The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and required to remain is strictly prohibited. The disposal of any waste material such as, but not limited to, paint, oil, solvents, asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to remain is also prohibited . ****TCEQ PHASE II RUELS IN EFFECT**** The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate construction site in accordance with the approved erosion control plan as well as the City of College Station Drainage Policy and Design Criteria. If it is determined the prescribed erosion control measures are ineffective to retain all sediment onsite, it is the contractors responsibility to implement measures that will meet City, State and Federal requirements . The Owner and/or Contractor shall assure that all disturbed areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion control. 'The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original condition , placement and state . The Owner and/or Contractor shall be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing drainage facil iti es . I hereby grant this permit for development of an area outside the special flood hazard area . All development shall be in accordance with the plans and specifications submitted to and approved by the City Engineer in the development permit application for the above named project and all of the codes and ordinances of the City of College Station that apply. The sewer line is n ecessary in order for Lot 2 to be platted as 3 separate lots . Additional easements will need to be added to the Re-Plat for the sewer line. Also , due to the shallow depth of the sewer lin e, minimum finish floor ele vati ons need to b e shown on th e plat so that the buildings constructed on the lots wi ll drain to the sewer line. This infonnation has also been transmitted to KelT Surveying, LLC to include on the Re-Plat. The project wi ll include the construction of approximately 412 feet of sanitary sewer line. This line and the existing lin e wi ll service the proposed development of the four commercial lots making up the Libe1iy Subdivision. 2.0 SANITARY SEWER-Design Flow and Pipe Size Calculations The proposed sewer line is to be constructed of 8" diameter ductile iron pipe, class 350. The proposed manholes are 4' diameter manholes, and vary from 3' to 6' in depth, with sewer line slopes of 0.4%. The maximum distance between manholes is less than 500 feet, as required by the Texas Commission on Environmental Quality (TCEQ). The minimum allowable slopes for 8" pipe per TCEQ requirements is 0.33%. All construction shall meet the current City of College Station Standard Specifications for Sanitary Sewer Construction. The sewer line information is summarized in Table 1. 3.0 DETERMINATION OF PEAK FLOW VALUES The average daily flow for Lots 2A, 2B & 2C was determined by using 30 persons per acre (rate for commercial land use from B/CS Unified Design Guidelines, Sewer Design, pg. 4), and then multiplying this by an average daily flow of 50 gprn/person (pg. 11, Table III, Commercial/Office). The peak flow was then determined by multiplying the average daily flow by 4.0. For Lot 1, a peak flow of 183 gpm was obtained from calculations performed with the Holiday Inn development. The ve locities for the lines were calculated using Manning's Equation. According to the TCEQ, the minimum velocity for sewer systems flowing full is 2.0 feet per second. As shown in Table 1, the minimum anticipated flow velocities for the proposed sewer lines at 50% full meet this requirement. The flow for 100% full will not be less than the flow for 50% full; therefore, the TCEQ requirement is met. The TCEQ requires that the maximum velocity for sewer systems flow full not exceed 10 feet per second. The values in Table 1 are well below this maximum velocity. 4.0 CONCLUSIONS It is our determination based on the criteria and data developed that the proposed sewer line will provide sufficient capacity for the anticipated wastewater flows generated by the development of these four commercial lots.
