 .

RE: Waterwood Condominiums-Fire Flow Update Phases 4&5
Dear Carol:
August 22 , 2005
As you will recall last year on this project, I met with the Fire Marshall , Eric Hurt, to discus s
the need for a third fire hydrant to serve Phase III of the Waterwood Condominiums. As we
have previously discussed, the largest building in this phase as well as phases 4&5 is 11 ,550
square feet. A building of this size that is not sprinklered and is type V-B material requires a
fire flow of3,000 gpm per the 2000 International Fire Code.
Per appendix C of the 2000 International Fire Code a fire flow of 3 ,000 gpm requires at least
three hydrants to serve the building. The Fire Marshall told us that although appendix C
requires three hydrants, two hydrants will be sufficient to serve our fire flow needs if our
modeling shows that each hydrant can provide 1,500 gpm while meeting the correct pressure
and velocity requirements.
Hydrants have been spaced in phases 4&5 to allow for two hydrants to serve each building.
Previous modeling efforts on this project have shown that the two hydrant system within this
internal looped water system can provide the necessary 1500 gpm at pressures above 20psi
and at velocities below 12 fps .
