The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and required to remain is strictly prohibited. The disposal of any waste material such as, but not limited to , paint, oil , solvents, asphalt, concrete , mortar, or other harmful liquids or materials within the drip line of any tree required to remain is also prohibited . ****TCEQ PHASE II REGULATIONS IN EFFECT**** The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria . If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite , it is the contractors responsibility to implement measures that will meet City, State and Federal requirements. The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition, placement and state . The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion , and sedimentation shall not be deposited in city streets , or existing drainage facil ities. I hereby grant this permit for development of an area outside the special flood hazard area . All development shall be in accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit application for the above named project and all of the codes and ordinances of the City of College Station that apply. Following are data and comments from those reports regarding Phases 4 and 5 . Water System The lowest pressures that were computed for the water system occurred on top of a hill in Phase 3 near Victoria Avenue. The minimum pressure under fire flow conditions was 78 psi, which far exceeds the minimum pressures required by the City and TCEQ . Pressures in the vicinity of Phases 4 and 5 were approximately 90 psi under fire flow conditions . These were computed assuming an 8" line along Victoria was in place . Since that time, a 12" line has been installed along existing portions of that street, and it will be completed with the construction of these two phases . Therefore, we assume that pressure and flow characteristics within the subdivision are even better than those used for the model. As a result, no additional water report is being submitted for these two phases of construction . Sewer System Likewise, the original sewer report for Phases 1-5 was prepared using 6" lines to serve Phases 4 & 5. The analysis showed that these lines were easily capable of serving both phases . In Phase 5, line segment 2A- 2B required only a 0. 01 slope to carry the required flow , which is far less than the minimum slope of 0 . 60 . From this , we conclude that the realignment of the street in Phase 5 does not significantly alter the flow characteristics in that portion of the system. Therefore, no additional sewer report is being submitted with these two phases of construction . While the roadway alignment for Phase 5 has changed slightly, the effects on the water and sewer systems are minimal . Otherwise, those reports are still valid for this development. The owner plans to construct both phases at the same time . Minimum horizontal radius from centerline is 200 feet. Crested Point Drive shows a radius of 175 feet. This development is a POD . The preliminary plat was approved with the radius as shown . The 12 ' pavement width in the alley will requ ire a variance to the Subdivision Regulations 8-G .10. The owner wishes to build the 12 ' alley, which matches the revised Street Design Guidelines. Pull lot lines away from channel or add private slope easement. ACTION : Lots 7, 8 , and 9 were part of phase 2, so the lot lines can not be adjusted. The slopes have been adjusted to avoid encroaching into these lots. COMMENT #6 : What is the velocity in the channel? ACTION : The maximum velocity in the channel is 5 .98 fps during the 10 year storm event as shown in Exhibit E-2 of the Revised Drainage Report. COMMENT#?: ACTION : faMMENT#B : ACTION : What is the 100-year water surface elevation in the channel? A copy of the HEC-RAS study for the channel has been added to the drainage report in Exhibits E-1 and E-2. This study shows the limits of the 100 year water surface . Provide energy dissipation structures at outfall 17. The proposed headwall has energy dissipation blocks incorporated with it. We have added the detail of this to sheet 24 . This has been the City's preferred method of energy dissipation on past projects. /coMMENT #9 : Inlets 15 and 20 show 2 flow lines out and no flow lines in . ACTION: The plans have been revised to show a flow line in and a flow line out. /coMMENT #1 O:Storm pipe between inlets 7 and 8 is a 15" in plan view and a 18" in profile . ACTION : The 18 " is correct. The plans have been revised. /coMMENT #11 :Plan view calls out manhole , profile indicates cleanout. (Sheet 12 , Sta . 129+27) ACTION : The profile view is correct. The manhole label in the plan view has been changed to a cleanout. j COMMENT #12 :Sewer pipe with less than 6 ' of cover shall be constructed of ductile iron pipe . ACTION : The "tapped tees " are located where the service ties into the main in a horizontal or vertical bend instead of a drilled connection . Th is reduces the tendency of the main to fail at the location of the service tie-in . /COMMENT #14 :A gate valve is required at the end of temporary dead end lines, within 200 feet for lines 8" and smaller.
